We're aware of another car meet last night affecting Coulsdon and surrounding area. The first for some time.

We had only last week pushed for an update on the introduction of speed humps on the Ullswater Estate which we very much hope will bring an end to this nightmare for all concerned. Below is the response.

Today we have again been in touch with the Police for further advice. We share residents' frustrations. With the Police, Council and elected representatives working together we very much want to bring this dangerous anti-social behaviour to an end. It's gone on far too long.

We will update you through emails and social media as and when we have more information.

We fully appreciate your concerns regarding the recent car meets on the Ullswater estate and the importance of progressing the proposed speed humps as quickly as possible.

The statutory consultation for the traffic calming scheme has now concluded. However, as objections were received, the Council is required to complete a formal review and determination process before any physical works can commence.

The objections received were from freight operators with direct operational interests on the estate. These concerns must be properly considered and addressed as part of the Council’s decision-making process.

Officers in the Highways and Traffic Service are currently finalising the decision report, which will consider the objections received and set out the recommendation for the scheme. The report is expected to recommend proceeding with the speed humps on road safety and public safety grounds.

It is important that this process is completed robustly, including the necessary technical, legal and equalities input, to ensure the Council’s decision is properly evidenced and able to withstand scrutiny. Proceeding without completing these statutory steps could expose the Council to legal challenge, which may ultimately delay the scheme further. Officers have been asked to expedite the remaining stages. The current target is for the Decision and Action Report to be approved this month, which would allow construction to be programmed for September.

In the meantime, the interim road marking and signage improvements completed earlier this year remain in place to support ongoing police enforcement activity.

COULSDON ROADWORKS UPDATE - Brighton Road open again!

We are pleased to confirm that the urgent SES Water works on Brighton Road (A23) have now been completed and that this road is fully open.

These urgent & unplanned works were needed to repair a water leak and, although the utility company said the job might take until 4th August, they have been able to finish earlier than this.

Some residents have asked why the Council allowed works on Brighton Road to take place at the same time as SGN’s planned works on Woodcote Grove Road. These works were classed as urgent works because of the water leak and therefore did not have go through the usual process for planned roadworks.

In these circumstances, the Council did not have the power to force the water company to delay the repair until the gas works on Woodcote Grove Road had finished.

SGN’s gas works on Woodcote Grove Road are continuing as planned, and some local disruption remains so do allow extra time for your journeys. We will stay in close contact with SGN and Croydon Council officers to ensure that traffic management, barriers and signage are adequate.

Thank you for your patience while these essential works have been carried out. We know how disruptive the past few days have been - because we’ve been stuck in the traffic ourselves! - but we are pleased that the situation has now improved significantly.

Coulsdon Traffic Chaos Update.

The problems in Coulsdon are not solely SGN related. An URGENT and IMMEDIATE permit is in place for SES Water for multi-way traffic signals on the A23 Brighton Road, at the junction with Smitham Downs Road.

SGN are not undertaking any works on the A23 under temporary traffic signals. Their gas works are located on Woodcote Grove Road and are being carried out under a rolling road closure.

The A23 has been designated as the diversion route while SGN works are in progress. However, the temporary traffic signals installed by SES Water for their URGENT works are currently affecting traffic flow on the A23 and are the primary cause of the delays being experienced.

SES Water's permit is currently scheduled to end on 04/08/26. Once these temporary traffic signals are removed, traffic flow should return to normal.

I guess some road users are attempting to avoid the delays on the A23 by diverting via Woodcote Grove Road, only to encounter the road closure associated with SGN's gas works, which is likely contributing to the issue.

Chaos in Coulsdon and surrounding roads. Poor traffic management. I'm in regular contact with SGN and Council officers (met on site this morning). Croydon council cabinet member for Highways following the situation closely. I visit the site regularly to experience myself the understandable frustrations of residents and motorists. Some disruption inevitable but some avoidable.

Below is the latest from SGN this morning following my complaints. I'll keep posting updates on social media.

The barriers and signage have been replaced and additional red and white water-filled barriers to be installed across each closure point, with the exception of the soft closure, where access and egress must be maintained for residents within the closure.

Whilst on site, SGN witnessed numerous vehicles ignoring the clearly signed "Road Ahead Closed" signs on Woodcote Grove Road, only to reach the physical road closure. The same behaviour was observed from Fairfield Way and The Vale, with some road users moving the barriers to drive through the works area. In addition, motorcyclists have been using the footway to bypass the closure.

The traffic management has been implemented in accordance with the NRSWA Safety at Street Works and Road Works Code of Practice (Red Book). To further discourage this behaviour, we have requested additional signage and barriers to reinforce the closure points and improve compliance going forward.

Croydon has earned six Green Flag awards this year, with two right here in Coulsdon.

And that's not all: Rickman Hill is getting a new playground, to complement the re-opened café.

A perfect reason to get outside this summer! ☀️

REMINDER Please note these gas network upgrades in Coulsdon as ageing metal gas mains are replaced with plastic pipework.

Works are scheduled to commence on 21 July and will take place throughout the six-week school summer holiday period for approximately 6 weeks.

The works will be carried out under a rolling road closure, progressing in approximately 300-metre sections along Woodcote Grove Road, starting at the Meadow Rise junction and continuing to the bridge just beyond Woodmansterne Road.

As the rolling closure progresses, all side roads within the active work area will be temporarily closed. However, the following roads are dead-end roads, and access for residents and emergency services will be maintained under a give-and-take traffic management system when the works reach each junction of the following roads :

Grove Wood Hill
The Chase
Warwick Road
Howard Road

These roads have already undergone main replacement works.

Coulsdon councillors will do our best to ensure minimal disruption ensuring:

Pedestrian access and property access is maintained
Local businesses and residents can continue to receive deliveries
Emergency access will be preserved
Signed diversions will be in place during the project

Buses will be diverted due to this closure
