Thanks to residents for placing bins out earlier this week. The earlier start time for waste and recycling collections helped our crews make the most of the cooler early mornings.

Getting a few questions about the local plan process.

Please remember this first phase includes all sites which people have sent in during the call for sites phase. A lot of these sites will not make it past the first phase and will be dropped from the plan during summer 2027. Only the most eligible sites will move forward to the next phase and even then, they might not make it to the final plan.

Please don’t be alarmed by surveys taking place, this is all part of the process and they will play an important part in the councils decision making.

Here are the headline dates below ⬇️

1. Key Milestones and TimetableScoping Consultation: 21 July to 1 September 2026 (current feedback window closing at 5:00 PM)

2. Gateway 1 Assessment / Formal Start: Expected by 30 October 2026

3. Draft Content & Evidence Consultation: Anticipated Summer 2027 (vision, objectives, and spatial strategies)

4. Proposed Plan Consultation: Anticipated Spring/Summer 2028 (complete draft prior to submission)

5. Submission and Examination: Late 2028 through adoption by early 2029.

Hopefully this helps a little, it’s a long process and sadly answers will not be available immediately on sites, but as ever, I will update you when I get more information.

⚠ Important visitor information

Due to recent shifts in our deer herd's behaviour, and the beginning of the rutting season, stags may exhibit aggression if approached. Currently, a larger number of stags are gathering near the Knutsford entrance.

If you come across wild deer whilst visiting, we strongly advise you take an alternative route.
• Never walk between the deer
• Never put yourself between deer and a fence
• Remain vigilant and fully aware of your surroundings
• Always maintain a safe distance of 50m or more when possible.

We’ll be monitoring the situation closely and continue to provide updates. Thank you for your understanding.

I have drafted some template responses for each site in Mobberley.

Thank you to those who have emailed in requesting a copy of these, they will be shared this week with you.

The templates for each site cover various topics, so you can choose what matters most to you.

I’ve had a few residents ask me about a petition against the local plan sites we have seen for housing. I have now sought advice on what the art of the possible is.

A petition is not the best way forward as this would be a petition with multiple signatures, which would carry less weight than multiple submissions by residents.

I have been advised the best approach is to put together some templates of wording for the sites that have been put forward, specifying the site number, the concerns and valid planning reasons why this may not be the best site for housing. Residents can then select a template they wish to use, either modify it, or submit it as it is through the comments portal.

This approach means we get more coverage of the different sites, more submissions to the council, which will then carry more weight than a petition.

In November 2025 the Government changed the planning guidelines and established mandatory housing targets for Councils. Cheshire East Council was told that it had to build 2,530 houses per year for the next 5 years. As the Council could not demonstrate how the target could be achieved (with its existing local plan), it now means that any speculative housing application is likely to be approved.

To enable the Council to say no to speculative housing applications Cheshire East Council has to produce a new local plan that demonstrates where this number of houses can be built. This process has started and the consultation has begun.

As part of this, the Council called for potential sites to be submitted. You will see that a number of sites have been proposed which will significantly affect Mobberley, Ashley, Great Warford, Rostherne and Little Warford. To be absolutely clear, this does not mean that houses will be built on these sites, just that landowners, developers, planning agents, and general members of the public have put these sites forward for assessment which is why residents will see surveys being carried out.

Cheshire East Council are now consulting on the local plan and you have until the 1st September to add your comments. If you are concerned about these sites, and the impact this number of houses will have on Mobberley, Ashley, Great Warford, Rostherne and Little Warford it is so important that you add your comments. This will help Cheshire East determine which sites will be added to their new local plan. Comments need to be constructive and based around planning policy to form the strongest arguments. I would also advise residents to submit their own comments and not combine comments with neighbours etc.
