🇸🇨🇮🇳 Seychelles Strengthens Cooperation with India in Fisheries, Agriculture and the Blue Economy 🌊🤝

A high-level Seychelles delegation, led by Principal Minister Mr. Wallace Cosgrow, Minister for Fisheries, Agriculture and Blue Economy, undertook an official visit to India from 24–29 August 2026, aimed at strengthening bilateral cooperation across fisheries, agriculture and the wider Blue Economy.

The Seychelles delegation comprised:

🔹 Mr. Keven Nancy– Principal Secretary, Department of Agriculture
🔹 Ms. Veronique Nibourette – Principal Secretary, Department of Blue Economy
🔹 Ms. Linetta Joubert – Chief Policy Analyst
🔹 Ms. Sheriffa Morel– Director General
🔹 Ms. Sabrina Weidauer – Senior Programme Development Officer
🔹 Mrs. Veronica Alphonse-Uzice – Assistant Manager for Aquaculture

The mission brought together senior officials from the Department of Fisheries, Department of Agriculture, Department of Blue Economy and the Seychelles Fisheries Authority, with engagements held in New Delhi, Hyderabad and Kochi.

The delegation held discussions and technical engagements with key Indian institutions, including the Government of India’s Department of Fisheries, Indian Council of Agricultural Research (ICAR), National Fisheries Development Board (NFDB), ICAR-CMFRI, ICAR-CIFT, Cochin jUniversity of Science and Technology (CUSAT) and the Cochin Chamber of Commerce and Industry.

🔬 Marine research, stock assessment and mariculture
🐠 Tuna fisheries and value-chain development
🧬 Marine biotechnology and innovation
♻️ Post-harvest management, circular economy and fish-waste utilisation
📊 Fisheries data and digital technologies
🤖 Artificial Intelligence (AI) and Internet of Things (IoT) applications
🌱 Agricultural research, food production and food security
🎓 Capacity development, research and technical training
🤝 Business, academic and institutional partnerships

The mission also explored opportunities for a dedicated bilateral framework for fisheries and aquaculture cooperation, supported by a structured work plan and stronger institutional engagement.

Visits to fisheries research and technology institutions in Kochi provided the Seychelles delegation with valuable insights into India’s expertise in fisheries science, aquaculture, post-harvest technology, value addition and marine data management.

The visit also opened opportunities for stronger commercial and institutional linkages with Kerala, particularly in fisheries, agriculture, aquaculture and the wider Blue Economy, including technology transfer, knowledge exchange and private-sector cooperation.

At its core, the mission sought to translate the longstanding Seychelles–India partnership into practical cooperation that supports sustainable resource management, strengthens food security, promotes innovation and capacity development, and creates greater economic value from Seychelles’ marine and agricultural sectors.

🙏 On behalf of the Government of Seychelles, the Department of Blue Economy extends its sincere appreciation to the Government of the Republic of India for its generous support and sponsorship of the official visit, as well as for the warm hospitality extended to the Seychelles delegation.

Appreciation is also extended to the High Commission of India in Seychelles, together with the institutions and officials of both countries whose coordination and commitment contributed to the success of the mission.

The visit further strengthened the longstanding bonds of friendship between Seychelles and India and laid a strong foundation for continued cooperation in fisheries, agriculture, research, innovation and the Blue Economy.

🌿 A Journey Through Conservation on Moyenne Island 🐢🌊

Despite the rainy weather, the Zanzibar and IUCN delegation continued their visit to Seychelles with a memorable trip to Moyenne Island on Tuesday 1st September , where they were warmly welcomed by Mr. Teddy and introduced to the Moyenne Island Foundation Society.

Mr. Bernard Pool of the Moyenne Island Foundation Society then shared the fascinating history of Moyenne Island, including the remarkable story of Brendon Grimshaw, who, from 1962, dedicated himself to caring for the island and transforming it into the unique natural haven it is today. His extraordinary commitment reflects a profound love for nature, patience and conservation.

The delegation also learnt about the Foundation's ongoing conservation efforts, including maintaining a natural population of giant tortoises 🐢 and tackling Invasive Alien Species (IAS), particularly rats.

Another highlight was the island's native and endemic tree-planting programme, which provided the delegation with an opportunity to learn about the different species found on the island and the important ecological reasons behind their planting.

Mr. Pool also highlighted the valuable work being undertaken in partnership with organisations including the Marine Conservation Society of Seychelles (MCSS), which provided insights into coral restoration efforts on the reef north of the island; Island Biodiversity and Conservation (IBC), which has contributed to rat eradication and monitoring; and the Indian Ocean Tortoise Alliance (IOTA), which supports tortoise management on the island.

🌱🐢🌊 The visit provided a valuable opportunity for the delegation to see first-hand how conservation, partnerships and long-term commitment can help protect Seychelles' unique natural heritage.

