On 05 May 2026, H.E. Mr. Daovy Vongxay, Ambassador and Permanent Representative of the Lao PDR, received H.E. Archbishop Ettore Balestrero, Ambassador and Permanent Observer of the Holy See to the United Nations and other specialized institutions in Geneva, as well as to the World Trade Organization.

During the meeting, both sides exchanged views on the importance of strengthening the implementation of the Convention on Cluster Munitions (CCM), particularly with regard to the norms and objectives of this humanitarian disarmament instrument. The Holy See also expressed its support for the Lao PDR’s Presidency in preparing for the Third Review Conference of the Convention, including the universalization effort and the development of a new action plan.

Geneva, 22 April 2026 — The Presidency of the Third Review Conference of the Convention on Cluster Munitions (CCM), held by Lao PDR and in collaboration with the Geneva International Centre for Humanitarian Demining and the CCM Implementation Support Unit, hosted a side event “From Policy to Practice: Implementing Commitments under the Convention on Cluster Munitions,” during NDM29 in Geneva.

The event gathered national authorities, operators, and international partners to share insights on implementing the Convention and to contribute to the development of the Vientiane Capital Action Plan (VCAP). Speakers highlighted progress made, ongoing challenges, and the importance of practical approaches, national ownership, and international cooperation.

The Presidency reaffirmed its commitment to an inclusive, implementation-focused process and encouraged continued stakeholder input toward the VCAP.

Geneva, 21 April 2026 — Today at the Palais des Nations, the Lao People’s Democratic Republic presided over the Fourth Coordination Committee Meeting of the Convention on Cluster Munitions (CCM) as momentum builds for the upcoming Third Review Conference.
Key Highlights:
• Action Plan Development: Building on the March Preparatory Meeting, participants prioritized results-oriented planning for the new Vientiane Capital Action Plan.
• Global Outreach: The Presidency announced upcoming regional workshops in Asia-Pacific and Africa to promote universalization, alongside the launch of the 2026 CCM Global Youth Campaign, “Voices Across Time.”
• Operational Updates: The Committee reviewed thematic progress, UNODA briefings on Article 14 contributions, and updates from the Implementation Support Unit (ISU).
The Presidency reaffirmed its commitment to a transparent, inclusive process, urging stakeholders to maintain political will to ensure the Convention delivers tangible results for affected communities.

On 23 March 2026, H.E. Mr. Daovy Vongxay, Ambassador and Permanent Representative of the Lao PDR, met with H.E. Mr. Carlos D. Sorreta, Ambassador and Permanent Representative of the Philippines, President of the 13th Meeting of States Parties (13MSP) to the Convention on Cluster Munitions (CCM). During the meeting, both sides exchanged views on the preparation for the Third Review Conference of the Convention, including the development of a new action plan, the universalization of the Convention, and the upcoming Regional Workshop for the Asia-Pacific on Promoting the Universalization of the CCM which is rescheduled to be held in May 2026 in Vientiane.
