How can development actors strengthen links between migration and development in contexts affected by displacement, fragility and climate pressures?

Italy’s integrated approach to migration and development in the Horn of Africa combines humanitarian assistance, resilience building, legal migration pathways and whole-of-government co-ordination.

How can development partners strengthen co-ordination across institutions while supporting partner countries through a more integrated approach?

The “Team Italy” approach brings together ministries, development finance institutions, technical agencies and implementing partners to strengthen co-ordination and align efforts across development co-operation.

How is Italy shaping its development co-operation in a changing global context?

The OECD Peer Review of Italy highlights recent trends in official development assistance (ODA), financing modalities and how Italy delivers development co-operation across regions and partners.

It provides an overview of how Italy combines a strong focus on Africa and fragile contexts with growing use of concessional finance and multilateral engagement.

📊 𝗞𝗲𝘆 𝗶𝗻𝘀𝗶𝗴𝗵𝘁𝘀 𝗶𝗻𝗰𝗹𝘂𝗱𝗲:

🔸 Italy provided USD 6.84 billion of ODA in 2024, equivalent to 0.29% of gross national income (GNI)

🔸 Six of its top ten bilateral ODA recipients are in Africa, reflecting the continent’s central place in Italy’s development co-operation

🔸 More than half of Italy’s ODA is provided multilaterally

🔸 National governments are the main channel for implementing bilateral ODA

🔸 Italy continues to maintain a strong development focus in fragile contexts

The OECD Peer Review of Italy outlines a set of ten policy recommendations to help the country better match resources to ambition, strengthen system capacity and maximise impact across its strategic priorities.

The 2026 Development Co-operation Peer Review of Italy is now available.

The review examines how Italy is strengthening its development co-operation in a changing global context, with stronger political steering, a growing focus on Africa and an expanding financing toolkit.

Seventy-five years ago, the Marshall Plan demonstrated that international co-operation driven by sovereign ownership, structural transformation and mutual economic resilience works.

Today, as the international community confronts compounding crises and a fragmenting global order, it must channel that same historic resolve.

In this article, the OECD Director for Development Co-operation and the Deputy Chief of Staff of the President of Ghana reflect on the conversations that took place last week at the OECD’s conference on the Future of Development Co-operation. They note that:

☑️ Developing countries don’t need imported solutions that expire in five years, but rather partnerships that strengthen the foundations they are building for the next fifty years.
☑️ As official development funding faces unprecedented pressure, low- and middle-income countries will not simply accept “less of the same” going forward.
☑️ Sustainable investments can work if they address structural vulnerabilities and drive whole-of-economy transitions.

Climate finance provided and mobilised for developing countries continued to increase in 2023 and 2024, exceeding the USD 100 billion goal for the third consecutive year.

The latest OECD figures provide insights into how climate finance was distributed across financial instruments and developing country income groups.

➡️ Loans continued to account for most public climate finance in 2023 and 2024, representing 73% and 67% of the total respectively

➡️ Lower middle-income countries remained the main beneficiaries of climate finance provided and mobilised in 2023-24, accounting for 39% of the total

➡️Adaptation accounted for 46% of climate finance in Least Developed Countries (LDCs) and Small Island Developing States (SIDS), compared to 25% across all developing countries

📢 Call for evidence and results on triangular co-operation

Reliable and accessible evidence is essential to strengthen triangular co-operation in a rapidly changing development landscape. Yet many experiences, lessons and results remain insufficiently documented or visible.

The OECD, Portugal and the United Nations Office for South-South Cooperation (UNOSSC) are inviting governments, organisations and practitioners to contribute evidence and experiences from triangular co-operation initiatives.

𝗖𝗼𝗻𝘁𝗿𝗶𝗯𝘂𝘁𝗶𝗼𝗻𝘀 𝗰𝗮𝗻 𝗶𝗻𝗰𝗹𝘂𝗱𝗲:

✅ Stories of results and impact from triangular co-operation initiatives

✅ Evaluations, reports, project briefs and other evidence

✅ Datasets and information on triangular co-operation projects

Contributions will help inform future OECD and UNOSSC knowledge products, peer-learning initiatives and discussions leading up to the 10th International Meeting on Triangular Co-operation in Lisbon in 2026.

How can Latin America and the Caribbean mobilise the scale of finance needed to unlock development opportunities?

As financing needs grow and fiscal space remains constrained, mobilising resources at scale has become a central challenge for the region’s development.
