The 11th Training Programme on Public Policy and Governance for Civil Servants of Cambodia commenced today at the National Centre for Good Governance (NCGG), Mussoorie. The programme, being organized from 15th – 26th September 2025, is being attended by 39 senior civil servants representing 10 key ministries of Cambodia, including Land Management, Urban Planning & Management, Interior, Justice, Civil Service, Rural Development, Commerce, Inspection, Health, Public Works & Transport, and Labor & Vocational Training.

Speaking at the inaugural session, Mrs. Chum Sokheny, Vice Director, Ministry of Labor and Vocational Training, highlighted the strong historical and cultural ties between India and Cambodia, while expressing Cambodia’s keenness to learn from India’s public policies and best practices for the welfare of its people. Dr. B. S. Bisht, Associate Professor & Course Coordinator, gave an overview of NCGG’s mandate and key initiatives, while Dr. Surendrakumar Bagde, Director General, NCGG, emphasized the deep bilateral relations and people-to-people connect between the two countries. He noted that the programme has been specially curated to share India’s experience in land management, digital governance, government procurement, public policies, and skill development, encouraging participants to engage in mutual knowledge sharing.

The programme is being supervised and coordinated by Dr. B. S. Bisht, Associate Professor, NCGG, Dr. Sanjeev Sharma, co-course coordinator, Shri Brijesh Bisht, training assistant, NCGG along with the dedicated training team of NCGG.

The 2nd Training Programme on Public Policy and Governance for Civil Servants of Madagascar concluded today at NCGG, New Delhi. Organized from 1st – 12th September 2025, the programme was attended by 30 senior officers including Governors, Mayors, Directors and Heads of Departments, with a majority representing Rural Engineering & Agricultural Departments, Agricultural Training Institutes, Regional Directorate of Agriculture & Livestock, Directorate of Veterinary Services and the Ministry of Food Sovereignty.

As part of the training, participants presented four detailed case studies on themes such as rice and seed production, agroecology and innovations in agricultural systems. In his Valedictory Address, Dr. Surendrakumar Bagde, Director General, NCGG, appreciated the excellent presentations and underlined how the programme was curated for a holistic learning experience in the agriculture sector, while assuring continued support to Madagascar based on their needs and suggestions.

The programme was supervised and coordinated by Dr. B. S. Bisht (Associate Professor & Course Coordinator), Dr. Sanjeev Sharma (Co-Course Coordinator), Shri Brijesh Bisht (Training Assistant) and the dedicated NCGG team, reflecting NCGG’s commitment to strengthening international partnerships through knowledge sharing and capacity building.

A bilateral meeting was held today, 9th September 2025, at NCGG, New Delhi with a delegation from Madagascar led by H.E. Mrs. Razakaboana Hanitra Fitiavana, Minister of Labour, Employment and Civil Services.

The delegation was warmly received by Dr. Surendrakumar Bagde, Director General, NCGG. He emphasized India’s commitment to supporting capacity building partnerships through knowledge exchange and institution building.

The discussions focused on the ongoing collaboration under the MoU signed between NCGG, Government of India and ENAM, Government of Madagascar, aimed at curating customized capacity building programmes for civil servants of Madagascar. Both sides reviewed the progress of ongoing programmes and explored the design of need based training in diverse sectors, with an emphasis on sharing India’s governance best practices, case studies and innovations to provide civil servants from Madagascar with a holistic learning experience.

NCGG has commenced its 1st Special Capacity Building Programme for Mid-Career Civil Servants of Mauritius, with 30 officials from 14 ministries and departments participating in the 2-week programme in India, sponsored by the Ministry of External Affairs, Government of India. Dr. A P Singh, Associate Prof. NCGG delivered welcome address. Inaugurating the programme, Dr. Surendrakumar Bagde, Director General, NCGG, welcomed the delegates and emphasized the carefully curated curriculum designed to match participants’ profiles. He also recalled the Hon’ble Prime Minister’s visit to Mauritius in March 2025 and highlighted ongoing bilateral initiatives between the two nations.

