On 24 April, 2026, H.E. Ms. Paulette Bethel met with a delegation of some 15 Bahamian nationals in Guangzhou, Guangdong Province. The majority of the participating Bahamian nationals were there to attend the 139th edition of the annual Canton Fair, while two were Bahamians living and studying in the city of Guangzhou.
The Canton Fair, one of the largest Import-Export events in China, is held biannually in Guangzhou. It serves as a platform for imports and exports from across the world and across industries. The Fair is composed of three phases, each featuring specific products and industries. Government entities that host and organize the event include the Ministry of Commerce of the People's Republic of China (PRC), as well as the People's Government of Guangdong Province and the China Foreign Trade Centre.
During the dinner event organized by The Bahamas Embassy which is located in Beijing, Ambassador Bethel warmly welcomed the visiting delegation and expressed the hope that their visit would be productive and enjoyable. She also took the opportunity to outline some aspects of the work of the Embassy and welcomed the participants to call on the Embassy, should their travels ever take them to Beijing.

On Tuesday, 14 April, 2026, H.E. Ms. Paulette Bethel participated in a Roundtable on International E-Commerce Cooperation in Haikou, Hainan Province. In her presentation, the Ambassador outlined numerous cooperation activities being undertaken by the Government of The Bahamas and other concerned entities, such as the Bahamas Trade Commission and the Chamber of Commerce, to promote and enhance e-commerce as an essential aspect of the country’s development process. She also highlighted joint cooperation activities between The Bahamas and China in this arena. Participants in the Roundtable included Ambassadors and representatives of a number of other countries accredited to the People’s Republic of China, provincial government officials of Hainan, as well as representatives of the Ministry of Commerce of China.

The Roundtable was one of a number of events that were held in the margins of the China International Consumer Products Expo (CICPE) which had been launched a day earlier, on 13 April, 2026. While in Haikou, Ambassador Bethel also had the opportunity to visit the CICPE and view the many products that were on display from China, as well as from many other countries around the world.

On 31 March, 2026, the Commonwealth Society of Beijing (CSB), in conjunction with the Embassy of Jamaica, organized a multi-faceted event to commemorate Commonwealth Day which had occurred a few days earlier on 26 March under the theme, “Unlocking opportunities together for a prosperous Commonwealth”. The event included a parade of the flags of the Commonwealth countries with diplomatic missions in China, and a cultural segment with songs and dance. The Bahamas was represented by H.E. Ms. Paulette Bethel and other diplomats from the Beijing Embassy, including Ms. Antonia Ingraham who also served as MC, capably guiding the programme of the event, with Mandarin interpretation provided by Ms. Yang Wan, also a staff member of the Bahamas Embassy.

The focal point of the event was a keynote address by the Hon. Bruce Golding, former Prime Minister of Jamaica (2007-2011), entitled “Building Bridges of Development: Commonwealth Partnerships and the Belt and Road Initiative”. In his speech, former Prime Minister Golding, inter alia, exhorted the Commonwealth to reinforce the values that bind it by preserving the concept of multilateralism and helping to redefine it, because of and in spite of the tumultuous and turbulent times that the international community is currently experiencing. The address was well received and elicited numerous questions and comments from the audience.

Another highlight of the event was the launch of the Commonwealth Caucus, which will serve as a forum for regular meetings of diplomatic representatives of Commonwealth countries in Beijing. The Caucus, along with the CSB, a social/cultural entity, will strengthen the presence and reach of the Commonwealth in Beijing.

FIFTH AMERICAN & CARIBBEAN AMBASSADORS MEETING AT TSINGHUA UNIVERSITY

On 25 March, 2026, Ambassadors and other diplomats from the GRULAC countries represented in Beijing, participated in the Fifth Latin American and Caribbean Ambassadors Meeting at Tsinghua University. The Bahamas was represented by the Ambassador to China, H.E. Ms. Paulette Bethel and Ms. Antonia Ingraham, Third Secretary.

Welcoming remarks were made by Professor QUI Yong, Chairman of Tsinghua University Council, H.E. Mr. Martin Charles, Ambassador of Dominica and Dean of the GRULAC, and Mr. ZHANG Run, Director General of the Department of Latin American and Caribbean Affairs of the Ministry of Foreign Affairs. The programme included a presentation by Professor CHEN Taotao, Director of Tsinghua University Latin American Centre, on “The China-Latin America Youth Responding to Global Challenges-2025 Poverty Alleviation Challenge” project that had been undertaken by students and faculty the previous year. A keynote speech was given by Professor BAI Chong-En, Dean of the School of Economics and Management on “China’s Fifth Five-Year Plan and Economic Transformation”, followed by a Q&A session. Closing remarks were given by Professor Yang Bin, Vice Chancellor of the Tsinghua University Council.

