📈 Bilateral donors and EU institutions mobilised USD 23.4 billion in private finance for sustainable development in 2024.

𝗕𝘂𝘁 𝗵𝗼𝘄 𝘄𝗮𝘀 𝘁𝗵𝗮𝘁 𝗳𝗶𝗻𝗮𝗻𝗰𝗲 𝗺𝗼𝗯𝗶𝗹𝗶𝘀𝗲𝗱, 𝗮𝗻𝗱 𝘄𝗵𝗲𝗿𝗲 𝘄𝗮𝘀 𝗶𝘁 𝗶𝗻𝘃𝗲𝘀𝘁𝗲𝗱?

The 2026 OECD Development Co-operation Profiles provide a closer look at how providers are using public resources to attract private investment and which sectors are receiving support.
For example:

➡️ The United States mobilised USD 6.9 billion, followed by EU institutions (USD 6 billion) and Germany (USD 2.5 billion)

➡️ Banking and financial services accounted for more than one-third of all mobilised private finance

➡️ Energy represented 23% of the total

Together, banking and financial services and energy attracted more than half of all mobilised private finance in 2024.

The Profiles also allow users to explore the mechanisms used to mobilise private finance, from guarantees and syndicated loans to direct investment and co-financing arrangements.

📊 Official development assistance (ODA) remains a core component of development co-operation, but it is one part of a broader financing landscape.

Development co-operation providers also support partner countries through non-concessional official flows, export credits, private flows and mobilised private finance.

The 2026 OECD Development Co-operation Profiles introduce a new feature that helps users situate and compare ODA in partner countries’ wider finance landscape.

Provider-level comparisons reveal very different financing models. While ODA remains the dominant component for some providers, others are increasingly shaped by private flows and investment.

🌍 Mobilising private finance is a growing priority for development co-operation providers.

But while mobilisation figures are widely reported, much less attention is paid to where that finance actually goes.

The 2026 OECD Development Co-operation Profiles help answer that question by showing which countries and income groups benefit from mobilised private finance.

𝗟𝗼𝗼𝗸𝗶𝗻𝗴 𝗮𝘁 𝘁𝗵𝗲 𝗿𝗲𝗰𝗶𝗽𝗶𝗲𝗻𝘁 𝗽𝗲𝗿𝘀𝗽𝗲𝗰𝘁𝗶𝘃𝗲 𝗿𝗲𝘃𝗲𝗮𝗹𝘀 𝗶𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝗱𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝗰𝗲𝘀:

➡️ Lower middle-income countries received the largest share of mobilised private finance in 2024, accounting for 35% of the total

➡️ Some providers directed a larger share of mobilised private finance towards least developed countries (LDCs)

➡️ Others focused more strongly on lower middle-income countries

Overall, the data suggest that mobilised private finance tends to be concentrated in countries with larger markets, projects that are more attractive to investors and clearer investment opportunities.

By looking beyond mobilisation volumes, the Profiles help users build a more complete picture of how private finance contributes to sustainable development and who benefits from these investments.

As development co-operation budgets come under pressure and priorities evolve, understanding who is funding development, where resources are going and how support is delivered has become more important than ever.

Covering 34 Development Assistance Committee (DAC) members and associates, 28 other official providers and 23 private foundations, the Profiles provide comparable data and analysis on development co-operation policies, financing and delivery across 85 providers.

🌊 The ocean supports a wide range of economic activities, from fisheries and maritime transport to emerging sectors such as offshore renewable energy.

Yet ocean-related official development assistance (ODA) remains concentrated in a relatively small number of sectors.

𝗔𝗰𝗰𝗼𝗿𝗱𝗶𝗻𝗴 𝘁𝗼 𝘁𝗵𝗲 𝗹𝗮𝘁𝗲𝘀𝘁 𝗢𝗘𝗖𝗗 𝗱𝗮𝘁𝗮:

➡️ Transport, general environmental protection and fishing accounted for around 70% of all ODA for the ocean economy in 2024.

➡️ Maritime transport received the largest share of funding. However, only 46% of this support could be considered environmentally sustainable.

➡️ 85% of ODA for fishing supported environmentally sustainable activities.

Understanding where ocean-related finance is concentrated can help identify opportunities to better align development co-operation with sustainable ocean priorities.

🌊 On , attention is focused on the role oceans play in supporting livelihoods, climate regulation and biodiversity.

While progress has been made on ocean action in recent years, financing remains a challenge, particularly for developing countries facing resource constraints.

To improve transparency on ocean-related funding flows, the OECD tracks official development assistance (ODA) for the sustainable ocean economy.

𝗞𝗲𝘆 𝗳𝗶𝗻𝗱𝗶𝗻𝗴𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗹𝗮𝘁𝗲𝘀𝘁 𝗱𝗮𝘁𝗮:

➡️ ODA for the ocean economy totalled USD 4.5 billion in 2024, representing 1.3% of total ODA and a decline of USD 0.8 billion compared to 2023.

➡️ Of this amount, USD 3.4 billion (74.6%) explicitly supported environmentally sustainable ocean activities.

➡️ Indonesia was the largest recipient of ODA for the ocean economy in 2024, followed by the Philippines and El Salvador.

➡️ In 2024, the International Development Association (IDA) was the largest provider of ODA for the sustainable ocean economy.

Transparency on development finance flows can help identify where resources are being directed, where gaps remain, and how support for the sustainable ocean economy is being allocated.

🌍 On , attention is focused on how countries can respond to growing climate risks. For Caribbean economies, building resilience will depend not only on adapting to these challenges, but also on mobilising the investment needed to address them.

In a new article, Ragnheidur Elin Arnadottir, Director of the OECD Development Centre, and Anabel González, Vice President for Countries and Regional Integration at the Inter-American Development Bank (IDB), explore how scaling up resilient, better-aligned investment can support sustainable growth and strengthen resilience across the Caribbean.
