NCGG inaugurated the 3rd Capacity Building Programme (CBP) for Mauritius on 30th March 2026. The 2-week long programme in Mussoorie & Delhi hosts 23 mid-career civil servants from 15 ministries/departments, including the Offices of the President, Prime Minister & Cabinet Secretary. During the first week of the programme, participants are engaging in sessions on: Digital Healthcare, Government e-Marketplace (GeM), Gender Norms, CPGRAMS. The second week of the programme will include institutional attachments such as visits to AIIA, ICAR-IARI, National Museum, others & the iconic Taj Mahal. The programme is sponsored by Ministry of External Affairs and being coordinated by Dr. Himanshi Rastogi, Course Coordinator & Associate Professor; Dr. Mukesh K. Bhandari, Co-Course Coordinator; along with Brijesh Bisht, Training Assistant, Ms. Megha Tomar, Young Professional and dedicated NCGG team.

The 14th webinar of the Good Governance: Policies and Practice Webinar Series by NCGG, 27/02/2026 focused on Public Policy & Good Governance. The webinar was chaired by Dr. Surendrakumar Bagde, DG, NCGG, and coordinated by Dr. Himanshi Rastogi, Associate Professor, NCGG.

Insightful session with Prof. Shashank Mehta & Prof. Mamata N. Rao from National Institute of Design on the power of design thinking & strategy in public policy. Discussions included Interdisciplinary design approaches can drive more responsive, citizen-centric governance systems.

NCGG held a productive interaction with the Islamic University of Science & Technology (IUST), Kashmir on 17 Feb 2026.
The discussion focused on sharing NCGG’s experience and best practices in governance training, research, and capacity building, to support IUST’s new Centre for Good Governance and Policy Analysis.

Valedictory session of the 4th batch of the NCGG Internship Programme was held on 19.01.2026 in hybrid mode in the presence of Dr. Surendrakumar Bagde, IAS, Director General, NCGG, marking the successful completion of the programme. The Internship Programme was coordinated by Dr. Gazala Hasan, Coordinator & Assistant Professor, NCGG, along with her dedicated team.
Interns were awarded certificates of completion. The programme provided valuable learning exposure and fostered in-depth research in key areas of good governance.

The National Centre for Good Governance (NCGG) inaugurated the 2nd Capacity Building Programme (CBP) for Senior Civil Servants of Mauritius on 10th November 2025.
Dr. Surendrakumar Bagde, Director General, NCGG, welcomed 17 participants from 14 Ministries and Departments, including seven senior-most bureaucrats from the Republic of Mauritius.
During his inaugural address, Dr. Bagde emphasized that this programme aligns with the MoU signed between NCGG and the Ministry of Public Service and Administrative Reforms, Mauritius, in March 2025. Under this MoU, 500 Mauritian civil servants will be trained in India over a period of five years on various governance models and reform practices.
The one-week programme will cover a wide range of governance-related themes including, Aadhaar: A Tool for Good Governance; eOffice: Innovation in Governance; Digital Transformation in Education; Digital Life Certificate; Government e-Marketplace (GeM) and more, highlighting India’s innovative digital governance practices.
This initiative reaffirms NCGG’s commitment to fostering global partnerships in governance and capacity building, promoting knowledge exchange, and strengthening bilateral cooperation between India and Mauritius.
The programme is being coordinated by Dr. Himanshi Rastogi, Course Coordinator & Associate Professor; Dr. M. K. Bhandari, Co-Course Coordinator & Faculty; and Ms. Megha Tomar, Young Professional, along with the dedicated team from NCGG.

The National Centre for Good Governance (NCGG) and the Government e Marketplace GeM (GeM) signed a Memorandum of Understanding (MoU) on 8th October 2025, marking a significant milestone in advancing cooperation in academic and policy research, transparent procurement and joint publications.

The MoU was signed by Dr. Surendrakumar Bagde, Director General, NCGG, and Shri Mihir Kumar, CEO, GeM, in the presence of Shri Ashish Kumar Saxsena, Deputy CEO, GeM.

Under this collaboration, NCGG will undertake academic and policy research on GeM to identify challenges and provide technical as well as policy-driven solutions. The partnership also envisions publishing academic and policy papers on GeM’s innovative business models, achievements and governance practices.

This strategic alliance underscores the shared commitment of NCGG and GeM to promote Good Governance through transparency, research and digitization, contributing to India’s vision of an efficient, accountable and technology-driven public procurement ecosystem.

The National Centre for Good Governance (NCGG) in collaboration with IIT Kanpur inaugurated its 2nd Special Capacity Building Programme on Technology, Economics & Public Policy: A Training on Data-Driven Governance being held from 22nd – 26th September 2025 at the Indian Institute of Technology Kanpur campus.

