As most residents will be aware, speeding through the village is an age old problem. The Parish Council has recently investigated joining a trial for a fixed speed camera for the village. This is ongoing and may not come to fruition due to costs involved. In the meantime, there is an option to use a voluntary scheme consisting of a team of a minimum of 6 people who will be trained to use the equipment provided and recording system used to register vehicles speeding and pass on the information to the Police who will then take further action. This action will involve a letter being sent from the Police to the vehicle owner advising them of their excess speed. This is meant to be a soft approach to the problem, however, persistent offenders will be prosecuted.

To look at this option the Parish Council will need to register a team of a minimum of 6 individuals and is keen to hear from any residents interested in joining the volunteer team.

The Parish Council has been awarded a grant from the Northern Powergrid Foundation to install a battery back up installation at the Village Hall to run in conjunction with the wind turbine. This will enable the Hall to be used as a safe warm hub in the event of prolonged power cuts.
The system is currently being installed and its hoped to be commissioned early March.
We are currently waiting for Quickline to install internet at the Hall and this will make the Hall more attractive to hire out for meetings etc. Once the internet is installed if anyone would be interested in IT courses etc we can look at funding to try and run these.

The parish council would like to update Residents on the current situation regarding the poor condition of the roads in the village.
The final part of the managed realignment works on the Humber Bank are currently underway with the construction of a new pumping station and once this has been completed and tested the old pumping station will be removed and the project is then completely finished.
Due to the extra traffic caused by the managed realignment works, repair works needed on Humber Lane have been put on hold with only a few temporary repairs being carried out. Ward Councillor Sean McMaster has repeatedly been in touch with the relevant departments to make sure this necessary work will be included in the budget and will be carried out on completion of the managed realignment works providing a safe and usable access to the Humber Bank.

Dear Parish Councils

In the last few weeks our contractors have noted the presence of motorbikes on the Outstray site, illegally riding along the path on the new embankment at considerable speed. These incidents have been reported to police.

We are concerned that, if they return, they put any visitors walking there and possibly dogs and horses at risk of injury as well as disturbing wildlife and damaging the embankment. So, we would be grateful if you could circulate the information below electronically to residents in the area and anyone you know who visits the site.

If anyone visiting The Outstrays notices motorbikes on the site, they can report this by phone using the 101 number or online via Home | Humberside Police. If the reporter is witnessing motorbikes live on the site, they can call 999 to report it, due to the risk to public safety. They should quote the most recent incident report number: VCN-7153-25-1616-IR. This is linked to a previous report (VCN-6764-25-1616-04). You may be asked to give the times of past incidents but this isn’t required. If you notice that the bikes have number plates, please try to take note of them as this could be very useful information to pass on to the police.

Thank you to anyone who takes this action. By reporting any incidents, you are helping us to gather evidence to prevent future occurrences of this nature.