After a wonderful afternoon on Moyenne Island, the delegation departed with lasting memories and, of course, a group photo to capture the experience! 📸

🇸🇨🤝🇹🇿 Strengthening Blue Economy Cooperation: Zanzibar Delegation Visits Seychelles

This week Seychelles is hosting a delegation from Zanzibar for a week-long exchange visit organised by the International Union for Conservation of Nature (IUCN) in collaboration with the Department of the Blue Economy.

The visit provides an important opportunity for Zanzibar and Seychelles to share experiences, knowledge and practical approaches in advancing the Blue Economy, with discussions and engagements to be focused on sustainable ocean governance, marine conservation, fisheries, blue finance, coastal resilience and community participation.

Throughout the week, the delegation will engage with key institutions and stakeholders, visit relevant sites and explore initiatives that demonstrate Seychelles’ experience in managing and sustainably utilising its marine resources.

The exchange also creates a space for both island destinations to reflect on common challenges and opportunities faced by Small Island Developing States (SIDS), while identifying areas for stronger collaboration and knowledge sharing.

🌊 From the Western Indian Ocean to the wider SIDS community, island nations can learn from each other and build stronger partnerships for a sustainable ocean future.

🌊 *Seychelles and Marshall Islands Strengthen Blue Economy Cooperation* 🇸🇨🇲🇭

The Department of Blue Economy, within the Ministry of Fisheries, Agriculture and Blue Economy, recently hosted a high-level delegation from the Republic of the Marshall Islands* for a four-day study visit focused on strengthening cooperation in sustainable fisheries, Blue Economy governance and ocean-based economic development.

Led by Hon. Anthony Muller, Minister for Natural Resources and Commerce, the delegation engaged with key Seychelles institutions, including the Seychelles Ports Authority, Ministry of Finance, Economic Planning, Trade and Investment, Department of Fisheries, Department of Blue Economy and Seychelles Fisheries Authority.

Discussions and technical visits to Indian Ocean Tuna Ltd. (IOT) and the Central Common Cold Store (CCCS) explored fisheries governance, blue finance, tuna processing and value addition, public-private partnerships, and cold-chain infrastructure.

As fellow Small Island Developing States (SIDS), Seychelles and the Marshall Islands reaffirmed their shared commitment to strengthening technical cooperation, knowledge exchange and partnerships for resilient Blue Economies and sustainable livelihoods.

The Department of Blue Economy thanks all participating Ministries, Departments, Agencies and Private Sector Partners for their valuable contribution to the success of the study visit.

The Department of Blue Economy in collaboration with its partners convened a workshop on BBNJ and its relevance to the JMA on 30th July.

The workshop brought together representatives from seychelles and mauritius to strenghten understanding of the bbnj agreeement, explore its potential to complement the existing JMA framework and identify opportunities for enhanced cooeperation in ocean governance.

In her opening remarks, the Principal Secretary for the Blue Economy, Ms. Veronique Nibourette underscored the importance of regional cooperation and collective action in addressing the growing challenges facing our oceans.

She also highlighted that the BBNJ Joint Management Area Workshop provides a valuable platform for dialogue, learning, and collaboration, reaffirming Seychelles' commitment to strengthening ocean governance and ensuring the conservation and sustainable use of marine biodiversity beyond national jurisdiction for the benefit of present and future generations.

During the workshop dicussions focused on key areas of the agreement including marine genetic resources, area based management tools, environment impact assesments, capacity building, while also considering priorities for bbnj cop1.

The Joint Management Area (JMA) has reached another important milestone today (29th July 2026) in strengthening the cooperative management of the shared maritime area.

Following the extensive technical work undertaken by the Technical Committee (TC), the Joint Commission (JC) co- Chaired by Mr. Alain de Comarmond, Secretary of State for Fisheries and Blue Economy (Seychelles) and Mr. S.C. Sebaluck, Secretary to the Cabinet (Mauritius) officially signed and approved the Minutes of Meeting, endorsing the recommendations developed through the collaborative efforts of the technical experts.

This milestone reflects the strong commitment of both Parties to transparent governance, informed decision-making, and the sustainable management of shared marine resources.

The approved recommendations will guide the next phase of cooperation and implementation under the Joint Management Area framework.

We congratulate all members of the Technical Committee and the Joint Commission for their dedication and continued collaboration in advancing the sustainable blue economy and responsible ocean governance.

Stronger Together for Our Ocean Future! 🌊🇸🇨🇲🇺

On the morning of 29th July, a major step forward was marked in shared ocean governance as our Principal Secretary for Blue Economy, Ms. Veronique Nibourette (Seychelles), and Dr. Mohammed Rezah Badal (Mauritius) successfully signed the official TC minutes during the Joint Management Area (JMA) Technical Committee meeting.

This vital partnership on the Mascarene Plateau continues to drive sustainable marine spatial planning, resource management, and regional cooperation between our two island nations.
