Plenary session

The business of the day chaired by the Deputy Speaker Hon. Andrew Mulei included;

The tabling of two reports that include;
1.First Supplementary Budget for Fy 2025/2026

2.Budget estimates for Fy 2026/2027.

The Chairperson of the Committee on Finance Budget and Appropriations Hon. Manza Beja moved two motions which include;

1. The adoption of the Report of the Committee on Finance, Budget and Appropriations on the Annual Revenue Report for Fy 2024/2025

2. The adoption of the Report of the Committee on Finance Budget and Appropriations on the First Quarter Revenue Report for Fy 2025/2026.

The Reports detailed the performance of revenue for the Fy 2024/ 2025 and Fy 2025/2026.

The motions were deliberated on and passed by the House. Plenary sessions will resume on May 12th 2026.

The fifth session of plenary proceedings commenced with the presentation of motions from the Chairperson of the committee on Budget, Finance and Appropriations Hon Manza Beja and the Hon. Mwaboza Mwachuo Chairperson of the Committee on Energy

The motions moved include;
1. The adoption of the Report of the Committee on Finance, Budget and Appropriations on the County Budget Review and Outlook Paper for Fy 2024/2025

2. The adoption of the Report of the Committee on Finance, Budget and Appropriations on the Fourth quarter Revenue Report for Fy 2024/2025

3. The adoption of the Report of the Committee on Energy on a House question by Hon. Juma Mwachivyomo.

The motions were deliberations were based on ;
1. The performance of the budget for the Fy 2024/2025 through the Outlook Paper.
2. 2. The performance of revenue for the Fy
2024/2025 through the Revenue Report
3. The alternative sources of energy substitutes used in the Public institutions in Kwale.

The motions were deliberated and supported by members of the House.

THEME: "Resilient County Assemblies"

Strengthening governance and financial autonomy is key to building resilient county assemblies. As noted by Transparency International’s Sheila Masinde, real accountability requires collaboration between state and non-state actors.

The Office of the Controller of Budget, led by Dr. Margaret Nyakang’o, plays a vital oversight role under Article 228 of Kenya’s 2010 Constitution. It approves fund withdrawals and issues budget implementation reports that highlight revenue and expenditure trends, often exposing gaps in financial discipline.
However, audit results remain concerning—fewer than 2% of public entities achieve unqualified opinions, signaling ongoing compliance weaknesses. Additionally, county assemblies face a mismatch between their broad mandates and limited resources, undermining effective oversight.

The Controller of Budget remains a crucial checkpoint throughout the budget process, ensuring legal compliance and proper use of funds. Ultimately, resilient county assemblies require financial empowerment, strong oversight, and firm accountability to uphold devolution.

2nd day of Vetting of the nominees to the Kwale County Public Service Board

The Committee on Appointments led by the Chairperson Hon. Seth Mwatela Kamanza, resumed vetting of the final nominees to the Kwale County Public Service Board.

The nominees who appeared before the Board include;
1. Ali Salim Chai
2. Richard Mwatu Musyoka
3. Mwanamisi Ali Libondo ( nominee for the Chairpersons position)

The vetting exercise came to a close and the report of the suitability of each candidate will be presented to the House in due time.

Vetting of the nominees of the Kwale County Public Service Board

The Committee on Appointments led by the Chairperson Hon. Seth Mwatela Kamanza vetted nominees of the Kwale County Public Service Board.

In a letter addressed to the County Assembly of Kwale, the Governor H.E Fatuma Achani fowarded a list of successful nominees to serve the Kwale County Public Service Board for consideration by the County Assembly. The fowarded nominees include;
1. Hassan Nyuchi Meri
2. Khadija Swaleh Juma
3. Rasi Ndago Masudi
4. Ali Salim Chai
5. Richard Mwatu Musyoka
6. Mwanamisi Ali Libondo

The County Assembly of Kwale gave notice of the public approval/ vetting exercise to take place on March 9th & 10th at the Kwale Assembly Complex.

