The CPI believes that Constitutional Monarchy is the form of government which is preferred by the majority of Iranians. However, the CPI believes that this should be decided democratically in a free and fair national referendum monitored by international observers. The Islamic Republic has clearly demonstrated The Reign of Terror and it will never allow this. Therefore, the national referendum can

only take place after the Islamic Republic will lose its power and the people of Iran can vote freely.
