Div Com stresses on collaborative efforts for Aerospace Safety
Chairs Airfield Environment Management Committee meeting
SRINAGAR, SEPTEMBER 13: Divisional Commissioner (Div Com) Kashmir, Anshul Garg, who is also the chairman of the Airfield Environment Management Committee, emphasized the need for collaborative efforts among stakeholders to ensure aerospace safety around the airfield.
Div Com made these remarks while chairing a high-level committee meeting today, here.
The meeting was attended by Deputy Commissioners of Budgam, Anantnag, and Pulwama, along with the Commissioner of Srinagar Municipal Corporation (SMC), Air Officer Commanding of Air Force Station Srinagar, Director Urban Local Bodies, ADC Srinagar, and officials from the Airport Authority, Pollution Control Board, Irrigation & Flood Control Department, and Rural Development Department.
During the meeting, Div Com issued a slew of directions aimed at enhancing airfield safety, particularly with regard to visibility, bird hazards, dog menace, and the regulation of carcass disposal in the proximity of the airport.
To improve air quality and visibility for aircraft, he directed the immediate closure of unlicensed brick kilns within an 8-kilometer radius of the airfield. Also, he called for the implementation of the zigzag technique in the operational brick kilns to minimize emission of pollutants.
Addressing the issue of bird hazards, especially the presence of Black Kites attracted by open waste dumps, Div Com instructed Deputy Commissioners, SMC Commissioner, and the Director of Urban Local Bodies to adopt scientific methods for the collection and disposal of solid waste, with special attention to villages identified by airfield authorities. He also emphasized the need for proper disposal of waste from slaughterhouses and butcher shops.
To mitigate the dog menace in and around the airfield, he directed the SMC to give priority to dog sterilization drives in the area. Besides, he stressed the importance of public sensitization campaigns to ensure proper disposal of dead animal carcasses by local residents.
Garg urged officials to utilize resources under centrally sponsored schemes through coordinated efforts across departments to effectively address the identified challenges.
Earlier in the meeting, Committee Secretary presented a detailed PowerPoint presentation outlining key safety concerns affecting the airfield environment.

"In early morning, in Zonipora areas of Budgam a breach occurred which inundated some area however as preventive measure we had already evacuated 9000 people last night so there shall be no loss of life. Fortunately, weather is improving in South Kashmir and every other place weather is sunny. The water level is decreasing at Sangam and Ram Munshi Bagh. However in low-lying areas like Lasgan the teams of District Administration including SDRF NDRF & police are deployed. To supervise and ensure coordination, we are on the spot.

We are getting good cooperation from the public and announcements are regularly made to alert people. In Budgam evacuation has been carries in six villages while in Srinagar we are conducting preventive evacuation and people are advised to remain away from low-lying areas."

SRINAGAR, SEPTEMBER 03: In view of inclement weather conditions & rising water level of Jhelum, Divisional Commissioner (Div Com) Kashmir, Anshul Garg on Wednesday visited Barzulla & Gandbal to inspect the protective measures being taken by Irrigation & Flood Control department to clog the vulnerable spots to avoid breaches.
During his visit to the spot of automatic water level recorder near Bone & Joint Hospital, Div Com directed for closure of the gap to avoid any potential threat of breach and flooding. The spot serves as a means for dewatering and out flow of the hospital drainage system.
Div Com instructed the SE, I&FC to find a permanent solution to address the issue and to avoid risk of breach in the left bank of the flood channel near the hospital.
While addressing the media at the spot, Div Com said that currently the water level at Sangam & Ram Munshi Bagh shows rising trend and informed that IMD has reported possibility of receding water level in the later part of the day.
However, he said that the contingency plan has already been put in place by I&FC department to respond to any exigency. Speaking about the reinforcement steps being taken at B&J hospital, he said that the gap is being filled with sand bags and shall be completed within a couple of hours.
Sharing information about the rescue measures being taken in South Kashmir, he said that District Disaster Management teams are conducting rescue measures in low lying areas and evacuated some families to safer places. Div Com informed that teams of District Administration Kulgam were on the ground during the night to ensure evacuation of people in nine villages.
"Wherever inundation in low-lying areas in Anantnag & Kulgam has occurred, the administration is following evacuation protocol", he added.
In Srinagar, he said, the teams of district administration are in the field and a contingency plan has been put in place to immediately respond to any exigency.
"Our emergency control rooms are operational, power supply is up-end, and telecom services are Ok. Hopefully there should be reasonable improvement in couple of hours", he said.
Anshul Garg said we all need to remain alert and people need to follow advisories issued by district administrations and remain away from water bodies. He said that magistrates have been deployed to monitor the ground situation and alert people.
On the occasion, he also inspected the delivery of critical health care services to the patients by the hospital administration and availability of medical & paramedical staff besides availability of medicines.
Div Com also visited Gandbal where he inspected restoration efforts underway for reinforcement of the river bank near the bridge. On the occasion, he interacted with the locals and assured a permanent solution for strengthening of the bank and ex*****on of the remaining works.
Later, Div Com visited the UT level Emergency Operation Centre at Hari Niwas to take the stock of addressing of distress calls of people and resolution of urgent issues faced by them.

