At the Annual Conference of the Federation of Canadian Municipalities, held under the theme Building the Future Together, Eric Rosand (Strong Cities Network), Kathy Valentino (Association of Manitoba Municipalities), and Ivan Normandeau (Association des municipalités bilingues du Manitoba) highlighted a major initiative in support of Manitoba communities.

They presented a toolkit for Manitoba municipalities aimed at combating anti-government hate and harassment, now available in both of Canada’s official languages, French and English.

Aligned with the conference’s theme, this initiative provides municipal leaders with a practical, accessible, and directly applicable tool to strengthen their response capacities and foster a climate of respect and trust.

This achievement demonstrates the impact of a strong, structured partnership between committed organizations, as well as their shared determination to support municipalities, strengthen democratic institutions, and promote social cohesion across the country.

We are proud to announce that the toolkit to address anti-government hate and harassment is now available in both official languages for Manitoba municipalities—thanks to a partnership with the Association of Manitoba Municipalities and the Strong Cities Network.

This practical resource provides concrete strategies and recommendations to support elected officials and municipal staff in responding to rising intimidation and hateful behaviour, while fostering safe, respectful, and inclusive environments.

Available in English and French, this toolkit strengthens accessibility, democratic participation, and civic engagement in the official language of choice, in alignment with the Municipal Maturity Model (3M).

Together, we are helping build stronger, more resilient communities across Manitoba.

Here in Manitoba, Canadian unity is something we live every day.

We are building a strong, forward-looking Manitoba by putting our bilingual advantage into action—a tangible strength that enriches our communities, fuels our economy, and shapes how we live.

Our bilingual municipalities are ready to deliver. They are vibrant places where people choose to live, invest, and put down roots.

Investing in our bilingual municipalities means investing in what makes us stronger: thriving regions, an exceptional quality of life, and a sustainable future.

Our municipalities fully embrace the vision of a truly bilingual Manitoba, where English and French both have a meaningful place in daily life, municipal services, and our institutions.

Because by leveraging our bilingual advantage, we are building—together—the Manitoba and Canada of tomorrow.

We had the opportunity to meet with Member of Parliament Ted Falk and the Village de/of St-Pierre-Jolys to discuss concrete issues shaping the future of Manitoba’s bilingual municipalities.

The conversation highlighted the strategic role these municipalities play in driving local economic growth. It also underscored the importance of strong coordination across all orders of government to maximize the impact of public investments and support initiatives that truly reflect on-the-ground realities.

Manitoba’s bilingual municipalities are powerful engines for regional development, creating environments that foster both economic and social participation for their residents.

The AMBM continues to advocate for stronger representation of bilingual municipalities at the federal level, while working to improve access to the programs and resources that help communities grow and thrive.

We thank Ted Falk for his openness to dialogue and his clear interest in the priorities of the rural bilingual communities he represents.
