Bunge la Kaunti ya Homa Bay leo liliendesha kikao cha ushirikishwaji wa umma kuhusu makadirio ya bajeti ya mwaka wa fedha 2026/2027.

Kikao hicho kililenga kukusanya maoni na mapendekezo kutoka kwa wananchi kuhusu vipaumbele vya maendeleo na ugawaji wa rasilimali katika sekta mbalimbali k**a vile Kilimo, Biashara, Elimu na Afya.

Wananchi walipata fursa ya kutoa maoni yao huku wakisisitiza umuhimu wa kuimarisha huduma za afya, maji, elimu pamoja na uboreshaji wa miundombinu k**a barabara.

Aidha, washiriki walieleza haja ya kuhakikisha usawa katika ugawaji wa rasilimali na utekelezaji wa miradi iliyopangwa katika bajeti zilizopita.

Maafisa wa Bunge la Kaunti walisisitiza umuhimu wa ushirikishwaji wa umma katika kuimarisha uwazi, uwajibikaji na utawala bora, huku wakihakikisha kuwa maoni yote yaliyotolewa yatazingatiwa katika mchakato wa mwisho wa bajeti.

Kikao hicho kilihitimishwa kwa wito kwa wananchi kuendelea kushiriki kikamilifu katika masuala ya maendeleo ya Kaunti na kufuatilia utekelezaji wa bajeti.

The Homa Bay County Assembly today resumed sittings following a month-long recess.

In a Communication from the Chair, the Speaker of the County Assembly, Hon. Polycarp Okombo, welcomed Members back and expressed confidence that they had utilized the recess period to engage with their constituents and rejuvenate in preparation for the upcoming session.

The Speaker urged Members to remain committed to their legislative, oversight, and representative roles, and encouraged them to continue diligently serving the people of Homa Bay County.

The House thereafter adjourned to Tuesday, 2nd June 2026, to allow Members to participate in the Sectoral Hearings on the Budget Estimates for the Financial Year 2026/2027, as well as observe the upcoming public holiday.

The Homa Bay County Assembly has today commenced Sectoral Committee Hearings on the FY 2026/2027 Budget Estimates.

The hearings bring together County Executive departments and Committees of the Assembly to deliberate on proposed programmes, projects, and budget allocations aimed at improving service delivery to the people of Homa Bay County.

The exercise will focus on key sectors including Health, Roads and Infrastructure, Water, Agriculture, Education, Trade, Youth Affairs, and Public Administration.

The hearings provide an important platform for accountability, transparency, and public participation in the budgeting process as the Assembly continues to ensure prudent use of county resources for sustainable development.

The County Assembly of Homa Bay today hosted Grade 6 students from Migosi Comprehensive School for an educational session in the Plenary Chamber aimed at providing firsthand insight into the operations of devolved government.
The session, led by Senior Clerk Assistants Mr. Tobias Opana and Mr. Duncan Ochieng, focused on the Assembly’s core mandates of representation, legislation, and oversight as provided for under Chapter 11 of the Constitution of Kenya.

During the visit, the students were taken through the layout and structure of the Chamber, where they learned about the roles of the Majority and Minority sides, as well as the distinction between the County Assembly and the County Executive. The discussions also highlighted the County Government’s responsibilities in key sectors such as healthcare, trade, agriculture, and Early Childhood Development (ECD).

Accompanied by Madam Eliza Odigo and other teachers, the students gained practical knowledge on how voting, debate, and budget-making processes within the Assembly influence policy formulation and service delivery to the people of Homa Bay County

𝗞𝗔𝗠𝗪𝗔𝗟𝗔 | 𝟳𝗧𝗛 𝗠𝗔𝗬 𝟮𝟬𝟮𝟲

The Homa Bay County Assembly fraternity today joined the family of the late Hon. Peter Ojwang Kaula at his home in Kamwala, Homa Bay County, to offer condolences and stand with them during this difficult time.

Hon. Kaula served as the Member of the County Assembly for Wang’chieng Ward from 2013–2017 and 2017–2022.

The delegation was led by the Speaker of the County Assembly, Hon. Polycarp Okombo, alongside the Assembly leadership and Members of the County Assembly.

Hon. Kaula was remembered by many as a compassionate and dedicated leader who greatly transformed his community through various development projects and by creating opportunities that positively impacted many people both locally and in the United States, where he lived for some time.

The County Assembly of Homa Bay joins the people of Wang’chieng Ward, friends, and family in mourning the loss of Hon. Kaula extends its heartfelt condolences during this period of grief.

ADJOURNMENT

Assembly Adjourns for Long Recess

Pursuant to Standing Order No. 25(3) of the Homa Bay County Assembly Standing Orders, the House has adjourned for a long recess beginning Thursday, 30th April 2026, and will resume sittings on 25th May 2026.

In his communication, the Speaker of the Day, Hon. Peter Nyakomita, encouraged Hon. Members to continue undertaking their roles as provided for under Section 9 of the County Governments Act, 2012, during the recess period.

THE FINANCE AND ECONOMIC PLANNING COMMITTEE HOLDS PUBLIC PARTICIPATION ON THE TARRIFS AND PRICING POLICY 2026 AND THE HOMA BAY COUNTY REVENUE MOBILIZATION POLICY 2026

The Homa Bay County Assembly Committee on Finance and Economic Planning today held a public participation hearing to collect views from members of the public as concerns the tariffs and pricing policy 2026 and the Homa Bay County Revenue Mobilization Policy 2026.

The chairperson of the committee, Hon. Daniel Odongo, MCA, North Karachuonyo, led the exercise, and members of the public actively shared views and opinions concerning the two policies.

The committee will review all the submissions and incorporate them into its report for consideration by the Assembly.
