*Govt mulls further IMTT reduction*

https://www.heraldonline.co.zw/govt-mulls-further-imtt-reduction/

GOVERNMENT is considering a further reduction of the Intermediated Money Transfer Tax, a move that could ease the cost of electronic financial transactions for individuals and businesses.

This comes as transactions settled through the Zimbabwe Gold (ZiG) national payments system increased to 43 percent as of August this year.

The IMTT on ZiG-denominated payments was reduced from 2 percent to 1,5 percent in January this year, while transactions conducted in foreign currency remained subject to the 2 percent tax.

Introduced in October 2018, the IMTT reduction was among several resolutions implemented from last year’s ZANU PF Annual National People’s Conference held in Mutare.

The resolution sought to promote formalisation and banking by removing certain IMTT charges on transactions and reducing other bank fees.

It also aimed to make the ZiG more accessible, affordable, and attractive for domestic financial transactions, thereby promoting financial inclusion and strengthening monetary stability.

Speaking at the 23rd ZANU PF Annual National People’s Conference in Chinhoyi last week, Finance, Economic Development, and Investment Promotion Minister Professor Mthuli Ncube, who is also the ruling party’s Secretary for Science and Technology, said the Government would identify alternative revenue sources.

“Bank charges were reduced and banks have fully complied,” he said.

“IMTT was reduced for ZiG payments from 2 percent to 1,5 percent. The tax deductibility implies that the effective tax rate on corporates is lower than 1,5 percent and 2 percent on local currency and foreign currency transactions, respectively.

“Currently, consideration is in progress to further reduce IMTT while identifying alternative revenue sources that can close the revenue gap.”

According to Treasury, more than 70 percent of the revenue raised from the IMTT has been channelled towards infrastructure, health, education, and social safety nets, in line with the Government’s commitment to ring-fence the resources for social services.

Prof Ncube also stated that the Financial Intelligence Unit (FIU) would continue monitoring financial transactions to identify illegal currency dealings that may contribute to inflation and exchange-rate instability.

“The FIU has continued to carry out monitoring and analysis of financial transactions to identify illicit transactions, including illegal dealing in currency, corruption and other illicit transactions,” he added.

“Contractors and other beneficiaries of Government payments are also monitored and proactively engaged to ensure that they do not channel funds they receive to the parallel market. Thirteen companies were penalised for illegal foreign currency dealing during the period from April to June 2026. The illegal foreign currency dealing activities conducted by these companies were reported to the Financial Intelligence Unit (FIU) by a whistleblower.”

*Indaba passes major infrastructure, policy resolutions*

Zvamaida Murwira and Joseph Madzimure

THE 23rd ZANU PF National People’s Conference has directed Government ministries, departments, and agencies to accelerate infrastructure development and utilities, such as dam construction and road rehabilitation, to boost local economic activity and ensure national food security.

The directive forms part of several resolutions adopted at the recently concluded ruling party conference, which focused on key political, social, and economic indicators.

The resolutions were read out by the party’s Secretary for Legal Affairs, Cde Ziyambi Ziyambi.

“That the party directs Government to accelerate water harvesting and utilisation under the Government’s Dam per District Programme to ensure food security and expedite the provision of renewable energy solutions as part of the rural electrification and industrialisation programme,” read the resolutions.

“Accelerate the completion of all development infrastructure projects to enhance local economic activities, expedite the development and implementation of master plans for dams and prioritise the funding of secondary road construction, rehabilitation and maintenance as well as the procurement of necessary road construction equipment.”

Prime projects currently under construction include Kunzvi Dam in Mashonaland East Province, which is around 74 per cent complete and has begun impounding water to alleviate perennial water shortages in greater Harare, and the Gwayi-Shangani Dam near Bulawayo.

In its preamble, the conference noted the infrastructure strides registered under the Second Republic led by President Mnangagwa.

“Cognisant of the strides towards the development of critical infrastructure such as roads, energy, water, housing, health and education facilities that constitute the foundation for sustainable economic growth, industrialisation and modernisation,” the preamble reads.

Cde Ziyambi said the conference commended President Mnangagwa’s transformative and visionary leadership, noting that under his guidance, the World Bank removed Zimbabwe from its classification of Fragile and Conflict-Affected Economies.

The conference also reaffirmed ZANU PF’s commitment to the equitable distribution of resources and inclusive socio-economic participation. Among other administrative resolutions, the conference directed the Government to ensure that candidates for employment in public institutions receive recommendations from the party.

On food security and nutrition, the party directed the Government to accelerate the processing and issuance of offer letters, permits, and title deeds to qualifying resettled farmers.

“Strengthen monitoring and supervision of Presidential Pfumvudza/Intwasa inputs to ensure timely availability and transparent distribution to farmers. Ensure timely availability of farming inputs on the market,” the resolutions stated.

