Having spoken to UU they have said their works to replace the water pipeline in Huxley through to Tiverton would be completed on 19th June as below. It is disappointing since receiving this, there are again days when no work has being carried out and I suspect this deadline will not be met. If this is the case, on the 19th June I will ask UU what is going on and why the works are not completed.

I have received numerous complaints regarding the No Arts Festival held on Sat. I have been in touch with the Senior Manager of CWaC expressing my concerns. CWaC are responsible for the transport plan and have failed on a number of occasions to get this right, causing significant harm to our comminty. The consequence being people hanging around until past 2am causing noise and disruption to residents trying to sleep, in addition there are reports of drug dealing, litter and anti social behaviour.

The situation was horrendus for many residents and wholly unacceptable.

I have received the following from the Senior Manager as below, for your information;

"I am aware that local residents have raised serious and valid concerns about the No Arts Festival Event, held at Boleswort on Sat 30 May

Background

No Art Festivals are popular electronic music and cultural festivals held internationally (started in Holland I believe) and this Saturday one we held at Bolesworth. The festivals are franchised and the Bolesworth Event was organised by Go To Live https://gotolive.co.uk/about and held under the Bolesworth premises licence – GO To Live was the organiser and Boleworth the Host

The event application and associated documentation was scrutinised by the Safety Advisory Group (SAG) as usual along with Teams meetings btw the SAG and organiser and a site meeting by the SAG on Thurs 28/5 (the police had a previous site meeting earlier in May also).

The organiser (a very experience event management company) submitted a very comprehensive event management plan (EMP), traffic management plan and associated documentation and given the nature of the event (drug use a common feature) the police had officers on-site to oversee and advise on the drug control operations employed by the organiser throughout the event (and to make arrests as necessary).

From the initial application we had concerns about the location of this type of event (previously held in cities (last year Liverpool) and initially, this year’s event was billed as the Manchester No Arts festival – later moved to Bolesworth. We had also discussed the Liverpool event with a colleague at Liverpool CC and no issues of concern came from that discussion.

Our major concern was that the rural nature of the site and lack of public transport within the area – potentially leading to large numbers of persons being stranded at the end of the nigh (11pm finish) if they had not arranged a return home journey (the event caters for up to 20,000 ticket holders). The EMP included a bookable dedicated bus service provision from Manchester, Liverpool and Birmingham and sufficient carparking at the event for those arriving by car along with taxi and minibus drop off and pick up points. Given our concerns the organiser had arranged for additional bus services to be on site to transport attendees to Chester and they gave an assurance that security staff would be on site to manage an orderly exit and “mop up” any persons who haven’t organised transport home and encourage them to use the additional bus services.

Issues

It would appear from the complaints received that the main issues were disruption experienced by local residents (mainly Tattenhall) , including traffic congestion, drug dealing, littering and noise disturbance into the early hours of the morning along with obstruction of roads and driveways and concerns about public safety on the A41- large numbers of persons walking along the route).

Proposed Actions

• We will need a debrief from the organiser, Bolesworth, Highways and the Police to formulate a response to the complainants and establish “lessons learned” – Bolesworth have already issued an apology to local residents stating that they “will not hold the event again”.

• Send a holding response to complainants advising them that we need to investigate their concerns and will respond in full within 10 working days.

• Keep you updated of all actions."

Once the review has been completed, I have request a meeting with CWaC involving the council to ensure there is local input into the traffic planning, effective enforcement and an understanding of actions where the licence obligations have not been complied with.

It was a real pleasure to support Tattenhall Park Primary School in celebrating the 100th birthday of David Attenborough using some of my member budget to sponsor the T-Shirts. I have enjoyed watching many of David's programme, bring nature from across the world in to to enjoy in our living rooms in a way that helps our understanding of how fragile our planet is.

It was wonderful to listen to the children in Assembly answering questions about David, with enthusiasm and by how each person taking "small actions make BIG differences" and have created a list of 100 opportuniities to do just that.

They are all intending to complete as many of these actions as possible over the summer holidays and I am sure will enrol the help and support of their parents, grand parents, uncles and aunties - wouldn't that make a real difference ☺️☺️👍👍

The have a girraffe to fil with plastic bottle tops, so they can be recycled - so lets help them do just that.

Well done the Head, Teachers, staff and children of the school, setting a real example. to us all.

