On May 19, Anakbayan Victoria members attended and participated in a cultural during Danilo โ€˜Ka Daningโ€™ Ramosโ€™ public talk at the University of British Columbia. Last month, we held a discussion to collectively learn about what occurred in Toboso, Negros Occidental and a member shared her experience of attending a mobilization in South Seattle during Bonifacio Day where she met Kai Sorem.

It has been a month since the Armed Forces of the Philippines (AFP) conducted their brutal counterinsurgency operation in Toboso, Negros Occidental and displaced over 600+ residents and took the lives of 19 peopleโ€” 10 fighters from the New Peopleโ€™s Army (NPA) and 9 civilians. A month has passed yet the AFP and the Philippine government continue to deny justice to the families of Negros 19.

After hearing Ka Daningโ€” a Filipino peasant farmer and advocateโ€” share about the dire conditions of peasant farmers in the Philippine countryside, itโ€™s no wonder that Filipinos in the diaspora, like Kai and Lyle, are called to go back to our homelands and learn about their struggle firsthand. Filipino youth and their families shouldnโ€™t fear immersing into communities that the Philippine government has historically, and presently, neglect and suppress for standing up for their rights and livelihood.

But the reality is, even when we migrate, we have seen that Filipinos abroad face many hurdles such as low pay in relation to high cost of living, wage theft, harassment, labour trafficking, and most dire, the precarity of their migration status.

As the conditions in the Philippines and in the global stage continue to worsen, more and more of our kababayans will face hardships. So while we aim to support our communities with their material needs, we must also understand the root causes of our hardships.

JUSTICE FOR TOBOSO 19! END MILITARIZATION IN NEGROS NOW!

Anakbayan Victoria vehemently condemns the fascist display of violence by the Armed Forces of the Philippines (AFP) in the recent military strafing operations in Brgy. Salamanca, Toboso, Negros Occidental, resulting in the massacre of 19 individuals and the displacement of 650 residents in the area.

The AFP continues its pattern of evading accountability and deflect scrutiny. They do not acknowledge the civilian harms despite clear evidence of hundreds of civilians displaced and communities caught in the crossfire. They obscure the facts by framing the incident as a "conventional clash" and labeling all the victims as "NPA fighters". These include civilians, namely Alyssa Alano, RJ Ledesma, Maureen Santuyo, Errol Wendel, and Lyle Prijoles.

We call on human rights advocates in Canada and from the international community to join us in clamoring for justice for the victims of the Toboso massacre. The attacks against peasants and peasant advocates will not stop for as long as Negros remains militarized and genuine agrarian reform remains elusive.

The fight for justice cannot be removed from the struggle for land.

Migrante & Anakbayan Victoria stand in solidarity with the 40+ Temporary Foreign Workers (TFWs) facing potential loss of immigration status in Vancouver Island, specifically within the areas of Victoria and Parksville.

In a Patrol Abroad* news segment featuring Bayanihan Community Centre and its affiliate organizations, they share the current plight of around 27 Filipino TFWโ€™s based in Victoria who have lost or are about to lose their status due to their work permits expiring. Additionally, it was brought to our attention by a trusted community member in the area that around 20+ TFWโ€™s, both Filipino and non-Filipinos, based in Parksville, BC are also at-risk of losing their status. In both cases, the TFWโ€™s have either been denied permit renewal or have a hard time finding employers with a Labor Market Impact Assessment (LMIA). They are now facing the hard choice of being pushed to spend hundreds or thousands of dollarsโ€“ potentially dealing with exorbitant debtโ€“ to find a way to stay in Canada or go back to their home countries.

As Filipino migrants, going back to the Philippines shouldnโ€™t be a hard choice to make. Many of us feel homesick and have families, friends, and other loved ones we miss from our home provinces.

However, when basic living expenses such as food, housing, hydro, and transportation cost more than the average daily minimum wage (PHP503 / $11.73CAD)** across the country, then itโ€™s not surprising when Filipino migrants cringe at the thought of going back.

We also shouldnโ€™t forget the children of these TFWโ€™s. Migrant youth face another layer of precarity as they essentially lose their status as soon as they graduate high-school and are not eligible for an open work permit visa. Most are THEN forced to apply for a student visa and pay exorbitant international student fees that push their families further into a cycle of debt , exploitation, and poverty.

These cases should not be ignored or swept under the rug.

They are a clear symptom of the ongoing neglect of the Philippine government in providing livable wages and dignified livelihood for our families back in the Philippines. While they continue to use our tax-dollars to fund their expensive cars & international trips, the Filipino people are left to fend for themselves and suffer from lack of safe infrastructure and social services.

It also serves as clear evidence of the Canadian governmentโ€™s ongoing lack of care towards immigrants and only seeing migrant workers as disposable.

The International Labour Organization (ILO) reinforces that international labor standards apply to all workers, including undocumented migrants, and calls for fair treatment, social protection, and non-discrimination.

Countries that operate temporary labor migration programs are urged to reform or transition toward models that prioritize decent work, rights protection, and genuine development outcomes for both migrant and local workers.

In a 2025 Amnesty International report, Canadaโ€™s TFW program has been deemed as breeding ground for modern day slavery due to the conditions that temporary foreign workers experience.

We are bound to see an exodus of Filipino migrants losing their status and coming face-to-face with making difficult choices, and potentially getting taken advantage of by profit-hungry immigration consultancies as weโ€™ve seen with The Promised Land Consultancy case.

Itโ€™s important now more than ever to build trusted networks within our communities and to rely on each other for emotional and material support!

Itโ€™s very easy to lose hope and become disillusioned when facing intense adversity so As conditions worsen in โ€œVictoriaโ€ and other parts of Vancouver Island, let us remember that the power to fight for our rights and welfare comes with collective action!

Let us come together to fight for our rights and dignity as Filipino migrants and fight for a liberated and democratic Philippine society that our families can proudly come home to!
