MSAR Government making every effort to advance preparatory work for APEC Tourism Ministerial Meeting

(GCS info) The Chief Executive, Mr Sam Hou Fai, said on Thursday (28 May) that the 13th APEC Tourism Ministerial Meeting will be held in Macao between 24 and 28 June. Under the guidance of the Central Government, the Macao Special Administrative Region (MSAR) Government is making every effort to advance all preparatory work to ensure the meeting’s success, contributing “Macao’s strength” to this year’s “APEC China 2026” series of Asia-Pacific Economic Cooperation (APEC) meetings.

Mr Sam attended on Thursday evening a reception for Consuls General accredited to the MSAR, and representatives of the Permanent Secretariat of the Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Forum Macao). During a speech, he mentioned it had been 12 years since Macao last hosted in 2014 an APEC Tourism Ministerial Meeting. This international event is again being held in Macao, fully demonstrating the Central Government’s trust in Macao and its strong support for the MSAR Government. The event also highlights Macao’s role as an important bridge connecting China and the world.

Mr Sam pointed out that the upcoming APEC Tourism Ministerial Meeting will be a high-level event in the field of international tourism, where delegates and representatives will conduct in-depth exchanges on major tourism issues, build consensus, and promote the high-quality development of tourism and its related industries. In addition to attending the event, all delegates will have the opportunity fully to experience Macao’s unique charm and heritage as a vibrant blend of Chinese and Western cultures.

Mr Sam noted that as a “World Centre of Tourism and Leisure”, Macao has extensive experience in hosting major international conferences. It is ready to extend its warmest welcome to all delegates and representatives participating in the event.

MSAR and Hengqin to boost platform roles, ensure high-quality services for China - Portuguese-speaking countries’ cooperation

(GCS info) The Chief Executive, Mr Sam Hou Fai, attended a reception on Thursday (28 May) for Consuls General accredited to the Macao Special Administrative Region (MSAR), and representatives of the Permanent Secretariat of the Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Forum Macao). During a speech, Mr Sam emphasised that the period of the country’s 15th Five-Year Plan, and the period of the Third Five-Year Plan for Economic and Social Development of the MSAR, were brimming with opportunities. Therefore, the MSAR Government hopes comprehensively to strengthen pragmatic cooperation with all parties. He also expressed hope that countries and places would make good use of the synergised advantages of Macao and Hengqin, utilising the Macao-Hengqin region as a “bridgehead” and “springboard” to enter the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chinese-mainland’s market. The Macao-Hengqin platform will continue to refine its service functions, providing even higher-quality services to facilitate multi-sectoral cooperation between China and other countries.

The Chief Executive expressed his gratitude to the Consuls General and representatives of various countries for their long-standing and significant contributions to promoting economic and trade cooperation, cultural exchanges and people-to-people exchanges with China and the MSAR. He also thanked the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the MSAR, for its care, guidance and strong support for the MSAR’s external exchanges and cooperation.

Mr Sam pointed out that over the past 27 years since Macao’s return to the motherland, the MSAR had been fully, accurately and unswervingly implementing the principles of “One Country, Two Systems”, “Macao people governing Macao” and a high degree of autonomy, while maintaining long-term prosperity and stability. With the strong support of the Central Government, the MSAR Government had united and led all sectors of society to overcome various difficulties and challenges, ushering in the best period of development in the history of Macao.

The Chief Executive noted that the legal systems and enforcement mechanisms for safeguarding national security had been continuously improved, and national sovereignty, security, and development interests had been effectively safeguarded. The economy had sustained rapid development with its GDP per capita persistently ranking among the highest in the world. Remarkable progress had been achieved in undertakings relating to people’s livelihoods, including employment, housing, education, medical services and social welfare. Residents’ sense of fulfilment, happiness and security continued to grow. The city’s diverse cultures had flourished and shown vitality, with different ethnic groups coexisting in harmony.

The MSAR Government had been actively and comprehensively implementing the Constitution of the People’s Republic of China and the Basic Law of Macao. As the legal system of the MSAR continued to improve, the core value of the rule of law had been fully safeguarded, and Macao residents enjoyed a wide range of rights and freedoms in accordance with the law.

Mr Sam continued on that under the “One Country, Two Systems” principle, Macao maintained its status as a separate customs territory and a free port, implemented a simple and low tax system, and boasted a free, open, internationalised and law-based business environment, making it one of the most attractive economies in the region.

The current-term MSAR Government had been actively promoting the optimisation of the business environment, accelerating the revision and updating of the legal system represented by the “Five Codes”, and proactively building a legal environment conducive to the development of key and emerging industries. The MSAR Government had continued to advance public administration reform and optimised regulatory approaches, to reduce administrative approval procedures and create a public service environment that is more business-friendly and convenient for residents.

Furthermore, Mr Sam stated, the MSAR Government had been stepping up efforts to advance the development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, actively participating in the high-quality development of the Greater Bay Area, and integrally advancing the coordinated development of education, science and technology, and talent resources, thereby creating more high-quality investment opportunities, and significantly enhancing Macao’s attractiveness for investors.

