Seychelles proudly showcased its leadership in ocean governance and the Blue Economy at the Island States Ocean Summit held in Tokyo, Japan, from 3–4 June 2026.

Represented by Principal Minister and Minister for Agriculture, Fisheries and Blue Economy, Hon. Wallace Cosgrow, Seychelles shared its internationally recognised achievements in marine spatial planning, sustainable fisheries management, marine conservation, innovative Blue Bond financing and integrated ocean governance.

A major outcome of the Summit was the launch of the OCEAN STATES INITIATIVE – a new ten-year framework to strengthen scientific cooperation, capacity development and partnerships among island states. This initiative aligns closely with Seychelles' national priorities for climate resilience, biodiversity conservation and sustainable ocean management.

The Summit reaffirmed the important role of Small Island Developing States in shaping global ocean governance and highlighted the need for greater support in ocean science, climate adaptation and sustainable financing.

As Seychelles continues to champion practical solutions for a healthy and productive ocean, we remain committed to advancing a resilient and sustainable Blue Economy for current and future generations. 🌊🇸🇨

Dans le cadre de la mise en œuvre de la politique nationale de la République de Côte d'Ivoire en matière d'économie bleue, Son Excellence Monsieur Sidi Tiémoko TOURÉ, Ministre des Ressources Animales et Halieutiques, a effectué une mission d'échanges et d'imprégnation en République des Seychelles, du 11 au 12 juin 2026.

À cette occasion, Son Excellence Monsieur Wallace COSGROW, Ministre Principale, Ministre de la Pêche, de l'Agriculture et de l'Économie Bleue des Seychelles, et Son Excellence Monsieur Sidi Tiémoko TOURÉ ont eu des échanges fructueux sur le développement de l'Économie Bleue, la gestion durable des ressources océaniques, le développement de la pêche et de l'aquaculture, ainsi que sur le renforcement de la coopération entre les deux pays.

Les deux parties ont réaffirmé leur volonté commune de promouvoir l'Économie Bleue comme un levier de croissance durable, de création d'emplois et de sécurité alimentaire.

La délégation ivoirienne a salué l'expérience seychelloise en matière de gouvernance maritime, de pêche durable et de conservation des ressources marines.

Les discussions ont permis d'identifier plusieurs axes prioritaires de coopération, notamment la gouvernance de l'Économie Bleue, la gestion durable des ressources halieutiques, la lutte contre la pêche illicite (INN), le développement de l'aquaculture, le partage d'expertise technique ainsi que la recherche et l'innovation.

À l'issue des échanges, les deux parties ont convenu de poursuivre les concertations en vue de la signature prochaine d'un Protocole d'Accord destiné à renforcer la coopération bilatérale dans les domaines de l'Économie Bleue, de la pêche et de l'aquaculture.

Seychelles recently attended the 17th edition of the Monaco Blue Initiative(MBI) and the 2nd edition of the Blue Economy and Finance Forum (BEFF) from 27-29th May both organized by the Prince Albert II of Monaco Foundation, the Oceanographic Institute of Monaco with support from the Government of Monaco.

The Seychelles delegation was led by Principal Minister Wallace Cosgrow, Minister for Fisheries, Agriculture and the Blue Economy accompanied by Mr. Alain de Comarmond, Secretary of State for Fisheries and Blue Economy and Mr. Chrissant Barbe, Director General in the Department of Blue Economy accompanied by Ambassador Extraordinary and Plenipotentiary of Seychelles in Brussels, Mr. Kenneth Racombo.

In addition to the two events the Seychelles delegation along with the delegation from Mauritius assisted the official launch ceremony of the report ‘ Indian Ocean Expedition, 2022 Final Report’ published by the Monaco Explorations. Minister Cosgrow and Mr. Barbe (Seychelles JMA Focal Point) was invited to sign the launch of the report along with their counterparts from Mauritius. The report covers the expedition that Monaco Exploration conducted in the waters of Seychelles, Mauritius, La Reunion and the Joint-Management Area managed by Seychelles and Mauritius.

The MBI explored how to turn political ambition, scientific expertise and financial mobilisation into measurable action for the ocean. Minister Cosgrow had the opportunity to deliver a keynote speech at the event related to the segment ‘BBNJ and high seas MPAs – looking ahead’, Minister Cosgrow emphasized on Seychelles’ championing role from negotiations, leading to the ratification of the BBNJ Agreement, 1st country in Africa and 4th globally and the plans ahead when it comes to domestication of the BBNJ Treaty and finally on Seychelles achieving its 30X30 marine conservation goal with the completion of the Seychelles Marine Spatial Plan and the plans ahead with its implementation.

The Seychelles delegation finally attended the Blue Economy and Finance Forum (BEFF) attended by a variety of stakeholders predominantly the private financing sector where the subject of financing the blue economy was discussed extensively and as well as opportunities available in private capital sector and investment areas in the Blue Economy.

During both events, the Seychelles delegation also had a bilateral meeting with the Monaco Oceanographic Institute, the Monaco Exploration and had interactions with different individuals and organisations on potential future collaboration and cooperation. Minister Cosgrow also undertook several interviews with different media outlets during the events.
