📢 Have your say on the future of Broadbridge Heath! 🏡✨

Horsham District Council’s Community Governance Review is currently consulting on draft recommendations to move our western boundary to the River Arun, bringing nearby future developments like Lower Broadbridge Farm formally into our parish! Because residents in these areas naturally use our local roads, parks, and facilities, extending the boundary ensures that their council tax contribution stays right here in Broadbridge Heath to help maintain those shared services 💰 while also unlocking vital Community Infrastructure Levy (CIL) funding generated by these new homes to directly invest back into our village’s amenities, such as the ‘Village Green’ project or solar streetlights for Broadbridge Way. 📢 Public Participation at Broadbridge Heath Parish Council Meetings

Ever wondered how our meetings work and when you can have your say? Here's a simple guide based on official NALC guidance

🏘️ What does the Parish Council do?

We're your local authority making decisions on planning, open spaces, community safety, services and more. Your Parish Councillors are unpaid volunteers giving their time for our community.

📋 Can I attend and speak?
✅ You have a statutory right to attend as an observer
❌ You don't automatically have a legal right to speak — BUT Broadbridge Heath Parish Council sets aside time in every agenda for Public Participation where you are invited to speak!

🗣️ What can I do in the Public Participation session?

Following a short adjournment, you may:
✅ Make representations
✅ Answer questions
✅ Give evidence relating to the meeting's business
This session is part of the formal meeting and will be minuted.

✍️ How to speak — simple steps

1. Let us know in advance if you can
📞 Email or call the Executive Officer ~10 days before the meeting so we can gather any useful information ahead of time. This helps us give you the best answers!

2. Wait for the agenda item
The Chair will invite public participation at the scheduled point. Councillors will listen first and may respond afterwards.

3. Keep it brief
⏱️ Total time: 15 minutes
⏱️ Per speaker: approx. 3 minutes
👥 If several people want to speak on the same topic — please nominate one person to speak on your behalf.

4. Stay respectful
The Chair may decline inappropriate questions or statements. Decisions won't be forced on the spot — we'll consider what you've said and decide how to take it forward.

🤔 What happens afterwards?
After you've spoken, we'll decide how to proceed:

✅ If the topic is on today's agenda → we'll discuss it under the relevant item
✅ If it's best sent to another authority → the Executive Officer will refer it
✅ If it needs a Council decision but isn't on the agenda → it will go onto a future agenda

⚠️ Important: Legally binding decisions (especially financial ones) can only be made if the item is listed on the published agenda. Anything raised outside the agenda will be noted and scheduled for a future meeting. You're welcome to stay and observe the rest of the meeting — but please note, further participation is only by invitation from the Chair.

🤝 Respectful Conduct
Everyone at the meeting must act respectfully. No insults, threats, or personal remarks — keep it about the facts, not the person. Anyone disrupting the meeting will be asked to desist and may be asked to leave if behaviour continues.

✨ Charrington Way Update: Understanding Our New Community Space ✨

We've seen a few questions popping up recently, so we want to clear a few things up!
First and foremost, this new space is not a traditional children’s play area—it is a "Whole Family Sports & Recreation Area." Designed with older children, teenagers, and families in mind, it brings a brand-new multi-sport focus to Broadbridge Heath.

Here are the answers to some of the most frequently asked questions:

❓ Why isn’t it completely finished? Due to the recent hot weather and a lack of on-site water, the planting and landscaping have been paused until October to ensure young trees, turf, and plants survive.

❓ Why was it opened before it was finished? The site passed its independent RoSPA safety inspection and was declared safe to use. Rather than keeping the gates locked during the summer, the Parish Council chose to open it early so the community could enjoy the completed elements!

❓ What is left to do? We still have planting, turfing, and seeding to complete, along with installing the basketball backboard, the main ball wall, and the cricket ball wall. We will also be making minor adjustments to the adult fitness equipment.

❓ Why isn't the area fenced? Because this area is aimed at older children and teenagers, perimeter fencing was not necessary. Additionally, HDC Parks required the site to meet specific "Making Space for Girls" criteria, which influenced the open, softer design and the addition of extra benches and social seating.

❓ Why are there no balls, bats, or equipment provided? The area is designed as an open-use facility-just bring your own balls, bats, and gear from home to play whenever you like!

❓ Why are there no traditional play items like slides, zip lines, or monkey bars? This project was funded through Section 106 and CIL developer contributions from the WHG and Solomon’s Seal developments. Under these funding requirements, around 70% of the budget had to be spent specifically on a Multi-Use Games Area (MUGA) sports facility targeted at older youth, rather than a standard toddler/junior playground.

By pulling together data from the various developers and managing agents across the development, Broadbridge Heath Parish Council has created an easy way to help you find the right contact for local issues:
