Before the sun fully rises over Matuga, footsteps are already echoing across the campus. Not merely footsteps of a morning run — but footsteps of transformation, discipline and purpose.

Today, I had the honour of officially opening Experiential Learning Cohorts 527, 532 and 538, alongside PRCC 17, while also encouraging SMC 151 participants as they undertake their examinations at Kenya School of Government Matuga Campus.

I asked participants a simple question:

“Do you know why we brand the morning run as 5:59?”

Because one minute before 6:00 a.m. symbolizes the power of small margins. The extra effort. The extra act of integrity. The extra commitment to service. The understanding that meaningful change is often born from small, consistent actions.

That is the spirit shaping Matuga. We are intentionally building a culture where learning goes beyond classrooms and becomes part of everyday leadership and community engagement.

Through initiatives such as the KSG Under the Tree Series, we are creating a unique platform that brings together government and members of the public at the grassroots level to engage, listen, learn and co-create solutions to local challenges. Under the tree, conversations become more honest, leadership becomes more accessible and public service becomes more people-centered.

This is the future we believe in — a public service that listens before it leads, collaborates before it acts and remains deeply connected to the citizens it serves.

Matuga is therefore not just training public servants; we are nurturing transformational leaders who understand that impact begins with people, dialogue and intentional action.

To all our participants, remember this: sometimes the difference between average and exceptional service is found in that one extra minute — the 5:59 mindset.

At Matuga, we do not wait for change. We prepare for it, shape it and lead it.

A single act can set everything in motion.

At KSG Matuga, issuing goats to SLDP participants marked more than the start of a cook-out challenge—it signaled the shift from guidance to ownership.

Leadership is not in doing everything yourself, but in equipping others, trusting them, and stepping back to let them deliver.

I had the privilege of presiding over the opening of the Senior Leadership Development Programme (SLDP) No. 533/2026 experiential learning module at KSG Matuga, alongside the commencement of the Supervisory Skills Development Course (SSDC) No. 56/2026.

The SLDP experiential learning module provides a unique platform for senior officers drawn from various MDAs to engage in hands-on, real-life experiences that go beyond the classroom. By placing participants at the centre of action, the programme challenges them to navigate complex, practical situations that mirror workplace realities—demanding teamwork, resilience, adaptability, and sound decision-making. It is through such immersive experiences that leadership is truly shaped.

Complementing this, the SSDC continues to strengthen supervisory capacity by equipping officers with essential skills to enhance performance, reinforce accountability, and improve service delivery across the public sector.

I encouraged participants to fully embrace these learning opportunities, uphold professionalism in both conduct and presentation, and cultivate a positive mindset as they grow into effective leaders and people managers.

We also reflected on the KSG Under the Tree Series, an initiative of the Kenya School of Government that creates a platform for engagement between government and citizens at the grassroots level—promoting dialogue, inclusivity, and awareness of public programmes.

As we look ahead, I invited participants to join us in celebrating KSG @100—a century of empowering public servants and strengthening an effective, responsive, and citizen-focused public service.

A strong and purposeful start to programmes designed to build competent, resilient, and impactful leaders for our nation.
