MEMORANDUM

Subject: Urgent Appeal for UN intervention on humanitarian grounds to help resolve the Kashmir conflict and stop further bloodshed of our people in India-Pakistan wars.
Today, May 15, 2024, We the Representatives of Jammu Kashmir Liberation Front (JKLF), the largest pro independence political party, through this symbolic peace march held in Kotli, demand a permanent end to the ongoing conflict and violence on both sides of the state of Jammu- Kashmir, so that our people are able to live their lives in peace without the constant threats of injury, imprisonment or relocation.
Through this symbolic peace march to the UNMOGIP office in Kotli where we submit this memorandum on behalf of our long suffering people (on both sides of the 'line of control"), which you have failed to adequately monitor or prevent from exploding into constant cross firing over the past several decades, we wish to reiterate that our desire for a peaceful resolution to the conflict can only be achieved by the forceful intervention of the Security Council and enforcing it's Charter for peace and stability upon Kashmir's neighbours who continue to violate their own international commitments as well as defying the recommendations made by the two UN Human Rights Commissioner reports published in 2018 and 2019.
You will be aware that recent clashes have claimed over five dozen innocent lives, injured hundreds, and caused widespread destruction to Kashmiri residents on both sides of the LoC, and it is time for this august body to take practical and legal steps to enforce international law in our region We through your official intervene so that a peaceful resolution to the Jammu- Kashmir conflict can be reached in due course instead of allowing it to fester for another decade.
On behalf of our people, we demand :
1. Withdrawal of all foreign forces from Jammu and Kashmir State on both sides.
2. Immediate halt daily skirmishes and cross border bombing along the LoC , which we do not recognise as such and would like it to be renamed as 'ceasefire line'.
Action Requested:
1. Call for immediate a permanent ceasefire along the LoC and withdrawal of military personnel away from it.
2. Encourage and facilitate a tri-partite dialogue instead of insisting on bilateral dialogue involving India, Pakistan under the auspices of international representatives appointed by the United Nations who may be able to devise a mechanism to elect Kashmiri representatives for such a dialogue.
3. Provide immediate aid and protection to victims of civil and human rights violations, including release of Kashmiri political prisoners on both sides, including halting of unfair and one sided trials against Kashmiri leaders such as our chairman Yasin Malik.
We request the UNMOGIP Kotli Office to intimate this memorandum to the Secretary-General and furnish us with his response on our plea for action.
