A family have paid a loving and emotional tribute to an ‘inseparable couple’ who were found deceased at a house in Hardman Street, Blackburn.

Ismail Ahmed Leli, 80, and Fatima Leli,78, were described as ‘devoted to one another’ and ‘loved by everyone who knew them.’

Paying tribute, the family said: “On behalf of our entire family, we are heartbroken to share that we have lost our parents, the oldest and most cherished members of our family.

“Married and inseparable for over sixty years, they were the very heart of who we are — devoted to one another and loved by everyone who knew them.

“Their loss has left a void that words cannot describe, and we are still coming to terms with what has happened.

“At this incredibly difficult time, we wish to express our deepest gratitude to the police for their diligence, professionalism and compassion.

“We are also grateful to our local councillors, to the wider community and St Luke's and St Phillip's Church, whose kindness and support have meant a great deal to us. In particular we thank Masjid-e-Quwwatul Islam, which has been a source of strength, comfort and practical support to our family throughout.

“We now ask, respectfully, that our family's privacy be respected, so that we may grieve and mourn in accordance with our faith. We would be grateful for the space and understanding of the media and the public during this period.

“We thank everyone for their prayers and condolences.

“Inna lillahi wa inna ilayhi raji'un — "To Allah we belong, and to Him we shall return."

Our officers were called at 8.22am yesterday (7th September) to Hardman Street, to a report two people had been found with stab injuries.

Very sadly, both were pronounced deceased at the scene, and we launched a murder investigation.

Following enquiries, a man in his 40s was arrested yesterday and remains in custody.

Our investigation is ongoing to establish what happened and why.

If you saw or heard anything suspicious in the area around Hardman Street on Sunday night and Monday morning, or have captured any CCTV, dashcam, mobile phone or doorbell footage that could help us with our enquiries, please make contact with our officers as soon as possible.

Hi everyone,

We know many of you will be aware of a police presence in the Hardman Street area of Blackburn and we wanted to give you the full facts and ask that people do not engage in unhelpful and upsetting speculation.

We have launched a murder investigation after two people were sadly found dead inside a house in Blackburn.

Our officers were called by the North-West Ambulance Service at 8.22am today to an address in Hardman Street, to a report two people had been found with stab injuries.

Very sadly, a man and woman were both pronounced deceased at the scene. Our thoughts are with their loved ones at this distressing time.

They have not yet been formally identified and a Home Office post mortem examination will take place in due course.

Following enquiries a man in his 40s has been arrested on suspicion of murder and remains in custody.

We have a dedicated team of officers assigned to this case, carrying out CCTV, house-to-house and forensic enquires in the area.

There is currently a scene on at the property and will remain in place over the coming days.

You will continue to see an increased police presence in the area, as we conduct enquiries and provide reassurance.

If you have any information or concerns, please stop one of our officers for a chat.

Whilst this is a fast-moving investigation, we are at the early stages of establishing exactly what has occurred and why. Detectives are continuing to work to establish a motive for this tragic incident; however, we don’t believe there is a wider threat to the community.

We will provide further updates when it is appropriate to do so.

In the meantime, if you saw or heard anything suspicious in the area over the last 24 hours, or have captured any CCTV, dashcam, mobile phone or doorbell footage that could help us with our enquiries, please make contact with our officers as soon as possible.

🚔 Off-road bike seizure 🚔

Today, officers from the Blackburn with Darwen Task Force seized the off-road bike pictured below.

The bike was being ridden in an anti-social manner on the public highway at the junction of Fairhaven Road and Lytham Road, Blackburn. Following reports from members of the public, officers located the bike and subsequently seized it.

Off-road bikes used illegally can cause significant nuisance to communities and pose a danger to other road users and pedestrians. If you're thinking of taking one onto the roads or public spaces, you could find your ride coming to an abrupt end.

Is that something you’ve heard be said to a child, or something you might have even said yourself? Some children can be really scared of the police, and we want to make sure all young people know that we are not someone to be scared of, but someone who can help you if you need us.

We’re here to protect, support and listen – which is why we want to introduce you to Buddi the Dog! Buddi will be joining our police officers at primary schools across Blackburn with Darwen, to work on issues that are important in your local communities and help build positive relationships between young people and the police. Each school that gets involved will also get to keep Buddi for the month and be added to Buddi's Shield.

A man who offered to supply large quantities of Class A drugs to an East Lancashire OCG has been jailed.

Usman Mohammed told the gang he would supply them with 10kg of co***ne at a cost of £17k per kilo.

Mohammed’s activities were unmasked after our officers seized a mobile phone which showed him communicating with members of the OCG and sending images of the drugs he was offering for sale.

Mohammed, 36, of Sussex Drive, Blackburn, pleaded guilty last week to being concerned in the supply of Class A drugs - Co***ne. He was sentenced by HHJ Gunn at Preston Crown Court to seven years imprisonment.

Det Insp Andy Bleasdale, said: “Drugs bring misery to our streets and communities, and we will not rest in our commitment to tackle those who deal in illegal drugs and to put them before the courts.”

Following concerns raised by residents in Audley and Shadsworth about e-scooters and off-road bikes being used in the area, officers have carried out targeted patrols and enforcement activity.

As a result, we have:

🛴 Seized 5 e-scooters
🏍️ Seized 1 off-road motorbike
🚔 The motorbike was found to have no insurance, and the rider ran from officers.

⚠️ A reminder about e-scooters: Privately owned e-scooters are illegal to ride on public roads, pavements and other public places in the UK. They can only legally be ridden on private land with the landowner’s permission, or as part of an authorised rental trial.

We also want to ask parents and guardians to think carefully before buying an e-scooter for a child.

If your child cannot legally ride it on the road or pavement, why buy one in the first place? Purchasing one can put your child at risk of being stopped, having the scooter seized, and potentially facing further consequences.

We will continue to listen to residents and take action against vehicles being used illegally or causing concern in our communities.

Warrant Served. Cannabis Discovered. Address searched.

This morning, BwD Neighbourhood and Task Force teams have conducted a warrant as part of an ongoing investigation. Officers located a quantity of cannabis plants which have been seized for further investigation and enquiries are ongoing.

Another warrant, another result, and a reminder that police work isn’t always blue lights and sirens. Searching enabled officers to discover something that the occupants thought was safely out of sight!
The cannabis may have been hidden, but unfortunately for someone, “out of sight” and “out of mind” aren’t the same thing. 🌿🔍

Warrants like this could not be done without the help of the local community. If you suspect something going on in your area, please continue to let us know!
