Shri. Atal Dulloo, Chief Secretary, J&K, today inaugurated two major digital platforms developed by the Housing & Urban Development Department aimed at strengthening transparency, efficiency and Ease of Doing Business (EoDB) in urban governance across Jammu & Kashmir.

The platforms include the Auto Scrutiny-based Building Permission & Change of Land Use (CLU) Portal, integrated with GIS-based Master Plans using AutoDCR technology, and the Unified Web Portal of H&UDD, J&K. The Auto Scrutiny system will enable automated scrutiny of building plans submitted in AutoCAD format and verify compliance with the J&K Unified Building Bye-Laws and Master Plan regulations, ensuring faster approvals and improved regulatory compliance.

The Unified Web Portal, developed under the National Urban Digital Mission (NUDM), will serve as a single digital gateway for accessing urban governance services across the Union Territory. The portal integrates key initiatives including UPYOG-based systems, digital finance and accounting modules for Urban Local Bodies, and upcoming QR code–based digital payment systems for municipal services.

The event was attended by Ms. Mandeep Kaur, IAS, Commissioner Secretary, Housing & Urban Development Department, along with senior officials including Commissioner JMC, Vice Chairman JDA, Director Urban Local Bodies and other officers of the department. These initiatives mark a significant step towards the digital transformation of urban governance in J&K, aimed at improving service delivery, enhancing transparency and empowering citizens.

Hon’ble Chief Minister, J&K, Sh. Omar Abdullah today laid the foundation stones for three major pollution-abatement projects aimed at rejuvenating our rivers and strengthening urban sanitation infrastructure in Kashmir.

The projects include the construction of Sewerage Treatment Plants (STPs) at:
📍 Chuntikul–Gowkadal
📍 Alluchi-Bagh
📍 Doodh Ganga (Budgam)

With a substantial investment of over ₹7,18,922 lacs, these initiatives mark a transformative step toward reducing river pollution, improving wastewater management, and ensuring a sustainable future for generations to come.

Ms. Mandeep Kaur, IAS, Commissioner/ Secretary, H&UDD, J&K, along with other senior dignitaries, graced the occasion.

These projects reaffirm the Government’s commitment to environmental protection, cleaner water bodies, and enhanced quality of life for the people of Jammu & Kashmir.

Ms. Mandeep Kaur, IAS, Commissioner Secretary, Housing & Urban Development Department, J&K, today reviewed preparedness for Swachh Survekshan-2025 at the Conference Hall of Jammu Municipal Corporation, Jammu, along with Dr. Devansh Yadav, IAS, Mission Director, Swachh Bharat Mission (U)-2.0, J&K, and officials from key departments including Urban Local Bodies, Rural Sanitation, School Education, and Parks & Gardens.

She issued directions for further strengthening inter-departmental coordination, ensuring timely implementation, and sustaining focused on-ground actions to enhance cleanliness, sanitation standards, and overall urban governance across Jammu & Kashmir.

Mandeep Kaur inaugurates JMC’s Health Club for Municipal employees at Jammu

JAMMU, DECEMBER 20: In a significant step towards promoting health, fitness, and overall well-being of municipal employees, Commissioner Secretary, Housing and Urban Development Department (HUDD), Mandeep Kaur inaugurated newly constructed Health Club developed by Jammu Municipal Corporation (JMC) at Gandhi Nagar here today.

Commissioner, JMC, Dr. Devansh Yadav and senior officers of the Corporation were present during the inaugural ceremony.

Addressing the gathering, Mandeep Kaur emphasized on the importance of physical fitness for government employees, stating that a healthy workforce is vital for efficient and effective public service delivery. She informed that the health club would initially be available exclusively for JMC officials to help them manage work-related stress and maintain physical fitness. She further added that, in the coming time, the membership would be extended to other sections of society so that the larger public could also benefit from the facility.

The Commissioner Secretary appreciated the efforts of the Jammu Municipal Corporation in creating infrastructure focusing on employee welfare. She urged officials to make optimal use of the facility while ensuring discipline and hygiene within the premises.

Speaking on the occasion, Dr. Devansh Yadav described the health club as an important addition to the Corporation’s employee welfare initiatives. He encouraged officers and staff to regularly utilize the gym and adopt healthy lifestyle.

The Commissioner stressed on the importance of proper maintenance and responsible use of the facility to ensure its long-term utility. He reaffirmed JMC’s commitment to strengthening employee welfare measures alongside developmental and civic works across the city.

The inauguration of the Health Club reflects JMC’s continued focus on employee well-being and its holistic approach towards strengthening both civic infrastructure and human resource welfare in Jammu city, the Commissioner maintained.

Pertinently, the state-of-the-art health club is equipped with a well-furnished gymnasium featuring modern fitness equipment, aimed at encouraging a healthy and active lifestyle among JMC officials.

Among others, Joint Commissioner Health and Sanitation Abdul Sattar, Deputy Commissioner North Sanjay Badial, Deputy Commissioner South, Lal Chand, Joint Commissioner Works Firdaus Ahmed Qazi, Health Officer Dr. Vinod Sharma, Municipal Veterinary Officer, Dr. Jaswant Singh, Animal Welfare Officer Dr. Gaurav Chaudhary, Veterinary Assistant Surgeon Dr. Priyanka Malhotra, Executive Engineer, Lokesh Gupta, Executive Engineer (Electrical) Simar Pal Singh, Executive Engineer Division-5 Yasir Kichloo, besides Enforcement Officers and officials were present on the occasion.
