IMPORTANT - Clifton Parish Council wants to hear your views…

RBC has proposed an area of separation in the new Local Plan to ensure Clifton is kept as a village separated via a green buffer from the area of Rugby Town and will prevent development in this area.

Residents need to show support of this policy for it to remain in the new Local Plan.

This is crucial as our support for this will be used by RBC against Rich borough’s planning appeal for the 160 houses on the Land Southeast off Rugby Road which is in this proposed buffer.

Information received from Richborough regarding Rugby Road Development:

We’re aware of the public interest in Richborough’s planning application for Land East of Rugby Road, and would like to inform you that archaeological trial trenching works are scheduled to take place on the site later in January.

These works are being carried out at the request of Warwickshire County Council’s Archaeology Officer to assess the site’s archaeological potential.

Almost nearing completion of the new Parish Council play area, getting ready for the opening ceremony on Monday 8th December, 12.15 with the Mayor of Rugby Barbara Brown. Please come along to welcome this new addition. Many thanks to Suez Community Fund for their generous grant to help fund the project alongside the Parish Council.

Contractors will be onsite over the next few weeks at the South Road Playing Field. This is to remove some old play equipment and to install the new play equipment.
Some of the equipment may need to be closed at times and we will let you know when the grand opening will be.

The Parish Council met with the developers that are proposing to build on Lilbourne Road earlier this week. The purpose of the meeting was to understand the proposals in more depth, but not to provide comment as this could influence any future planning planning applications that are made.
The keys points that we took away from the meeting are:
1. 40 responses to the online consultation were received; with a mixture of negative and positive comments
2. Key Concerns seem to centre around traffic and infrastructure
3. The developer has conducted traffic modelling which suggests that the additional traffic can be managed quite easily. Traffic access will be onto Lilbourne Road. Foot access will be onto Hillmorton Lane.
4. The proposals include the creation of a new footpath from the development, along South Road to join the existing footpath. There may be some enhancements to the existing traffic calming measures around the development to help reduce the speed of traffic.
5. The online consultation page will be updated as plans progress, and people will have further opportunity to provide comments
6. The developer ants to retain the existing mature trees and create open spaces around the development to aid biodiversity and to create a feeling of maturity in the development- they said they do not want something that looks like it has only just been built
7.There is provision in the plans at the moment for a community building. The community can provide comments on what the village wants and needs.
8. The developers have read the draft Neighbourhood Development Plan and understand there is a need for some affordable/social housing, and bungalows, which are being incorporated into their plans.
9. The developers have held a pre-submission meeting with RBC Planning Team which they said was very positive
10. The developers expect to submit for Outline Planning permission in the next few weeks- by Mid November at the latest.
The Parish Council will provide further updates if/when this submission has been made.

Houlton Way, Rugby is closed to vehicular traffic. 03/11 -14/11

Reason for Order To safely enable works to connect 2 pressurised foul sewers.

Order Effective from: 3 November 2025 for up to 18 months or

until works are completed, whichever is sooner.

Anticipated Completion Date: 14 November 2025

Access & Diversion:

An alternative route will be signed and is available via:

Vicarage Hill, Rugby Road, Main Street, Lilbourne Road,

Hillmorton Lane and vice versa.

Vehicular access & egress will be maintained where possible.

GOOD NEWS for CLIFTON

BIG UPGRADE TO THE SOUTH RD FIELD PLAY PARK is on its way following consultations last year.

The parish council has secured a £40,000 community grant from GrantScape provided through the SUEZ Fund for England via the Landfill Communities Fund.

This grant contributes half of the total cost of the upgrade with new invigorating play equipment planned. The work is anticipated to start on 1st November 2025.

We will give additional information nearer the time to confirm dates when, unfortunately, some of the existing play equipment will need to be temporarily fenced off.

We would like to say a big “thank you” to everyone that contributed to our survey and provided information and help via Facebook.

The attached image showcases the equipment, brings the play facilities to an exciting new level and caters for more adventurous play.
