The Chief Executive Officer of the Tree Crops Development Authority (TCDA), Dr. Andy Osei Okrah, joined global agribusiness leaders, investors, diplomats and key government officials on the second day of the Ghana–UK Investment Summit 2026 to spotlight the vast economic opportunities within the Ghana’s tree crops sector.

During a high-level panel discussion, the CEO introduced investors to TCDA’s mandate and the six regulated tree crops under the Authority, highlighting Ghana's strategic shift from raw commodity exports to value addition and industrial transformation.

Dr. Okrah underscored the immense value creation opportunities across the sector, citing the cashew industry where by-products such as the cashew apple can be transformed into juice, beverages, and other commercial products.

He highlighted Government’s ambitious plan to transform Ghana’s oil palm industry through the establishment of 100,000 hectares of new oil palm plantations nationwide, backed by a proposed $500 million financing facility.

On rubber, the CEO outlined efforts to increase production through reclamation of degraded lands, while promoting industrialization through the establishment of factories to process and add value to rubber, including the production of vehicle tyres.

Dr. Okrah also emphasized Ghana’s commitment to strengthening the shea value chain by adding value to the shea nuts which will position the country to tap into the projected $5.5 billion global shea market by 2033.

Touching on key interventions by the Authority since assuming office, the CEO highlighted TCDA’s Directives, backed by its L.I. 2471, to reserve 50 percent of raw materials for local processors under Government’s Feed the Industry initiative, a bold step aimed at strengthening local industries, boosting value addition and creating sustainable jobs.

Concluding his remarks on the Panel, Dr. Andy Osei Okrah called on investors to partner with Ghana, citing the country’s favourable business environment, policy stability and strong commitment to agricultural transformation.

He noted that under the Resetting Agenda of H.E. John Dramani Mahama, Ghana is emerging as a beacon of agricultural transformation driving growth, creating jobs and unlocking sustainable investment opportunities.

TCDA CEO Leads Strategic MoU Signing with Russia’s Golden Forest to develop Ghana’s Shea Industry

Today, 29th May 2026, the Chief Executive Officer of the Tree Crops Development Authority (TCDA), Dr. Andy Osei Okrah, led the signing of a strategic Memorandum of Understanding (MoU) between TCDA and Golden Forest Limited, a subsidiary of Russia’s EFKO Group of Companies, aimed at accelerating the development, sustainability and value addition drive within Ghana’s shea industry.

The partnership, which seeks to strengthen collaboration in areas including shea parkland restoration, investment in processing infrastructure, scientific research, women empowerment and value addition, is a direct outcome of engagements initiated at the maiden Ghana Tree Crops Investment Summit and Exhibition 2026. Following interactions at the Summit, a series of engagements between TCDA and Golden Forest explored opportunities within Ghana’s shea value chain, ultimately culminating in the signing of the MoU.

Speaking at the MOU signing , Dr. Andy Osei Okrah described the agreement as a timely and strategic intervention for Ghana’s shea sector.
“This MoU comes at a very strategic time and aligns strongly with our shared vision to build a highly developed, diversified, value-added, globally competitive and sustainable tree crop sector in Ghana,” he stated.

Dr. Okrah underscored the importance of the partnership, noting that while the global shea market is currently valued at about US$2.75 billion and projected to exceed US$5.5 billion by 2033, much of the value generated from African shea continues to be captured outside the continent through international processing and manufacturing.

He said the collaboration presents a significant opportunity for Ghana to reposition itself beyond raw material exports into a competitive hub for shea processing, innovation and industrial development, while improving livelihoods, particularly for women who form the backbone of the industry.

Reaffirming Golden Forest’s commitment to Ghana, CEO Timur Bakusev said the EFKO Group considers Ghana a key partner and remains committed to supporting the growth of the shea sector.

“Today, we sign an agreement that will focus the efforts of Golden Forest and TCDA on restoring the shea tree park, supporting women collectors, and fostering scientific cooperation to enhance shea yield and quality,” he said.

Mr. Bakusev further revealed plans to provide educational opportunities for young Ghanaians to pursue higher studies in tree crops and oilseed processing at leading agricultural universities in Russia.

The MoU is expected to strengthen sustainability, attract investment, improve research and processing capacity, enhance value addition and boost the global competitiveness of Ghana’s shea industry, while also deepening agricultural cooperation between Ghana and Russia in the Tree Crops sector.

Elizabeth Ofosu-Adjare, business leaders, industry players, key government officials, private sector actors and distinguished dignitaries at the 10th Ghana CEO Summit held at the Kempinski Hotel, Accra. The president also launched the CEOs-Government Compact 2026.

The summit, chaired by renowned business leader Togbe Afede XIV, provided a strategic platform for advancing dialogue on leadership, industrialization, innovation and Ghana’s economic transformation.

HOW TO ACCESS THE TCDA PERMIT PORTAL

A Simple Step-by-Step Guide for Applicants
Step 1: Visit the TCDA Website
Open your browser and visit the official TCDA website:
www.tcda.gov.gh
Step 2: Locate the Permit Portal
On the website menu:
* Click on “Permit”
* Select “Permit Application” from the dropdown menu.
This will open the Electronic Permit Application System (EPAS) Portal.
Step 3: Enter Your License Details
To access the application form, provide the following information:
* TCDA License Number
* Date of Issue
* Expiry Date
Note: Ensure all details are entered correctly and that your license is still active and not expired.
Step 4: Verify Company Information
After your license details are validated, the system will automatically display your registered company information, including:
* Company Name
* Phone Number
* Email Address
* Digital Address
Confirm that all displayed information is correct before proceeding.
Step 5: Complete the Permit Application Form
Fill in all required application details, including:
* Permit Type
* Export Destination
* Region/District of Product Origin
* Tonnage
* Applicant Information
* Payment Details
Once completed, proceed to the next stage.
Step 6: Upload payment of Development levy receipt
Select your preferred payment method and upload the required proof of payment.
Bank Payment:
Upload either:
* Bank Deposit Slip, or
* Payment Reference
Mobile Money (MoMo):
Upload either:
* Transaction Screenshot, or
* Transaction ID

Step 7: Submit Your Application
