AfC Youth Offending Service The principal aim of the Youth Offending Service is to: “Prevent offending and re-offending by children and young people”.

Established by the Crime and Disorder Act 1988, the Youth Offending Service is responsible for the delivery and/or commissioning of statutory youth justice services. The joint Kingston and Richmond Youth Offending Service was established and launched on 1 June 2013. The YOS is a multi-agency partnership between the two Councils (London Borough of Richmond upon Thames and Royal Borough of Kingston)

, the Police, the Probation Service, the NHS and Youth Services, all of whom jointly resource a multi-disciplinary team providing youth offending services.
