My Administration remains firmly committed to providing quality and affordable healthcare to the people of Busia County. A key part of this commitment is ensuring the seamless supply of essential health products and technologies to support efficient and effective medical services across our facilities.

By procuring pharmaceutical and non-pharmaceutical commodities through Kenya Medical Supplies Authority (KEMSA), we benefit from economies of scale achieved through pooled procurement, ensuring affordability, reliability, and consistent availability of critical supplies.

With improved turnaround timelines—12 days for primary health facilities and 10 days for Level Four and referral hospitals—we are assured of timely delivery of medical commodities. We are equally committed to honouring our obligations and have prioritised the settlement of the outstanding Ksh 23.7 million owed to KEMSA.

I thank my Deputy, H.E. Arthur Odera, for ably representing my office during a courtesy call by Mr. Eliud Muriithi, Director of Commercial Services at KEMSA. I appreciate KEMSA’s continued commitment to strengthening collaboration with our County to enhance procurement efficiency and ensure uninterrupted access to essential medical supplies for our people.

As a County Government, we are committed to establishing a strong mentorship network that connects experienced mentors with young mentees, creating a supportive platform where our youth can grow, learn, and thrive together.

I also urge our young people to embrace positive mentorship and guidance, and to avoid unhealthy influences—some of which lead to destructive and criminal paths. True success begins with humility, discipline, and a willingness to be guided.

I made these remarks today at ACK Church Kamuriai in Teso North Sub-County, where I presided over a one-day Youth Leadership Summit under the theme: “Bridging the mentorship gap among young people and understanding the self-development needs of the youth.”

I sincerely appreciate the valuable insights shared by distinguished speakers, including Mr. Charles W. Juma of the British High Commission, Ms. Jacky Lang’at, Lands Chief Officer from the Kericho County Government, and Ms. Elizabeth Oluoch of Mildmay International Kenya, among others, who inspired our youth to pursue leadership, innovation, and meaningful engagement with their communities.

The summit brought together participants from Jenga Afrihub and Youth for Change, in partnership with the County Government of Busia, reaffirming our shared commitment to nurturing responsible and empowered future leaders.

The Governor takes this earliest opportunity to wish the Busia County team, and by extension Team Kenya, all the best in the ongoing East Africa Local Authorities Cultural Association (EALASCA) Games 2024 being held in the lakeside city of Kisumu.

Busia is home to notable sports personalities in various disciplines, including legendary boxer and 1988 Seoul Olympic gold medalist Wangila Napunyi, 1972 Munich Olympic 100m finalist Dan Amoke, football greats including renowed former AFC Leopards and Harambee Stars striker, JJ Masiga, middle fielder Wilberforce Mulamba, the curent Tusker FC coach Robert Matano, Victor and McDonald Mariga, who have made a mark in this country's footballing history in the English Premier League and European Champions League, among many others.

CAIP VANDALISM IS THREAT TO DEVELOPMENT, SAYS BUSIA CS JUMA

The leadership in Busia County has strongly condemned the theft of building materials and equipment at the County Aggregation and Industrial Park (CAIP) in Nasewa, Matayos Sub county.

More than ten thieves broke into the site on Thursday night, manhandled the security officers at the gate before loading over 150 bags of cement and assorted iron bars on a truck and disappeared.

Addressing the Press on site after a fact finding mission, County Secretary Oscar Juma urged the investigative agencies to hasted the process and bring to book those behind the incident.

The CS who was accompanied by County Executive for Trade Fidel Olakacuna, his County Treasury counterpart Topister Wanyama, Chief Officer for Public Service Administration Esau Onyapidi, area MCA Dennis Okinda and Matayos OCPD Zachariah Bitok further urged residents to volunteer any vital information that will assist in arresting the criminals.

“We want to state here categorically that we will not allow a project of this magnitude being implemented by tax payers money to be vandalised by enemies of development,” he warned.

The CS added that leadership and residents of Busia and Kenya at large are eager to see the Kshs. 500million project which is co-funded by the National and County government completed in time to benefit residents.

“I have directed the contractor to liase with police department for additional security officers and also install alarm back up system to avert similar incident in future,” he emphasized.

He reiterated that the incident should not deter the contractor from undertaking the construction of the park considering that the site is insured against any risks.

Mr Okinda said urged the community to own and guard the project jealously of they want to fully benefit from it.

“My observation from the assessment we have conducted today points to an inside job or a well choreographed theft by those who understand very well the on goings inside the site.,” he said.

Police have since launched investigations over the incident.

Deputy Governor H.E Hon Arthur Odera has this afternoon received the Demographic and Health Survey Report 2022 from Kenya National Bureau of Statistics team led by KNBS Demographic/Statistics Manager Mr Andrew Imbwanga at the Governor's Lounge.

The report that will officially be unveiled tomorrow informs the statistical status of our current health system from Malaria, Nutrition, Fertility, Teenage pregnancy, Gender based violence among others.

Its outcome will be integral for the Busia economic planning.

Today Busia Deputy Governor H.E Arthur Odera on behalf of Governor Dr Paul Otuoma hosted the Cabinet Secretary for East Africa Community, the ASALS and Regional Development Hon. Peninah Malonza who paid a courtesy call at the Governor's office.

The CS who is accompanied by Principal Secretary for EAC Affairs Hon Abdi Dubat Fidhow and Busia County Commissioner Kipchumba Ruto are in the County for a joint-ministerial tour of Busia One Stop Border Post (OSBP) to assess the performance of facility in facilitating intra-East Africa Community trade and bi-lateral relations between the partner states.

The Ugandan delegation is led by First Deputy Prime Minister and Minister of East African Community Affairs Hon Rebecca Alitwala Kadaga, Permanent Secretary for East Africa Community Affairs Hon Edith Mwanje and Uganda Revenue Authority Commissioner Field Services Mr Sylvester Kiwanuka.

Busia CEC Health Hon. Beatrice Nakholi held consultative engagement with Cabinet Secretary Ministry of Health Dr Susan Nakhumicha and presented the Busia health transformation Memorandum.

The memoradum focused on lobbying the National Government to support upgrade of BCRH to level 5, support trauma and blood bank centre, upgrade Alupe Hospital to a full-fledged isolation and infectious disease hospital and actualisation of the model mother and new born unit.