Planning Board 5th May 2026

Update for residents re CWaC considering the Taylor Wimpey site, Chester Road

CWaC has been saddled with an arbitrary housing targets imposed with no evidence base to support the huge increase from 500 to 2000 houses per year and this is having a huge impact on Tattenhall.

When I spoke to the Planning Board members, I focused on the 4 most critical infrastructure issues that many residents have raised with me, these being;

1. Safe access on to the A41
2. Congestion on A41 and resulting pollution
3. Doctors surgery
4. Sewerage treatment works

Safe access on to the A41

There are 3 routes from Tattenhall to the A41 each one is very difficult to use and at the Chester Road junction there are often queues of over a mile, especially in the summer. There is nothing in this application that helps resolve this matter, indeed it will only exasperate the issues.

Congestion on A41 and resulting pollution

Christleton Parish Council worked with CWaC a few years ago and carried out studies into the impact of traffic on the A41, noting it often queues from Sainsbury’s roundabout for c 2 ½ miles back to Waverton.
The result is high levels of NO2 and PM2.5
NO2 disperses, however, PM2.5 are nano-particles and when measured were found to are multiple times higher than the recommended safety levels.
Being heavier than air, hangs around as a cloud at ground level.
These particles are breathed in and due to their very small size pass through the lungs into the blood stream and then into the organs causing significant health issues, especially for the young, elderly and vulnerable adults.
We have thousands of children walking along and crossing the road on a daily basis walking to Christleton primary school and the two secondary schools of Christleton and Bishops.
I had submitted a motion to the May Council regarding this matter, unfortunately due to the by-election the meeting has been cancelled so will hopefully this significant public health be discussed at the July Council meeting.

Doctors Surgery

The Tattenhall GP practice has merged with the Malpas practice and now has circa 16,000 residents on its books and is expected to increase to c 24,000 making it one of the largest rural practices in the area.
The two buildings in Tattenhall and Farndon are totally inadequate and I have initiated discussions between the practice and a local property owner to look at an alternative location in Tattenhall that will provide a full range of services and capacity.
Residents need health care that is accessible, at this time so I welcome the £165k S106 contribution (para 6.98) as this would enable the design and plans for the GP practice’s favoured option and this would be a huge step forward.

Tattenhall Sewerage Treatment Works

In their letter in response to the consultation on this application, Welsh Water have concluded based on the plans, that the Tattenhall works is unlikely to have sufficient capacity for the development. It recommends removing the surface drainage to help the situation.
However, the current treatment works is under stress, currently and storm related discharges have increased. Noting CWaC have declared a climate change emergency and consequently expect more rain and storm conditions.

There is currently a legal claim signed by 4500 residents against Avara and Welsh Water alleges that pollution has been caused by water run-off from farmland containing high levels of phosphorus, nitrogen and bacteria from poultry manure spread on the land as fertiliser. It also alleges bacteria and nutrient pollution in the rivers has been caused by the discharge of sewage directly into the rivers from Welsh Water sewerage systems.

What is the CWaC’s liability should we agree planning in the knowledge that infrastructure cannot cope and directly impacts on the environment by the pollution of the water courses and consequently the River Dee.

There is all Party support to stop the pollution of the River Dee and this is a a critical component of the current pollution of the River Dee.

I request Planning Board this application is deferred for 3 months to enable the council to review this matter and obtain further information.

Cllr Iain Keeping gave an excellent review of where the Parish Council is in updating the Neighbourhood Plan. It is at an advanced stage, stating this application is premature, although understanding this is a hard position to justify refusal.

Members of the Planning Board, surprisingly from all Parties were supportive of where the community is, in reviewing the Neighbourhood Plan and also expressed concerns about both the pollution of the River Dee and the traffic pollution along the A41 from Waverton to Christleton.

After quite a long debate, that sometimes went around in circles, due to the Officers concerns the Planning Board were making a decision they didn’t agree with !!!, the Planning Board voted 9 for deferral in making the decision, based on the mix of housing, too many 4/5 bedroom houses and not enough 1/2 bed “more affordable” houses, with 1 voting against and 1 abstention.

This decision places on Taylor Wimpey the need to review their plan, this may take 2-3 months or longer – nobody is quite sure. They could decide to appeal for none determination, but this may take 4-6 months, so they have some decisions to make.

The arguments put forward by myself and the Iain apply to all the major applications currently in the planning system, so as we gather more information we can improve the robustness of our arguments