Div Com Kashmir reviews preparations for Independence Day celebrations, conduct of Tiranga Rally
SRINAGAR, JULY 23: In view of the upcoming Independence Day, Divisional Commissioner (Div Com) Kashmir, Vijay Kumar Bidhuri, convened a meeting on Wednesday to chalk out thorough arrangements for the celebration of national festival.
Besides IGP Kashmir, V K Birdi, the meeting was attended by DIG Kashmir, Deputy Commissioners, SSPs, and senior officials from various departments viz. Floriculture, Colleges, School Education, SM, KPDCL, R&B, PHE, Health, JKAACL, YS&S, Information, Hospitality, Transport, MED, Traffic Police, and security agencies.
During the meeting, Div Com instructed officers to ensure seamless and foolproof preparations to showcase the vibrant celebration of Independence Day with great enthusiasm.
He issued a slew of directives for detailed arrangements, including the showering of flower petals by the Airforce, illumination of government buildings, constitution of parade and band contingents, issuance of security passes, appointment of nodal officers, organization of cultural programs, nomination of commentators, and making seating and security arrangements.
Furthermore, he emphasized the need for an uninterrupted electricity supply, installation of water dispensers, cleanliness and sanitation at the main venue besides ensuring proper traffic management, deployment of medical staff, and other necessary arrangements.
Moreover, Div Com highlighted the importance of educating participants regarding following protocol during hoisting of national flag and singing of national anthem.
He stressed the significance of informing participants about the sequence of programs and directed the creation of a uniform schedule for the national event throughout the division.
Meanwhile, he also reviewed the arrangements for the organization of Tiranga Rally on August 12 and impressed on overwhelming participation besides comprehensive measures regarding security and refreshment for participants.

Emphasizes on effective surveillance, dissemination of real-time information
SRINAGAR, JUNE 24: With the annual Shri Amarnathji Yatra approaching, Divisional Commissioner (Div Com) Kashmir, Vijay Kumar Bidhuri, today visited the Integrated Command & Control Center (ICCC) at HMT to assess functioning of the centre for hassle-free Yatra.
During the visit, he informed that all designated officials from the relevant departments were deployed to the ICCC urgently for round the clock functioning of the command centre and effective surveillance and dissemination of real-time information especially exigencies.
He emphasized the need for the operation of hunting line numbers to ensure that pilgrims have access to urgent assistance.
Div Com also called for the daily compilation of surveillance data and call logs reports.
Meanwhile, he also reviewed final arrangements in a meeting with officers to ensure smooth and peaceful conduct of the Yatra.
The meeting was attended by Director of FCS&CA, Dr Owais Ahmad; Deputy Commissioner Srinagar, Akshay Labroo; Commissioner SMC, Faz L*l Haseeb, and representatives from various departments such as ULB, IMD, PHE, KPDCL, I&FC, PWD, R&B, SDRF, NDRF, Fire & Emergency, SRTC, and the Police.
In the meeting, Div Com assessed preparations across departments to ensure a seamless and spiritual experience for the yatries.
Director FCS&CA informed the meeting that sufficient quantities of essential supplies have been allocated for the Yatra camps, and this will be adjusted as per need as the Yatra progresses.
Chief Engineer KPDCL shared that all base camps have been equipped with electricity, and street lighting has been installed to eliminate dark areas. Additionally, officials from Jal Shakti confirmed that water connections have been installed at all camp areas and that all sanitary facilities have been linked to the water supply.
Div Com also reviewed fire safety protocols, and issued a directive to the Fire & Emergency department to ensure accessibility to fire extinguishers.
Health department was instructed to ensure the installation of sufficient oxygen booths and other medical setups at the camps and enroute to the holy cave.
Regarding the registration of service providers and ponies, it was reported that over 23,000 service providers and 14,000 ponies have been registered to facilitate SANJY pilgrims.