The programme was inaugurated by Dr. Surendrakumar Bagde, Director General, NCGG, who emphasized the vision and objectives of the programme. Prof. Vimal Kumar, IIT Kanpur, provided an overview of the sessions ahead, while Dr. Himanshi Rastogi, Associate Professor, NCGG, welcomed the participants and set the tone for five days of immersive learning and collaboration.

A total of 29 participants, including Directors, Deputy Secretaries, Deputy Directors, AGMs, DGMs, and Scientists from Ministries and Organizations such as MNRE, CPWD, I4C, FCI, Department of Financial Services, NHAI, Ministry of Minority Affairs, AYUSH, Labour & Employment, and CWC, are attending this 5-day programme. This initiative underscores the importance of harnessing data, technology, and evidence-based policy for effective governance and leadership using modern AI tools.

The 11th Training Programme on Public Policy and Governance for Civil Servants of Cambodia commenced today at the National Centre for Good Governance (NCGG), Mussoorie. The programme, being organized from 15th – 26th September 2025, is being attended by 39 senior civil servants representing 10 key ministries of Cambodia, including Land Management, Urban Planning & Management, Interior, Justice, Civil Service, Rural Development, Commerce, Inspection, Health, Public Works & Transport, and Labor & Vocational Training.

Speaking at the inaugural session, Mrs. Chum Sokheny, Vice Director, Ministry of Labor and Vocational Training, highlighted the strong historical and cultural ties between India and Cambodia, while expressing Cambodia’s keenness to learn from India’s public policies and best practices for the welfare of its people. Dr. B. S. Bisht, Associate Professor & Course Coordinator, gave an overview of NCGG’s mandate and key initiatives, while Dr. Surendrakumar Bagde, Director General, NCGG, emphasized the deep bilateral relations and people-to-people connect between the two countries. He noted that the programme has been specially curated to share India’s experience in land management, digital governance, government procurement, public policies, and skill development, encouraging participants to engage in mutual knowledge sharing.

The 2nd Training Programme on Public Policy and Governance for Civil Servants of Madagascar concluded today at NCGG, New Delhi. Organized from 1st – 12th September 2025, the programme was attended by 30 senior officers including Governors, Mayors, Directors and Heads of Departments, with a majority representing Rural Engineering & Agricultural Departments, Agricultural Training Institutes, Regional Directorate of Agriculture & Livestock, Directorate of Veterinary Services and the Ministry of Food Sovereignty.

As part of the training, participants presented four detailed case studies on themes such as rice and seed production, agroecology and innovations in agricultural systems. In his Valedictory Address, Dr. Surendrakumar Bagde, Director General, NCGG, appreciated the excellent presentations and underlined how the programme was curated for a holistic learning experience in the agriculture sector, while assuring continued support to Madagascar based on their needs and suggestions.

The programme was supervised and coordinated by Dr. B. S. Bisht (Associate Professor & Course Coordinator), Dr. Sanjeev Sharma (Co-Course Coordinator), Shri Brijesh Bisht (Training Assistant) and the dedicated NCGG team, reflecting NCGG’s commitment to strengthening international partnerships through knowledge sharing and capacity building.

A bilateral meeting was held today, 9th September 2025, at NCGG, New Delhi with a delegation from Madagascar led by H.E. Mrs. Razakaboana Hanitra Fitiavana, Minister of Labour, Employment and Civil Services.

The delegation was warmly received by Dr. Surendrakumar Bagde, Director General, NCGG. He emphasized India’s commitment to supporting capacity building partnerships through knowledge exchange and institution building.

The discussions focused on the ongoing collaboration under the MoU signed between NCGG, Government of India and ENAM, Government of Madagascar, aimed at curating customized capacity building programmes for civil servants of Madagascar. Both sides reviewed the progress of ongoing programmes and explored the design of need based training in diverse sectors, with an emphasis on sharing India’s governance best practices, case studies and innovations to provide civil servants from Madagascar with a holistic learning experience.

NCGG has commenced its 1st Special Capacity Building Programme for Mid-Career Civil Servants of Mauritius, with 30 officials from 14 ministries and departments participating in the 2-week programme in India, sponsored by the Ministry of External Affairs, India. Dr. A P Singh, Associate Prof. NCGG delivered welcome address. Inaugurating the programme, Dr. Surendrakumar Bagde, Director General, NCGG, welcomed the delegates and emphasized the carefully curated curriculum designed to match participants’ profiles. He also recalled the Hon’ble Prime Minister’s visit to Mauritius in March 2025 and highlighted ongoing bilateral initiatives between the two nations.

The programme covers a wide range of themes including Blue Economy, Digital Healthcare, Digital Public Infrastructure, All India Services, along with exposure visits to institutions such as Anubhuti Kendra and the Indian Agricultural Research Institute (IARI). The sessions were introduced by Dr. Himanshi Rastogi, Associate Professor & Course Coordinator, setting the stage for two weeks of impactful collaboration and learning.
