The challenges of disaster management may differ across countries, but one lesson remains universal: resilient institutions depend on capable public servants.

As part of the Global Digital Capacity Building Alliance (GDCBA), the Mission Karmayogi team shared India's experience in strengthening public sector capacities with over 40 civil servants from Sri Lanka participating in the 17th Capacity Building Programme on Disaster Management, organized by the National Centre for Good Governance.

The session opened with Dr. Vashima Shubha, Principal Advisor, DPI & Partnership Management, Capacity Building Commission, who highlighted India's unified approach for public service transformation through Mission Karmayogi and the Global Digital Capacity Building Alliance.

Building on this, Dr. Upmith Singh, Principal Advisor, AI & Policy, Capacity Building Commission, unpacked the policy architecture and institutional design underpinning Mission Karmayogi's whole-of-government reform agenda. The conversation then moved from policy to practice as Shubham Gupta, Assistant Manager, Karmayogi Bharat, presented a deep dive into the iGOT Karmayogi platform.

Today, more than 16 million public officials across India have access to personalised AI-powered learning pathways that can be accessed anytime, anywhere. By combining scale, accessibility, and customization, Mission Karmayogi is transforming capacity building from a periodic training exercise into a continuous, on-demand learning ecosystem for public officials.

The session provided a valuable platform for cross-country learning and exchange, reinforcing a shared understanding: resilient institutions are not built during disasters. They are built long before them through sustained investments in people, capabilities, and governance systems.

Importance of strengthening capacity building around sustainability, collective action, responsible resource use, and community engagement highlighted during the discussion.

On the occasion of World Environment Day, CBC conducted a Samuhik Charcha centred around the case study “Adopting an Ecosystem Approach to Groundwater Recharging - Pond Rejuvenation Project in Udham Singh Nagar”, followed by a reflective discussion on sustainability, community participation, and public leadership. The discussion was led by Chairperson, CBC, Ms S. Radha Chauhan. The Member (Admin) Ms Alka Mittal, Secretary, CBC, Shri Jagdeep Gupta and team members of CBC were also present. Discussion highlighted the importance of strengthening capacity building around sustainability, collective action, responsible resource use, and community engagement.

Participants reflected on important questions: Was the transformation driven by an individual or by a system? How can behavioural change within communities be sustained? What lessons can public servants draw from such initiatives?

The discussion underscored that environmental outcomes are most enduring when communities, institutions, and local leadership work together. It also highlighted the importance that environment stewardship should become a lens through which governance, policy implementation, and everyday decision-making are viewed.

The session served as a valuable reminder that lasting environmental change begins with shared responsibility and collective action.

A truly collaborative capacity-building ecosystem requires institutions to move beyond working in silos and begin sharing knowledge, expertise, infrastructure, and resources.

With this vision, the Capacity Building Commission today conducted an onboarding session on the UNNATI (Unified New-Age National Training Institution) Portal, chaired by Ms Chandralekha Mukherjee (Principal Advisor, Capacity Building Commission), bringing together 249 representatives from training institutions across India.

UNNATI marks an important step in the evolution of India's capacity-building landscape. More than a digital platform, it is designed as a shared ecosystem where institutions can discover and leverage faculty expertise, access training infrastructure, share courses, and collaborate across domains and geographies.

During the session, participants were introduced to the portal's key features, including its integrated marketplace architecture that enables institutions to offer and access faculty, infrastructure, and learning resources. The Commission also reiterated the goal of onboarding all training institutions onto the platform by June, strengthening a nationwide network of learning and capacity development.

With over 259 institutions already onboarded, UNNATI is steadily emerging as a common platform to connect training institutions, promote resource optimization, and support the objectives of Mission Karmayogi.

As India's public sector continues its transformation journey, platforms such as UNNATI have the potential to create stronger institutional linkages, enable knowledge exchange, and make capacity building more accessible, collaborative, and impactful.

The Capacity Building Commission is scaling its flagship Jan Seva programme across States, Union Territories and Public Sector Undertakings, aiming a behavioural shift at the heart of Mission Karmayogi.

Smt. S. Radha Chauhan, Chairperson, CBC, recently shared the vision and the road ahead.
• Over 10 lakh Central Government employees already trained under the programme.
• Jan Seva aims to instill a deeper sense of seva bhaav, realigning officials' inner sense of purpose with their public duties.
• CBC to facilitate the training of master trainers in states/UTs, who will roll out the programme across States, UTs and PSUs.
• The programme aims to reach the public officials across hierarchies, from frontline workers to policy-level decision makers.
• Designed as a continuous and iterative journey of learning and transformation, not a one-time intervention.

When the outward act of service is connected to an inner sense of purpose, delivery becomes more effective, responsive and truly citizen-centric, advancing the vision of Viksit Bharat.

The Capacity Building Commission is driving a structural transformation of 700+ government training institutions across India under Mission Karmayogi. CBC Chairperson Smt. S. Radha Chauhan outlined how, in a recent interview:

- 700+ institutions that once operated in isolation are being connected on a single platform through the UNNATI initiative, sharing faculty, facilities, and training programmes.
- Roles across 90+ ministries have been mapped, with capacity-building plans aligned to each.
- Every institution gains data-driven insights to lift utilisation, raise quality, and meet real ministry needs.
- All 700+ are set to be onboarded by the end of June, building on the 210+ already accredited under NSCSTI.

The shift is from isolated effort to collective strength, rooted in a Bharatiya ethos of knowledge sharing and collaborative growth.

The Capacity Building Commission (CBC) and the Haryana Institute of Public Administration (HIPA) jointly conducted an orientation session for the State Training Institutions of Haryana on 29th May 2026. The session focused on UNNATI, the new-age collaborative portal designed for the country's training institutions.

Key Highlights:
1. Representative institutions from various Haryana state departments participated, including the Police Department (3 institutions), Power Department, Education Department, Land Records, and Forest Department.

2. Shri Manoj Yadava, Director General of HIPA, delivered the opening remarks. He emphasized the critical need for a unified portal, particularly for state departments that lack a physical training infrastructure.

3. Mrs. Chandralekha Mukherjee, Principal Advisor, CBC, highlighted the strategic importance of the UNNATI portal, emphasizing its relevance in scaling and sustaining long-term capacity-building efforts across the state.

The UNNATI Portal (Unified New-Age National Training Institutions) is a digital backbone developed by the Capacity Building Commission (CBC) under the umbrella of Mission Karmayogi.

It serves as a first-of-its-kind collaborative national platform designed to connect, standardise, and optimize Civil Services Training Institutions (CSTIs) across India—from premier Central Training Institutes (CTIs) to state-level Administrative Training Institutes (ATIs) and domain-specific centers.