The Committee on Appointments today vetted Mr. Hassan Nyuchi Meri, Khadija Swaleh Juma and Rasi Ndago Masudi.

The vetting exercise will continue tomorrow. The members of the Committee will assess the suitability of the candidates for the position to the Kwale County Public Service Board and report progress in due time.

Women's legislators Conference 2026 University of Embu - Embu County

Day 2 of the Women's legislators Conference began with a session on Transition; Women's leadership in the 21st century: Nomination Vs Election; Challenges and opportunities.

The sessions presenter was Ms Juliana Kiio- Executive Director Democracy Trust Fund and was moderated by Ms Mercy Mwangi - Executive Director, KEWOPA .

Panelists comprised of Members of County Assembly, Members of Parliament, Speaker, Kitui County Assembly and Chairperson, National Gender and Equality Commission.

The session deliberations focused on creating equal ground for women legislators to deliver their mandates. Some of the proposed strategies include:
:Ensuring County Assemblies have adequate standing orders to ensure all members have equal opportunities.

:Offering tax incentives to organizations sponsoring capacity building and women focused projects.

: Leadership is not about gender, it is about impact. Women were challenged to work hard and create an impact in order to navigate the Political world efficiently

: Encourage women to participate in Public participation forums and grassroot engagements to improve on visibility and political messaging.

: Financing for campaigning, female legislators have been encouraged to save through Democracy Trust Fund in order to have a more efficient campaign process.

The Guest of Honour Controller of Budget Dr. Margret Nyakang'o graced the conference and emphasized that the
Counties should ensure gender parity is embedded in every process of the budget making process from approval, overseeing implementation and accountability. She also advised members to;
1.Involve themselves in early engagement in the budget making process.
2. Practice data Oversight
3. Be firm and principled

The Chairperson of the County Assemblies Forum Hon. Seth Mwatela Kamanza gave a vote of thanks to the attendees for their presence and participation.

The County Member of Parliament, Embu Hon. Njeru Pamela Njoki officially closed the Women's legislators Conference. The member recognised that structural barriers exist in county legislation and encouraged the legislators to take action and fight for their space in order to attain a more inclusive environment for stronger institutions, progressive legislation and thorough Oversight.

Women's legislators Conference 2026 Embu County

Our female members of the County Assembly led by the Chairperson of the Kwale women's caucas Hon. Teresia Muoki and the Chairperson Majority Leaders Chapter Hon. Hanifa Mwajirani joined other female legislators at the Women's legislators Conference 2026 at Embu County - Embu University.

The women's conference theme is Advancing justice and leading change: breaking structural barriers to secure inclusive leadership and equal opportunities for all.

The meeting was officially opened by the Secretary General Hon. Chege Mwaura and the Chairperson of the County Assemblies Forum Hon. Seth Mwatela Kamanza.

The sessions deliberations today centered on Political participation and representation and Gender Responsive Budgeting. Our legislators were challenged to fight for their spaces and strategise their negotiations in order to deliver their mandates to the people they serve.

The County Assemblies Forum has been in continuous partnership with Organizations such as; OXFAM Kenya, Konrad-Adenauer- Stiftung Kenya, GIZ Kenya and Siasa place to ensure that women's participation is realised in the legislative space. Officials from these Institutions were present to reassure their support through capacity building and dialogue

The conference will continue tomorrow with sessions focusing on Transitioning leadership in the 21st century.

Vetting of the Nominee Chairperson of the County Bursary and Scholarship Fund Committee

The Committee on Early Childhood Education and Vocational training chaired by the Vice Chairperson Hon. Juddy Kengo vetted Ms Nzadze Benzadze who was nominated as the Chairperson of the Kwale County Bursary and Scholarship Fund Act 2024 by the Governor H.E Fatuma Achani.

The Committee vetted the nominee's suitability based on her qualifications, experience and knowledge of the current change of the education system. The Committee will report progress to confirm or reject the suitability of the candidate in due time.
