The Office of the Provincial Engineer (OPE), under the leadership of Assistant Provincial Engineer Engr. Anna Andrada Bilowan, continues to strengthen its technical capabilities through the acquisition of advanced technology to support surveying, site assessment, project monitoring, and other engineering-related activities.

This technological investment is expected to significantly improve operational efficiency.
Survey tasks that previously required extensive fieldwork over several days or weeks can now be completed in a matter of minutes, significantly improving efficiency and accelerating infrastructure planning.

The adoption of this technology will help OPE personnel gather essential field data faster, streamline technical operations, and support the timely preparation and implementation of infrastructure projects across the Province of Kalinga.

Under the leadership of Governor James Edduba, the Provincial Government of Kalinga continues to embrace innovation and modern technology to strengthen infrastructure development and deliver better public service.

Behind every road maintenance operation is the dedicated work of the Maintenance and Motorpool Divisions of the Office of the Provincial Engineer (OPE).
Their personnel play a vital role in the repair, maintenance, and upkeep of provincial roads in strategic and vital areas across Kalinga.

Under the supervision of Assistant Provincial Engineer Engr. Anna Andrada Bilowan, the OPE continues to manage its personnel, equipment, and resources to support efficient field operations and sustained road maintenance activities.

These efforts reflect the continuing commitment of the Provincial Government of Kalinga, led by Governor James Edduba, to provide safer, more accessible, and serviceable provincial roads for communities across the province.

From equipment mobilization and road clearing to repair and routine maintenance, the Maintenance and Motorpool Divisions help keep road networks functional and ensure the continuous delivery of public services.

This work is carried out through coordinated planning, field deployment, equipment utilization, and regular maintenance activities—demonstrating how public resources are translated into essential services for the people of Kalinga.

The Provincial Government of Kalinga, under the leadership of Governor James Edduba, through the Office of the Provincial Engineer (OPE) headed by Assistant Provincial Engineer Engr. Anna Andrada Bilowan, continues to implement and monitor infrastructure programs and engineering services across the province.

This week, OPE personnel are on site inspecting project progress, validating completed works, conducting measurements and technical assessments, supervising construction activities, and identifying infrastructure concerns requiring immediate action.

Field teams are also undertaking road and bridge inspections, road opening and improvement, rehabilitation and maintenance works, slope protection, drainage and river-control activities, public building and facility repairs, water system works, streetlight maintenance, and other community infrastructure interventions.

Beyond construction sites, OPE personnel are also repairing and maintaining government vehicles and equipment, helping ensure that provincial operations remain mobile and responsive to community needs.

Despite the busy and demanding field operations, the OPE continues to uphold excellence in office administration and human resource compliance. The office was recently recognized as the Most Improved Office, reflecting its commitment to meeting HR requirements, maintaining proper administrative processes, and ensuring that personnel-related matters are attended to even amid a hectic workload.

This demonstrates that public service extends beyond the field. While OPE personnel build, maintain, inspect, and respond on the ground, the administrative team works behind the scenes to keep the office organized, compliant, and fully operational.

Through sustained fieldwork and sound administration, the Provincial Government of Kalinga remains committed to reliable infrastructure, responsive governance, and efficient public service for every community.

The Office of the Provincial Engineer (OPE) honors Ma’am Luzviminda Pukin Balnao as she officially retires after 36 years of dedicated and invaluable service to the Provincial Government of Kalinga.

OPE personnel expressed heartfelt gratitude for the care, assistance, and support Ma’am Luz has given throughout her long and exemplary career.

In her message, Assistant Provincial Engineer Engr. Anna Andrada Bilowan described Ma’am Luz not just as a coworker, but as a mother figure to the OPE family—always ready with help, guidance, and kindness. Her steady presence, especially within the Maintenance Division, will be deeply missed.

Governor James Edduba, represented by Atty. 𝗣𝗿𝗶𝗲𝗹 𝗕𝗮𝗹𝗻𝗮𝗼, conveyed the Governor’s appreciation and presented a personal cash gift as a token of gratitude for Ma’am Luz’s years of faithful service.

The Provincial Government of Kalinga, led by Governor James Edduba, through the Office of the Provincial Engineer (OPE), is in full gear this month as engineers and personnel handle a demanding workload in preparation for major upcoming provincial infrastructure projects.

Despite the volume of work, ongoing projects remain in progress. Through the strategic management and direction of Assistant Provincial Engineer Engr. Anna Andrada Bilowan, OPE personnel are being maximized and strategically deployed to ensure that project implementation, monitoring, inspection, and other engineering-related activities continue without compromise.
Beyond the field, administrative work is likewise progressing with efficiency and discipline.

Communications, records, documentation, coordination, and other office requirements continue to be attended to—keeping the entire organization moving as one.
This sustained effort in both field operations and administration is reflected in the OPE’s recent recognition as the Most Improved Office—a recognition of the collective effort, improved systems, and continuing commitment of OPE personnel.

🌱 OPE PERSONNEL JOIN CIVIL SERVICE TREE-GROWING ACTIVITY

Personnel of the Office of the Provincial Engineer (OPE) actively participated in the Civil Service tree-growing activity, joining fellow government employees in an initiative that promotes environmental protection, sustainability, and community responsibility.

Beyond infrastructure development, public service also means taking part in efforts that help protect and strengthen the environment for future generations.
Through activities such as tree growing, OPE personnel contribute their time and effort toward building a greener, healthier, and more sustainable Kalinga.