The speakers noted the importance of academic exchanges and encounters such as this, and expressed the hope that they would lead to ever-expanding relations and deepening friendships between the GRULAC countries and China. The diplomatic representatives also had time to engage with various faculty members and students and learned about the many opportunities that are available to foreign students who might be interested in pursuing their studies in China.

H.E. Ms. Paulette Bethel, along with Ambassadors from Barbados, Micronesia, Samoa and Tonga visited the StarCharge Headquarters in Changzhou, Jiangsu Province where they were introduced to the company’s technological capabilities in providing practical solutions and a path forward to a green and carbon-free future for smaller countries. The delegation had a number of constructive discussions with the company’s top executives and project managers, thus learning first-hand how the technologies might be scaled for use and to the benefit of smaller countries and populations.

As representatives of Small Island Developing States (SIDS) where climate change poses an existential threat to island nations, the delegation was keenly interested in learning about green technologies that reduce carbon emissions, protect ecosystems, while supporting the transition to a clean energy future. The Ambassadors witnessed StarCharge’s capabilities as demonstrated by its cutting-edge charging technology, its intelligent energy management and storage systems, including microgrids, and its commitment to innovation. They also had the opportunity to tour some of the facilities and factories where production takes place.

H.E. Ms. Paulette Bethel, participated in a visit to Chaozhou and Shantou in Guangdong Province, organized by the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), from 14-17 March, 2026. Also participating in the visit were Ambassadors and diplomats from other Caribbean and Pacific Island countries accredited to China.

During the visits, the delegation met and had discussions with provincial, as well as municipal government officials where matters concerning island development were addressed. An in-depth exchange took place in the form of a seminar where various government officials outlined the technologies that are available in the areas of agriculture development, blue economy and marine resources development, climate change and renewal energy, and e-commerce and tourism, to name just a few. In this dialogue, the government officials and the envoys exchanged ideas on how collaboration and cooperation in these areas might help to address some of the development needs of the island countries represented. It was mutually agreed by all that people-to-people encounters should be expanded through cultural and educational exchanges.

THE TWO SESSIONS
4-5 March, 2026

The National People’s Congress (NPC), China’s national legislature and the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) (collectively known as “The Two Sessions”) held their opening sessions on 4 and 5 March, respectively. These meetings, which are held annually, are considered to be the most important meetings of China’s political calendar.

This year’s sessions focused on the review, finalization and adoption of the 15th Five-Year Plan for 2026-2030 which elaborates the policy direction for achieving the country’s long-term strategic goals. The sessions also outlined short-term economic and social development targets for 2026, which now sets the tone for the new five-year cycle.

The Embassy of The Bahamas in Beijing was represented at the two sessions by H.E. Ms. Paulette Bethel and Mr. Paul Clare, Second Secretary.

H.E. Paulette Bethel, Ambassador of The Bahamas to China, addressed history and the future in remarks at The Bahamas Asia Landfall Forum that took place in Hong Kong, on Wednesday, 5 November. The Forum was organized by the Ministry of Economic Affairs of The Bahamas as a briefing event, entitled “The Bahamas Advantage”, designed to promote The Bahamas as a premier international financial centre committed to the highest standards of regulation and international cooperation.

In her welcoming remarks at the Forum, Ambassador Bethel recalled that The Bahamas’ relationship with the People’s Republic of China and the wider Asian community rests on a history that spans more than a century. She noted that China, in particular, has been a valued partner in infrastructure development, supporting major projects that have helped to strengthen the economy of The Bahamas.

Ambassador Bethel traced The Bahamas’ journey from a single-ocean nation in the Atlantic to a country now engaging across three oceans – the Atlantic, Pacific, and Indian. She reflected on the nation’s historic foresight – moving from the British pound to the Bahamian dollar, in 1966, which has been pegged one-to-one with the U.S. dollar for the past fifty-nine years, providing for sustained financial stability and building the foundation for modern tourism and finance in the country.

Central to the Ambassador’s remarks was the message that the potential for collaboration of The Bahamas with China and other Asian countries is immense, and that there are myriad mutually beneficial opportunities for investment and knowledge exchange.

