The County Assembly Committee on Agriculture, Livestock, and Fisheries, led by Hon. Ronald Mbura, held a consultative meeting with Agriculture CECM Mr. Patterson Chula and Chief Officer Mr. Teddy Yawa.

During the session, the Committee raised urgent concerns regarding the failure to distribute crop seedlings to local farmers during the current financial year.

To ensure transparency and accountability, lawmakers demanded full procurement documentation from the department.
The department has since submitted the requested information for official scrutiny.

The Committee will immediately embark on writing a comprehensive report to present its findings and recommendations to the House for formal consideration and debate.

KALOLENI SUB-COUNTY – PUBLIC PARTICIPATION FORUM ON THE PROPOSED KILIFI COUNTY FINANCE BILL, 2026

The public participation exercise on the proposed Kilifi County Finance Bill, 2026 was today held at Kaloleni Social Hall in Kaloleni Sub-County.

Relevant stakeholders and participants from across the sub-county attended the forum and made their submissions before the Assembly Committee on Finance and Economic Planning.

Chaired by Hon. Johnathan Birya Fondo, MCA for Kaloleni Ward, the Committee listened to and addressed concerns raised by participants. Key issues highlighted included taxes and rates on parking services, social hall charges, charges imposed on muguka sales, among other fees directly affecting the people of Kaloleni and Kilifi County at large.

Other proposed charges and fees that attracted public reaction during the engagement included market fees, stall charges, mitumba fees and eating banda charges.

Members of the Committee assured participants that all submissions and views raised during the exercise would be considered during the final drafting of the Bill before it is presented to the House for approval.

The proposed Kilifi County Finance Bill, 2026 is a crucial document that seeks to set out taxes, rates, and charges for services offered by the County Government.

Once passed by the House, the Bill will help enhance revenue collection by the County Government to support public expenditure and service delivery.

Tomorrow the committee will be in Malindi Sub county for the same program.

PUBLIC ENGAGEMENT ON THE PROPOSED KILIFI COUNTY FINANCE BILL, 2026 – KILIFI SOUTH SUB-COUNTY

The County Assembly Committee on Finance and Economic Planning chaired by the Member of County Assembly representing Kaloleni Ward Hon. Birya Fondo, was in Kilifi South Constituency for a public forum to dielibarate on the proposed Kilifi County Finance Bill, 2026.

The Committee engaged members of the public, relevant stakeholders and representatives from various Community-Based Organizations (CBOs), taking them through the amended sections of the Bill while also receiving proposals and recommendations on tax and rates.

Some of the organizations represented during the forum included Wezesha Jamii, Coast Regional Budget Hub, TEMA Trust, Municipality of Mtwapa, Kilifi Youth Leadership Initiative, and Everlast Talent Youth Group, among others.

TEMA Trust, through its representative Mr. Erick Mgoja, submitted a memorandum to the County Assembly Committee on Finance, which was officially received by the Chairperson and members of the Committee.

Speaking during the engagement, Hon. Birya Fondo assured participants that all submissions and recommendations collected during the public participation exercise would be thoroughly discussed by the Committee and considered in the preparation of the final Committee report.

Members of the public also emphasized the importance of receiving feedback from the Committee before the approval Bills and Regulations to enable them evaluate the impact of their contributions on the final documents passed by the House.

ENGAGING THE PUBLIC ON THE PROPOSED KILIFI COUNTY FINANCE BILL, 2026- Ganze Sub- County

The County Assembly Committee on Finance, chaired by the MCA for Kaloleni Ward, today held a public participation forum in Ganze Sub-County to engage the public on the proposed Kilifi County Finance Bill, 2026.

Mr. Justine Amani Karabu, Senior Research Officer, took members of the public through the contents of the Bill and explained its key proposals and other adjusted rates and taxes as proposed on the finance bill.

The Committee listened to and collected views, recommendations, and proposals from the residents, assuring them that their submissions would be considered during the final compilation and publication of the Bill.

Another public participation meeting on the proposed Bill is scheduled to take place on Monday in Kilifi South Sub-County.

PUBLIC PARTICIPATION EXERCISE ON THE KILIFI COUNTY FINANCE BILL 2026- KILIFI NORTH SUB COUNTY

The County Assembly, through the Committee on Finance, has conducted a public participation exercise in Tezo Ward, Kilifi North Sub-County, on the proposed Kilifi County Finance Bill, 2026/2027, which is currently before the House for consideration.

Chaired by Kaloleni Ward MCA, Hon. Birya Fondo, the Committee is collecting public views on the Bill across all the seven sub-counties.

The proposed Kilifi County Finance Bill, 2026, seeks to establish and review taxes, fees and rates to be collected by the County Government of Kilifi.

The revenue generated will support the implementation of programs and projects aimed at improving the livelihoods of Kilifi residents.

Tomorrow, the team will conduct a similar public participation exercise in Ganze Town, Ganze Sub-County.