Regarding macroeconomic stability, Cde Ziyambi said the party directed the Government to expedite the review of the Diaspora Policy to promote direct investment into productive sectors.

“Timeously comply with recommended remedial action in all audit reports. Activate local empowerment for projects through the provision of quotas to local contractors. Expedite debt arrears clearance and resolution to unlock capital,” Cde Ziyambi said, adding that the party resolved to support the roadmap for transition to a mono-currency.

On inclusive growth, the conference directed the implementation of robust skills development programmes to formalise micro, small, and medium enterprises (MSMEs). It also directed investors to fulfil their environmental, social, and governance (ESG) obligations in host communities by supporting local infrastructure.

On value addition, the party directed the Government to maintain the ban on the export of raw materials and establish special economic zones in each province.

“Enforce the use-it-or-lose-it policy on title to mining claims. Expedite transparent issuing and processing of mining certificates,” Cde Ziyambi stated.

Turning to social services, the party directed the Government to develop the manufacturing capacity of the National Pharmaceutical Company (NatPharm) to enhance drug availability, and called for the clearance of outstanding school fees arrears relating to the children of liberation war veterans.

On foreign policy, the Government was directed to strengthen its engagement and re-engagement policy while capacitating diplomatic missions and ZimTrade.

The ruling party also resolved to amend its constitution to align the party’s electoral cycle with the national Constitution, postponing its elective congress from 2027 to 2029 and endorsing President Mnangagwa to remain party leader until 2030. The resolution further confirmed President Mnangagwa as ZANU PF’s presidential candidate for the next national elections, with provincial chairpersons affirming that the decision reflected the will of the grassroots.

*Silence guns across Africa: President*

Ivan Zhakata and Gibson Nyikadzino

AFRICAN countries must silence guns, accelerate industrialisation and harness their natural resources for economic development as part of efforts to honour the legacy of Mozambique’s founding president, Cde Samora Moises Machel, President Mnangagwa has said.

In a statement marking the 40th anniversary of Cde Machel’s death, the President said peace and economic sovereignty remained central to the vision pursued by the late revolutionary leader and other founding leaders of independent Africa.

“The guns must fall silent on our continent, as the late Machel would have wished, to release Africa’s collective energy towards greater peace and development under a just social order,” he said.

Africa, the President said, should increase its share of the benefits derived from its natural resources through value addition and industrialisation, rather than relying on the export of raw materials.

“Our region and our continent’s quest to claim a greater share in our God-given finite resources through deliberate value addition and industrialisation at their African source can only resonate with the dear departed,” he said.

He said Cde Machel and his fellow Frontline States leaders had fought for complete sovereignty for African countries, adding that the current generation of leaders has a responsibility to advance that vision.

“We dare not fail this founding generation of visionary leaders of our Africa,” President Mnangagwa said.

The President said the late Mozambican leader’s commitment to peace, social justice and equality remained relevant as African countries continued working to overcome the effects of colonialism and apartheid.

“Indeed, the greatest tribute our region can pay to the dear departed is to fulfil the high ideals which drove him and were rooted in the anti-colonial struggle,” he said.

President Mnangagwa said Cde Machel had pursued the transformation of Mozambique into a society where equality prevailed and no one was left behind.

He said the late leader’s desire for peace in Mozambique and the wider region remained a lasting responsibility for successive generations of African leaders.

The President also recalled Zimbabwe’s close historical ties with Cde Machel and described him as a committed ally in the struggle against colonial rule and apartheid in Southern Africa.

Cde Machel died in an air disaster in South Africa on October 19, 1986.

Explained the President: “On that fateful day in 1986, the revolutionary founder President of the sister Republic of Mozambique and a doughty comrade and ally in the fight against colonial rule and apartheid in our Southern African region, met his violent end, alongside 33 other compatriots who also perished in that air disaster.

“Our whole region was thrown into deep mourning by the tragic incident, with the pain keenly felt here in Zimbabwe, a nation and a people towards whose liberation and founding this great African revolutionary gave all, sparing nothing.”

President Mnangagwa said 40 years later, the impact of that “devastating loss remains fresh in our minds here in Zimbabwe, indeed painfully felt and defying any healing”.

He described Cde Machel as a militant freedom fighter, internationalist and advocate of social justice and equity whose legacy continued to inspire the region.

The President recalled his personal relationship with the Machel family and said he cherished the moments they shared both during and outside official engagements.

“I became a friend of the Machel Family,” he said.

On behalf of Zimbabwe, President Mnangagwa extended his respect to the late leader through the Government of Mozambique and wished his wife, Graca Machel, and their children continued good health and long life.

He said African leaders, working collectively through the Southern African Development Community, the Common Market for Eastern and Southern Africa and the African Union should continue pursuing the ideals championed by Cde Machel.

“We strive to walk in late President Machel’s footsteps until our African continent claims its just place in the comity of nations,” he said.