The Chief Executive mentioned that while advancing high-quality development, Macao had made coordinated efforts to maintain a high level of security. It had unswervingly fulfilled its constitutional responsibility to safeguard national security. Guided by the holistic approach to national security, Macao had improved the legal system for safeguarding national security, built a strong barrier for national security, and maintained overall social stability, while creating a safe business environment for foreign investment.

Mr Sam emphasised that strengthening external exchanges and cooperation and better leveraging Macao’s role as a “bridgehead” and a “window” were important tasks for the MSAR Government. In April this year, he had led a MSAR Government delegation and entrepreneurs to Europe, with stops in Portugal, Spain, Belgium, and Switzerland, encompassing visits to European Union (EU) headquarters and to international organisations, including the World Trade Organization (WTO) and UN Tourism. The overall visit yielded fruitful results in areas such as economic, trade and tourism cooperation, effectively strengthening Macao’s exchanges and cooperation with the relevant countries and international organisations. While consolidating and strengthening its cooperative relations with Portuguese-speaking countries, the MSAR will also further enhance its level of cooperation with Spanish-speaking countries, he added.

The Chief Executive also said in his speech that this year marks the commencement of the country’s 15th Five-Year Plan; with the implementation of the Plan offering greater opportunities for countries across the globe. Simultaneously, the year also marks the beginning of the MSAR’s Third Five-Year Plan. The MSAR Government will actively align its Third Five-Year Plan with the country’s 15th Five-Year Plan. During the period of its Third Five-Year Plan, Macao will initiate key projects such as the Macao International Education (University) Town, the Macao International Integrated Tourism and Culture Zone, the Macao Pearl River West Bank International Air Transport Hub (Port), and the Macao Science and Technology Research and Development Industrial Park, which will provide a broader scope for further intensive cooperation between Macao and other countries.

During this important period filled with opportunities, the MSAR hopes comprehensively to strengthen pragmatic cooperation with all sides, deepen official and non-governmental exchanges and cooperation at all levels, and work together to advance cooperation in fields such as trade and investment, high and new technology, tourism, education and people-to-people exchanges, so as to achieve complementary advantages, mutual benefits and win-win results.

Meanwhile, the MSAR hopes that all countries will make good use of the synergised advantages of Macao and Hengqin in terms of policy, taxation, customs clearance and talent resources, and leverage Macao-Hengqin as a “bridgehead” and “springboard” to enter the Greater Bay Area and the Chinese-mainland market. The MSAR and Hengqin will continuously improve their platform service functions to provide higher-quality services for trade and investment, financial cooperation, cultural exchanges, talent cultivation and regional cooperation between China and other countries, Mr Sam noted.

Lastly, the MSAR Government will, as always, assist Consulates General and the Permanent Secretariat of Forum Macao in the performance of their duties in accordance with the law, and wholeheartedly welcomes all to visit Macao for work exchanges, tourism, and leisure.

MSAR Government showcases “One country, two systems” achievements and promotes Macao opportunities to Consuls General accredited to the MSAR and representatives of Permanent Secretariat of Forum Macao

(GCS info) The Macao Special Administrative Region (MSAR) Government hosted a reception on Thursday (28 May) for a delegation of Consuls General accredited to the MSAR and representatives of the Permanent Secretariat of the Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Forum Macao). The event aimed to contribute to establishing Macao as a key “bridgehead” for the country’s high-level opening up to the outside world and as a vital window for exchange and mutual learning between Chinese and Western civilisations.

For the first time, an innovative format was adopted for this type of reception by featuring a promotion seminar. It aimed to comprehensively showcase to the attending Consuls General and representatives from the Permanent Secretariat of Forum Macao the significant achievements resulting from the successful implementation in Macao of the “One country, two systems” principle, as well as to promote the opportunities in various fields offered by Macao and the Guangdong-Macao Intensive Cooperation Zone in Hengqin.

The promotion seminar took place in the afternoon at the China-Portuguese-speaking Countries Commercial and Trade Service Platform Complex. It was attended by Consuls General and representatives from around 50 countries and international organisations based either in Hong Kong or Macao, as well as officials and representatives from the Permanent Secretariat of Forum Macao. Simultaneous interpretation services were provided in four languages, namely Chinese, Portuguese, English and Spanish.

Building on the exhibition organised by the MSAR Government last month in Lisbon, Portugal, showcasing the achievements of Macao’s successful implementation of the “One country, two systems” principle, the Government Information Bureau produced a video featuring the exhibition’s content, which was screened at the start of the promotion seminar. The video outlined to the guests the achievements made by the MSAR in various fields – including politics, the economy, society and people’s livelihoods – since Macao’s return to the motherland. It provided evidence that the “One country, two systems” principle possesses distinctive institutional advantages and strong vitality.

