【與外國政府官員代表團午餐交流】
為促進香港對外合作交往,國家外交部組織了十三個國家的官員訪港。今日很高興與代表團成員通過午餐會進行交流。出席的代表團成員來自:科特迪瓦、剛果、玻利維亞、肯尼亞、蘇里南、厄瓜多爾、岡比亞、圭亞那、秘魯、聖多美和普林西比、赤道幾內亞和尼加拉瓜。
午餐會上,我向代表團講述了「一國兩制」這偉大構想和國策在香港的實施情況,以及香港高度國際化的特性,讓他們具體了解「一國兩制」在香港的運作和成功實踐。 我也藉機會告知訪客香港雖是小小地方,卻在眾多國際排名中都表現出色。例如,在菲沙研究所的《世界經濟自由度2025年度報告》,香港繼續被評為全球最自由經濟體;香港也是2025年IPO融資額全球第一,額度達到2850億港元;深圳-香港-廣州集群在2025年全球創新知識產權排名中位列第一。在教育方面,香港八所公立大學近期在時報高等教育2026年亞洲大學排名中,全部躋身亞洲百強大學之列。
「一帶一路」專員何力治和署理旅遊事務專員朱瑞雯,也分別簡介了特區政府在「一帶一路」和旅遊發展方面的工作。
在國家外交部和外交部駐香港特別行政區特派員公署港澳的大力支持下,今日的午餐會十分充實、愉快和富有意義。交流促進了香港與訪問團成員的友誼,有助日後有更多世界各地的朋友前來香港,探訪這座極具魅力的國際城市。

【Luncheon exchange with overseas government delegation】
To promote Hong Kong’s external exchange and cooperation, the national Ministry of Foreign Affairs has organised government officials from thirteen countries to visit Hong Kong. Today, I was delighted to have an exchange over lunch with the delegates. The delegates came from countries including: Côte d'Ivoire, Republic of the Congo, Bolivia, Kenya, Suriname, Ecuador, Gambia, Guyana, Peru, São Tomé and Príncipe, Equatorial Guinea, and Nicaragua.
I briefed the delegation on the implementation of the great concept and national policy of "One Country, Two Systems" in Hong Kong, as well as Hong Kong's unique character of being highly internationalized, so that members of the delegation have a more concrete understanding of the operation and successful practice of "One Country, Two Systems" in Hong Kong. I also took the opportunity to share with the delegation that Hong Kong, though being geographically small, performs amazingly well in many international rankings. For example, in the Fraser Institute’s Economic Freedom of the World 2025 Annual Report, Hong Kong was the world’s freest economy. Hong Kong also ranked first globally in IPO fundraising in 2025, with a total of HK$285 billion raised. The Shenzhen–Hong Kong–Guangzhou cluster was ranked first in the 2025 Global Innovation Index as the world’s top science and technology cluster. In terms of education, all eight of Hong Kong's public universities have also been recently ranked among the top 100 universities in Asia in the Times Higher Education Asia University Rankings 2026.
The Commissioner for Belt and Road, Mr Nicholas Ho, and the Acting Commissioner for Tourism, Ms Joanne Chu, also briefed the delegation respectively on the work of the HKSAR Government in relation to the Belt and Road Initiative and tourism development.
With the strong support of the Ministry of Foreign Affairs and The Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Hong Kong Special Administrative Region, today’s luncheon was highly fulfilling, enjoyable and meaningful. The exchange has enhanced the friendship between Hong Kong and members of the delegation, and will encourage more friends from all over the world to visit our truly captivating international city.
