Seventy-five years ago, the Marshall Plan demonstrated that international co-operation driven by sovereign ownership, structural transformation and mutual economic resilience works.

Today, as the international community confronts compounding crises and a fragmenting global order, it must channel that same historic resolve.

In this article, the OECD Director for Development Co-operation and the Deputy Chief of Staff of the President of Ghana reflect on the conversations that took place last week at the OECDโ€™s conference on the Future of Development Co-operation. They note that:

โ˜‘๏ธ Developing countries donโ€™t need imported solutions that expire in five years, but rather partnerships that strengthen the foundations they are building for the next fifty years.
โ˜‘๏ธ As official development funding faces unprecedented pressure, low- and middle-income countries will not simply accept โ€œless of the sameโ€ going forward.

Climate finance provided and mobilised for developing countries continued to increase in 2023 and 2024, exceeding the USD 100 billion goal for the third consecutive year.

The latest OECD figures provide insights into how climate finance was distributed across financial instruments and developing country income groups.

โžก๏ธ Loans continued to account for most public climate finance in 2023 and 2024, representing 73% and 67% of the total respectively

โžก๏ธ Lower middle-income countries remained the main beneficiaries of climate finance provided and mobilised in 2023-24, accounting for 39% of the total

โžก๏ธAdaptation accounted for 46% of climate finance in Least Developed Countries (LDCs) and Small Island Developing States (SIDS), compared to 25% across all developing countries

The OECD, Portugal and the United Nations Office for South-South Cooperation (UNOSSC) are inviting governments, organisations and practitioners to contribute evidence and experiences from triangular co-operation initiatives.