Following the video screening, representatives from the Commerce and Investment Promotion Institute (IPIM) briefed participants about the business environment in Macao and the Cooperation Zone, highlighting their institutional advantages in areas such as tax incentives, free trade, capital mobility and the rule of law, as well as the development benefits brought about by Hengqin’s “tier-specific management” customs system. The session also reviewed the outcomes of April’s visit by the Chief Executive to Portugal, Spain and other countries in Europe, during which 46 events were held. These included high-level meetings and economic and trade promotion activities, helping China strengthen friendly relations with Portuguese-speaking countries, Spanish-speaking countries and the European Union, while facilitating cooperation between enterprises from the Chinese mainland, Macao and Europe in sectors such as high-end manufacturing, green finance and biopharmaceuticals. More than 100 cooperation agreements were signed during the visit, across multiple fields, including: China-Portugal cooperation; cooperation with Spanish-speaking markets; economic and trade relations; high-tech innovation; tourism; and exhibitions and trade fairs. These deals laid a solid foundation for the continued expansion of external economic, trade and investment cooperation between the involved parties.

The IPIM representatives also made a presentation on the Macao Science and Technology Research and Development Industrial Park project. They noted that it was positioned as a large-scale science and technology innovation base planned by the MSAR Government to align Macao’s development with the country’s 15th Five-Year Plan and advance the MSAR’s “1+4” appropriate economic diversification development strategy. It was explained that the industrial park aimed to serve as a “springboard” for Chinese-mainland enterprises to expand overseas and as an international base for industry-academia-research collaboration, attracting international research and development institutions and enterprises to establish a presence there.

The IPIM representatives also noted that construction of the Macao Pearl River West Bank International Air Transport Hub (Port) was progressing in an orderly manner. Through the facility, Macao and Hengqin would focus on sectors such as air logistics and cross-border e-commerce to provide efficient logistics services, with the aim of establishing the new infrastructure as a key international air passenger and cargo transport hub on the western shore of the Guangdong-Hong Kong-Macao Greater Bay Area.

As part of the promotion seminar, a representative from the Education and Youth Development Bureau (DSEDJ) outlined Macao’s development plan to establish itself as “One Highland” – i.e., as a gathering place for international talent – emphasising that this represented a key strategic positioning conferred upon Macao by the central authorities. Such positioning also served as a vital pillar for promoting the appropriate diversification of Macao’s economy, while providing a broader development platform for countries and regions seeking to strengthen cooperation with Macao, thereby creating more opportunities for mutual benefit.

The DSEDJ representative also discussed Macao’s talent-attraction scheme, highlighting ongoing efforts to refine approval mechanisms and supporting policies, thereby providing a talent base to support the development of enterprises in Macao. Furthermore, the Macao International Education (University) Town, currently under construction, would help attract high-quality universities from both within and outside the region to establish joint educational programmes with higher education institutions at the University Town, creating an international education park integrating higher education, scientific research and innovation, and industry-academia collaboration.

Representatives from the Cultural Affairs Bureau briefed the guests on Macao’s achievements in building a multiple-culture exchange and cooperation base with an emphasis on Chinese culture, with particular emphasis placed on the development blueprint for the Macao International Integrated Tourism and Culture Zone. This zone was set to be developed into a high-calibre cultural space that blends cultural heritage with a contemporary vision, serving as a world-class cultural landmark and integrating cultural exhibitions, performing arts, commerce and leisure. It would aim to offer an essential platform for promoting Macao’s appropriate economic diversification and its sustainable and high-quality development, while enhancing cultural cohesion and the city’s “soft power”.

Representatives from the Macao Government Tourism Office (MGTO) also attended the promotion seminar. They outlined the latest progress in Macao’s efforts to establish the MSAR as a “World Centre of Tourism and Leisure”, including the promotion of high-quality tourism and the development of diverse sectors such as meetings and conventions tourism, sports tourism and community-based tourism. The MGTO representatives reviewed the outcomes related to tourism-related cooperation secured during the Chief Executive’s visit to Portugal and Spain in April, noting that the involved parties had agreed to strengthen joint promotion efforts to attract more visitors to Macao. Key topics and collaborative projects for the 13th APEC Tourism Ministerial Meeting, which Macao will host next month, were also discussed during the promotion seminar, demonstrating to guests Macao’s capabilities and prospects in hosting high-level international conferences.

A reception was held following the promotion seminar, at which the Chief Executive, Mr Sam Hou Fai, the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the MSAR, Ms Bian Lixin, and several MSAR Government secretaries engaged in cordial exchanges with guests.

CE to attend Legislative Assembly session on 16 June

(GCS info) The Chief Executive, Mr Sam Hou Fai, will attend at 3pm on 16 June a plenary session of the Legislative Assembly, to review the MSAR Government’s administration over the past six months, outline the key priorities for the second half of the year, and respond to members’ questions on issues such as the economy, society and people’s livelihoods. The Q&A session aims at enhancing constructive communication between the executive and the legislature and promoting public understanding of the Government’s administration.

The public can follow the proceedings as they are broadcast live, either via the television channels or the radio channels of public broadcaster TDM.
