What does Kirkcaldy Area Committee do?

Following my recent post, a few people said it would be helpful to explain what the Kirkcaldy Area Committee does.

Area Committees are made up of councillors representing the local wards and focus specifically on issues affecting our area. They consider matters such as:

• Local road safety and traffic management schemes
• Environmental improvements
• Community funding and grants
• Area-based budgets and local projects
• Updates on services affecting the ward

These meetings allow councillors to raise local concerns, discuss proposals and make decisions that directly affect our communities.

How residents can engage

Residents can engage in several ways:

• Attend meetings – Area Committee meetings are open to the public.
• Submit questions or concerns through your local councillors.
• Follow agendas and reports online before meetings take place.
• Raise issues through your Community Council or local groups.

Area Committee meetings and papers are published on the Fife Council website for anyone who would like to see what is being discussed.

Fully support the Cabinet Secretary for Education Jenny Gilruth MSP here. She has worked extremely hard with EIS officials to get to this position. More Scottish Government money is on the table and a draft agreement is in place which is very welcome.

It is now in the hands of Cosla council leaders tomorrow to agree or reject the deal. SNP council group leaders will support the deal as. It will come down to which way the Labour council leaders decide to vote that will determine the outcome.

Cllr David Ross as well as being Fife Council Leader is also the Labour group leader on COSLA and I am calling on him and his Labour colleagues to do the right thing vote for this deal and avert planned strike action.

It is the responsible thing to do, back the deal, protect our children and young peoples education and stop the strikes, especially at this crucial time in the education year.

I’m looking forward to proposing our SNP budget next week, a listening budget shaped by the priorities of local people, and one we hope will be supported to protect services, support families, and invest in Fife’s future.

We will propose investing to protect what matters most:

• £5.5m extra for Health & Social Care to support vulnerable residents

• £1.5m more for schools, including support for pupils with Additional Support Needs

• £1m to protect anti-poverty support for families during the cost-of-living crisis

• £700k extra for Area Committees to empower local communities

• £580k Funding to protect community facilities and support young carers in every secondary school

• £400k to support key local trusts delivering culture, leisure, and community services

We will also propose £16.4m in capital investment to improve infrastructure and strengthen our communities:

• £7.5m to repair and improve Fife’s roads

• £6.3m to protect homes and communities from flooding

• £1.5m to progress the new Inverkeithing swimming pool

• £500k to strengthen coastal defences

• £350k for local community capital projects across all Area Committees

• £150k to improve Lochore Meadows Country Park

We have also rejected savings proposals like cuts to school transport, new parking charges, and charging for garden waste.

This budget continues this SNP group’s long-term commitment to keeping Council Tax as low as possible, protects essential services, and delivers real investment in Fife’s future.

An SNP budget for a stronger, fairer Fife and I will be proud to propose it to council next week.

Fife Council set to FINALLY agree new Pool for Inverkeithing

Fife Council meets next week to set its annual budget and three separate budgets have been proposed from the SNP, Labour and LibDem Groups. All three make a clear commitment that the new pool will be in Inverkeithing!

In advance of the budget, Group Leaders were provided a briefing detailing the increased anticipated cost of a new pool from the £13.1m already allocated to £14.6m. I would characterize that as the cost of indecision. Perhaps if we had moved faster on this decision, inflation wouldn’t have had such an impact. The briefing details further costs taking the total to £18.2m to include a gym and studio and £19m to also include a new 3G pitch.

My Group has proposed increasing the budget to cover the new pool and to consider the other costs as part of a further Capital Review and during the development of a business case for the entire site, aiming to deliver best value for money working with other stakeholders. Surprisingly, other groups have proposed allocating the full £19m next week, doing so by investing less in other areas.

Regardless of which budget is agreed, we appear to be finally on the same track in relation to the new pool being in Inverkeithing and including other facilities alongside. For that at least, I’m absolutely delighted.

Less positive however, is the future of the existing pool. It will take at least 3 years to develop the new pool, and it looks increasingly unlikely the existing pool will be available over that period. The briefing referred to above also set out anticipated costs to bring the existing pool back into use. The repair bill is estimated at over £700k, with a further £780k cost each year to keep it going. The Council is also saying almost £600k could be needed to address issues identified with the games hall roof. I’ve not seen a breakdown of where those figures come from, but it doesn’t feel likely that this kind of money is going to be found.

🛹 It was good to stop by Leven’s brand new skatepark last week on yet another windswept day.

🛴 Opening last year, the new skatepark has completely replaced the old, converted paddling pool which had deteriorated to a poor condition.

💷 Thanks to more than £250,000 from the Levenmouth Reconnected Programme – joint-funded by The Scottish Government and Fife Council – the new skatepark is more accessible and features modern, improved designs and lighting.

🚌 This week, thanks to substantial investment from The Scottish Government, Fife Council will be carrying out extensive works to replace the concourse at Leven Bus Station.

💷 Fife Council have been awarded £500,000 from the Scottish Government's Place Based Investment Fund to improve the public realm between Leven's Bus and Train Stations, in addition to funding from Transport Scotland's Bus Infrastructure Fund.

👇 Improvements at the Bus Station include:

✅ Full resurfacing of the concourse.
✅ A new cycle shelter.
✅ Updated wayfinding totems.
✅ A new crossing point at the west side of the bus station.
✅ Real-time information screens displaying bus and rail times.

🚏 While resurfacing works are carried out , bus services are to operate from the nearby Promenade Car Park from Thursday, 12 February, for an estimated 5 weeks.