On 23 October, Ambassador Paulette Bethel was invited to the Hangzhou Normal University Center for Caribbean Studies Department for the book launch of the Mandarin translation of Bahamian Olympic Gold Medallist Pauline Davis's work, entitled Running Sideways. Ambassador Bethel was accompanied by Mr. Paul Clare Jr. Second Secretary and Ms. Antonia Ingraham, Third Secretary of The Bahamas Embassy in Beijing. Also attending the ceremony were Ms. Jala Bernard-Williams, spouse of the Ambassador of Jamaica to China; Ms. Michelle, Palmer-Keizer, Commissioner, Integrity Commission of Trinidad and Tobago; and Ms. Princia Chiripanyanga, Bahamian Content Creator living in China.

Hangzhou Normal University (HZNU) was represented by Mr. YANG Zheng, Deputy Secretary of the CPC Committee of HZN; Dr. WANG Xuelei, Director, Office of Global Engagement; Professor ZHOU Min, Dean, School of International Studies, and Director of the Center for Caribbean Studies; and Professor WANG Jianhui, Translator of the book.

The ceremony consisted of two sessions, the first of which highlighted the book's launch with remarks by Ambassador Bethel, Deputy Secretary Yang, and Professors Zhou, and Wang. The second session highlighted cultural exchanges in the spirit of China-CELAC relations, under the theme "China and the Caribbean: New Era, New Outlook," with presentations by Mr. Clare, Ms. Palmer-Keizer, and Ms. Chiripanyanga.

In her speech, Ambassador Bethel noted that the translation of Running Sideways into Mandarin provides an opportunity for the people of China to learn and share Bahamian pride and joy while fostering cultural exchanges and people-to-people diplomacy between The Bahamas and China. Since the establishment of diplomatic relations in 1997, The Bahamas has remained committed to the One China Policy and values the forged partnership that is grounded in mutual respect, shared values, and a common vision for development, progress, and prosperity.

On Monday, 13 October, 2025, H.E. Ms. Paulette Bethel attended the opening ceremony for the Global Leaders’ Meeting on Women (GLMW) which was convened in Beijing to commemorate the 30th anniversary of the Beijing World Conference on Women and to discuss ways to advance the cause of women worldwide.

President XI Jinping gave the he key-note address at the gathering in which he noted that thirty years ago, the Beijing World Women's Congress established the lofty goal of "pursuing equality, development and peace through action" and adopted the landmark Beijing Declaration and Platform for Action which was a call to action for the pursuit of gender equality by the international community. He also outlined four proposals that could help accelerate the achievement of the Beijing Declaration’s goals as follow:

Jointly create a favourable environment for women's growth and development;

Jointly cultivate a strong impetus for promoting high-quality development of women's causes by seizing the opportunities of the new round of scientific and technological revolution and industrial transformation;

Jointly build a governance structure that protects women's rights by improving systems and laws, introducing more accessible policy initiatives, making more quality health and education resources available to all women, and striving to ensure that women enjoy their rights more fully and equitably; and

Jointly write a new chapter for global cooperation for women by supporting women in taking on the responsibilities of the times, participating deeply in global governance and sharing the results of that governance, as well as supporting the United Nations in its central role of advancing the cause of women.

Other speakers at the opening ceremony included, Amina Mohammed, UN Deputy Secretary-General; Sima Bahous, UNWomen Executive Director; Maria Benvinda Delfina Levy, Prime Minister of Mozambique; Sylvanie Burton, President of the Commonwealth of Dominica; Harini Amarasuriya, Prime Minister of Sri Lanka; and Hallodora Tomasdottir; President of Iceland.

On 17 September, National Security Minister, the Honourable Wayne Munroe K.C., M.P., Mrs. Dorothy Munroe, spouse of the Minister, and a delegation composed of Permanent Secretary Bridget E. Hepburn, Commodore Floyd Moxey of the Royal Bahamas Defence Force, and Inspector Ernest Mortimer, Aide to the Minister, paid a courtesy call on H.E. Ms. Paulette Bethel at the Embassy of The Bahamas in Beijing.

During the courtesy call, Ambassador Bethel highlighted the importance of the Embassy in Beijing and its key role in building bridges and expanding relations between The Bahamas and China. Minister Munroe outlined some of the security challenges that impact The Bahamas and how the Xiangshan Forum on security, in which he and his delegation were participating, would act as a platform for increasing awareness and mutual understanding on matters related to national security.
