Swift Action Taken for Clearance of Legacy Waste at Panchayat Halqa Sail
The Block Development Office in district acted promptly upon receiving information regarding legacy waste dumping near the Segregation Shed at Panchayat Halqa Sail.

- A field inquiry was conducted immediately by the concerned Panchayat Secretary.
- The legacy waste highlighted in the viral social media video has been completely removed.
- All waste heaps around the segregation shed have been scientifically cleared and disposed of as per Solid Waste Management guidelines.
- The site has been inspected and restored to a clean and hygienic condition.
Clean surroundings are a shared responsibility. Public cooperation is essential in keeping our villages clean and sustainable.

As part of the ongoing efforts to strengthen grassroots implementation of the Solid Waste Management (SWM) Rules–2026 and ensure compliance with the directions of the Hon’ble Supreme Court of India, an awareness programme was conducted during Block Diwas at Dacchan.
The programme focused on scientific waste management, segregation at source, sanitation responsibilities of Panchayats, and the importance of community participation in maintaining a clean and sustainable environment. Officials and participants were sensitized about the legal and administrative obligations under the SWM Rules–2026, with special emphasis on sustainable waste disposal practices in rural areas.

District-Level workshop on –2026 held at Udhampur
UDHAMPUR, MAY 18: Department of Rural Development and Panchayati Raj today organised a District-Level Workshop on the implementation of the Solid Waste Management Rules–2026 at Udhampur. Deputy Commissioner Udhampur, , attended the workshop as the chief guest.
At the outset, ACP Dr. Ashwani Hansa delivered a detailed PowerPoint presentation highlighting the district’s preparedness and action plan for the effective implementation of the Solid Waste Management Rules–2026.
The workshop was attended by IAS Probationer Shagun Singh ACP Udhampur, all BDos, Pyt secretaries, PAAs.
During the workshop, detailed deliberations were held on the effective enforcement of the Solid Waste Management Rules in compliance with the directions of the Supreme Court. Discussions focused on enhancing waste management mechanisms in rural areas through coordinated and sustainable efforts.
The Deputy Commissioner directed the concerned departments to launch intensive IEC awareness campaigns across all Panchayats regarding source segregation of wastes. He also instructed the authorities to conduct comprehensive surveys and submit plans for solid waste management and door-to-door waste collection at the earliest.
Emphasising strict adherence to the Supreme Court guidelines regarding segregation of waste at source, the DC directed all Block Development Officers to ensure effective implementation of the Swm2026 rules in their respective jurisdictions.
Necessary directions were also issued regarding awareness generation, timely waste collection, establishment of proper waste management infrastructure, BWG identification and scientific disposal of solid waste.
The DC stressed the need for proper transportation, management and scientific disposal systems to ensure a cleaner and healthier environment.
He further urged the concerned officers to intensify public awareness regarding source segregation, responsible waste disposal practices and reduction in the use of non-biodegradable materials. He directed all BDOs to identify and map at least 1 Dump site in their respective jurisdiction for waste collection.

*Secretary RD&PR calls for strict enforcement of SC directions on Rules, 2026*

Districts asked to ensure D2D waste collection, identify Bulk Waste Generators

Jammu, May 15: Secretary, Rural Development Department and Panchayati Raj, Mohammad , today chaired a high-level review meeting to assess implementation of the Solid Waste Management (SWM) Rules, 2026 and directed all districts and field officers to ensure strict and time-bound compliance with Supreme Court directions on solid waste management.

The meeting was attended by Director General Rural Sanitation Anoo Malhotra, Director Finance Umar Khan, Superintending Engineers REW, Deputy Directors , Assistant Commissioners Panchayat, PMU of SBMG and other concerned officers.

The Secretary emphasized that the Supreme Court, through its various orders especially dated February 19, April 29 and May 5, 2026, has issued comprehensive directions to States, UTs, District Collectors and Pollution Control Boards for effective implementation of the SWM Rules, 2026.

He directed all districts to submit comprehensive plans for door-to-door waste collection across rural areas and submit the same within given timelines for strengthening waste collection systems.

Sanitation Committees under overall supervision of District Sanitation Committees(headed by DCs), wherever pending to improve coordination, monitoring and implementation of sanitation initiatives.

He also directed wide dissemination of the SWM Rules, 2026, including translation into regional languages, and called for awareness workshops at UT, district and block/panchayat levels to educate communities on scientific waste management practices.

The Secretary informed that UT-level action plans had already been submitted in compliance with earlier Supreme Court directions and stressed that the focus must now shift to effective ground implementation and submission of compliance reports as per indicated timelines.

He reiterated mandatory four-stream waste segregation — wet, dry, sanitary and special care waste, across all rural local bodies without exception.

The Secretary further directed districts to identify and register all Bulk Waste Generators (BWGs), operationalise Special Cells under Deputy Commissioners for close monitoring of SWM implementation, and ensure scientific management of legacy dumpsites through biomining and bioremediation.

He stressed effective use of the mWater portal for monitoring sanitation assets and directed that all assets be made fully functional within stipulated timelines. He also warned against open burning of waste, stating that zero-tolerance enforcement would be adopted.
During the meeting, Director General Rural Sanitation presented a detailed overview of the SWM Rules, 2026, including roles and responsibilities of departments, Panchayati Raj Institutions and implementing agencies.