The programme covers a wide range of themes including Blue Economy, Digital Healthcare, Digital Public Infrastructure, All India Services, along with exposure visits to institutions such as Anubhuti Kendra and the Indian Agricultural Research Institute (IARI). The sessions were introduced by Dr. Himanshi Rastogi, Associate Professor & Course Coordinator, setting the stage for two weeks of impactful collaboration and learning. On 14 May 2025, Shri V. Srinivas, Secretary, Department of Administrative Reforms & Public Grievances (DARPG) and Department of Pension & Pensioners’ Welfare (DoPPW), Government of India, addressed 41 senior Ethiopian officials participating in the Special Capacity Building Programme, led by Hon’ble Deputy Speaker Mrs. Zahra Humed Ali. He delivered an insightful session on “Administrative Reforms in India: Effective Redressal of Public Grievances,” highlighting India’s journey in e-Governance, CPGRAMS, public service delivery, and secretariat reforms. The discussions focused on Administrative Reforms, Innovations in Governance, Effective Redressal of Public Grievances, Improving Service Delivery, and Benchmarking Governance. Dr. Surendrakumar Bagde, Director General, NCGG, had the honour of welcoming Hon’ble Union Cabinet Minister Shri Kiren Rijiju to the ongoing Special Capacity Building Programme for Senior Officials of Ethiopia. The Hon’ble Deputy Speaker of Ethiopia, Mrs. Zahra Humed Ali, shared valuable insights from the programme and reflected on key learnings from India’s flagship initiatives such as One District One Product (ODOP) and Gati Shakti. Shri Kiren Rijiju interacted warmly with the Ethiopian delegation, recalling his own experiences in Ethiopia and commending the deep-rooted bilateral relationship. The National Centre for Good Governance (NCGG) inaugurated the 1st Special Capacity Building Programme for Senior Officials of Ethiopia under the ITEC initiative, being held from 12–17 May 2025 in New Delhi. The programme was inaugurated by Dr. Surendrakumar Bagde, Director General, NCGG, and is being attended by 41 senior Ethiopian officials led by Hon’ble Deputy Speaker Mrs. Zahra Humed Ali. Hon’ble Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances & Pensions, interacted with the participants and highlighted India’s tech-led governance reforms including CPGRAMS, DBT, SWAMITVA, Digital Life Certificate, and iGOT Karmayogi. H.E. Mr. Fesseha Shawel Gebre, Ambassador of Ethiopia to India, also graced the inaugural and appreciated the programme’s layout and course design. They engaged with alumni of the Capacity Building Programmes, who shared valuable insights on the programmes impact in enhancing administrative effectiveness. On January 24, 2025, Shri V. Srinivas, Secretary, DARPG & Director General, NCGG held an interactive meeting with Prof. Prof. Nura Mohamed, Ph.D, EBS, Director General of the Kenya School of Government (KSG), to finalize the Memorandum of Understanding (MoU) between the National Centre for Good Governance and Kenya School of Government. The meeting focused on potential areas of collaboration for 2025-26 and discussed the participation of the KSG delegation at the upcoming IIAS–DARPG Conference 2025, scheduled to be held in New Delhi from February 10–14, 2025. Faculty members from KSG, including Dr. Prisca Oluoch, Mr. Mokaya and Ms. Vera, participated in the discussion, alongside officials from DARPG and NCGG, Shri S. K. Shri V. Srinivas, Secretary, Department of Administrative Reforms & Public Grievances (DARPG), delivered an insightful session on "Effective Redressal of Public Grievances - The Indian Experience" at the Special Capacity Building Program on Leadership & National Transformation for 29 senior civil servants from the Republic of Kenya.
The delegation, led by Hon’ble Attorney General Ms. Dorcas Agik Oduor, included distinguished officials from key ministries such as Public Service, ICT, Internal Security, and the Kenya School of Government. Shri V. Srinivas shared India's success story of citizen-centric governance through platforms like CPGRAMS and emphasized the enduring partnership between NCGG and the Kenya School of Government, initiated in 2023. He also expressed optimism for continued knowledge exchange in governance and administration.
A special highlight of the session was the Kenyan delegation's unique and heartfelt expression of appreciation through pantomime, inspired by the transformative insights gained during the program.
