(नैनीताल) अल्मोड़ा, पिथौरागढ़ व देहरादून की दुग्धशालाओं का पुर्नगठन, विस्तारीकरण एवं आधुनिकीकरण किया गया। श्रीनगर (गढ़वाल), टिहरी, चमोली व उत्तरकशी में दुग्धशाला की स्थापना का कार्य प्रारम्भ किया गया जो नवीं पंचवर्षीय योजना काल में भी जारी रहा।
