KWALE COUNTY ASSEMBLY CONSIDERS KEY HEALTH MOTIONS DURING FIFTH SESSION SITTINGS

The County Assembly of Kwale, during its Morning and Afternoon Sittings held on Wednesday, 8th July 2026, deliberated on important reports presented by the Committee on Health Services, reaffirming its commitment to strengthening healthcare service delivery across the County.

Morning Sitting
The Assembly considered a Motion on the Report of the Committee on Health Services on the Elimination of Open Defecation in Kwale County, moved by Hon. Mwanyae Mwagawary, MCA Mackinnon Road Ward.

The Motion received overwhelming support from Members and was seconded by:

Hon. Jon Yusufu Sengeza – MCA, Mkongani Ward

Hon. Hanifa Badi Mwajirani – MCA, Ramisi Ward

Hon. Judy Chizi Kyengo

Hon. Omar Mwaboza – MCA, Simba Golini Ward

Afternoon Sitting
The Assembly also considered the Report of the Committee on Health Services on Harmonization of Medical Benefits for Health Workers Absorbed from the National Government into the County Government, moved by Hon. Mwanyae Mwagawary, MCA Mackinnon Road Ward.

The Motion was seconded by:

The deliberations underscored the Assembly's continued dedication to improving public health, promoting dignified sanitation, safeguarding the welfare of healthcare workers, and advancing quality service delivery for the people of Kwale County.

COUNTY ASSEMBLY OF KWALE HOLDS TUESDAY SITTINGS

The County Assembly of Kwale today convened its Third Assembly (Fifth Session) sittings to deliberate on key legislative and oversight matters aimed at enhancing service delivery to the people of Kwale County.

During the Morning Sitting, the House considered and adopted the Report of the Planning, Trade, Tourism and Cooperative Development Committee on the vetting of nominees for the positions of Chairperson and Members of the County Rural and Urban Affordable Housing Committee.

In the Afternoon Sitting, the House tabled two important reports from the Committee on Health Services:

Report on the elimination of open defecation in Kwale County.

Report on the harmonization of medical benefits for health workers absorbed from the National Government into the County Government.

These deliberations underscore the Assembly's commitment to strengthening governance, improving healthcare, promoting public health, and ensuring effective oversight for the benefit of the residents of Kwale County.

KWALE COUNTY ASSEMBLY RAISES CONCERNS OVER REVENUE COLLECTION CHALLENGES

The County Assembly of Kwale has raised concerns over persistent challenges affecting the County Government’s revenue collection performance and its ability to finance essential services and development programmes.

Through a motion tabled before the House, Members highlighted the need to strengthen the Department of Revenue by enhancing its administrative capacity, improving revenue streams and ensuring effective implementation of county revenue collection strategies.

The Assembly has called for urgent measures, including strenghtening the Department on Revenue and appointing a substantive Chief Officer incharge for revenue.this will foster accountability, efficiency, and sustainable fiscal management.

The County Assembly remains committed to promoting prudent management of public resources and ensuring improved service delivery to the people of Kwale.A motion was tabled before the floor of the house by Hon.James Dawa..MCA Puma ward and seconded by Hon. Victor Safari Kasemeni ward..upon deliberation member had concesiours agreement that it is prudent to streghten the current systems including redeployment of staff to support and increase collection,embrase a corruption free system and evaluating perfomance of the current systems.The motion was voted down based on the need for a collective approach in coming up with viable measures..it was argued that having a new department will require more man power hence increasing the county wage bill.16 members voted qgainst the motion 6 for the motion and 2 abstained..this has opened a window for further consultation and engagement with respective depatments..
For sustainable financing,the county needs to come up with ways on generating its own revenue.

KWALE COUNTY ASSEMBLY APPROVES BUDGET DOCUMENTS FOR FY 2026/2027

The County Assembly of Kwale has approved key financial documents, including the County Budget Estimates for FY 2026/2027 and the Kwale County Appropriation Bill, 2026.

The approval marks a key step in ensuring responsible allocation of public resources, strengthening oversight, and supporting effective service delivery to the people of Kwale.

The Assembly remains committed to promoting accountability, transparency, and good governance.

The County Assembly today debated and approved the Report on the First Supplementary Budget Estimates for FY 2025/2026, tabled by Hon. Manza Beja (Chairperson, Budget & Appropriations Committee, Mwereni Ward).
The supplementary budget will align resources with urgent priorities, address funding gaps, and fast-track key development projects across the county.
Members stressed prudent use of public funds, equitable development, accountability, and timely project implementation to improve healthcare, infrastructure, agriculture, water services, and overall service delivery to Wananchi.
The County Assembly remains focused on effective oversight to ensure maximum benefit for the people of Kwale.

Today, we had the honour of hosting a delegation from the County Assembly of Kirinyaga at our county premises for an official benchmarking visit. The delegation engaged with various departments within the County Assembly offices and also toured several ward offices to exchange ideas, share experiences, and learn best practices in governance, administration, and service delivery.
The visit provided a valuable platform for mutual learning, collaboration, and strengthening institutional capacity between our two county assemblies. We appreciate their interest and commitment towards enhancing efficiency and excellence in public service.

Plenary proceedings

May 13th 2026

The Plenary session was chaired by the Temporary Speaker Hon. James Dawa.

The Chairperson of the Committee on Finance Budget and Appropriations Hon. Manza Beja, moved a motion of adoption of the Second Quarter Revenue Report for the Fy 2025/2026

The report highlights the performance of the County revenue of the second quarter Fy 2025/2026. The motion was deliberated and passed

The Assembly was also graced by students from Dr Babla Diani Girls Secondary school High School Senior 4.

The students who were led by their teachers Ms Maurine Kadero and Mr. Dennis Ogero, sat through the plenary session in order to better understand the roles of the assembly and service delivery.

The students were welcomed by the assembly leadership and the Clerk Madam Fatuma Mwalupa who encouraged them to work hard and acquire leadership roles in order to bring a positive change to their communities.

The assembly is honoured to have our future young leaders taking interest in devolution and the importantance of representation in our region
