DOWEA - Spangdahlem Middle School DOWEA is a field activity of the Office of the Secretary of War. Each region is managed by a Director for Student Excellence.

A page providing news and information in support of school-age Department of War Education Activity (DOWEA) children of active duty military and civilian employees. It is headed by a director who oversees all agency functions from DOWEA headquarters in Alexandria, Virginia. DOWEA's schools are divided into three regions; DOWEA Europe; DOWEA Pacific; and DOWEA Americas. Wi
