Adventures in the Hammer — The FOI Mystery

Annie Caster and her friends have been hearing whispers about Report 18-068, a document about the groundwater and the spring that feeds the Ancaster Well.

Someone even called anonymously and warned that City Hall might be planning to sell the well lands. But rumours aren’t proof — the kids need facts.

So Annie introduces the group to something powerful: a Freedom of Information (FOI) request. It’s a law that lets ordinary people ask governments to release public documents.

They file their request and wait…

But behind closed doors, powerful people are already talking.
Developers don’t like questions.
Politicians don’t like inconvenient reports.

Soon the kids get the news: their FOI request has been denied.

Most people might give up.

But Annie, Stoney Creek, Hammy Ton, and Dunny Das aren’t most people.

Instead, they head back to the Ancaster Well, determined to keep digging for the truth — because sometimes the most important discoveries are the ones someone tried to hide.

Meet a man who has been around City Hall long enough to hear every whisper in the hallway…

Councillor KnowsTooMuch

No one knows exactly what he’s thinking.
No one knows exactly what he’s seen.

But somehow… he always seems to show up when important documents appear.

When Annie Caster and the gang discover a mysterious City Hall file labeled **Report 18-068, they suddenly find themselves face-to-face with the quietest councillor in Hamilton.

He doesn’t explain.
He doesn’t argue.

He simply looks at the report… takes it… and says:

“Hmmmmmm…”

Is he protecting the truth?
Or hiding it?

Probably not.

But when the kids ask for help saving the Ancaster Spring, Councillor UseLess always says the same thing:

While the kids of Adventures in the Hammer are trying to protect the Ancaster Wells and the valley, Councillor Kickback seems more interested in helping developers push forward a 75-townhouse project.

In our latest comic, Annie Caster, Dunny Das, Stoney Creek, and Hammy Ton overhear a shocking conversation at City Hall. Plans are being made to fence off the historic well so development can move ahead.

But the kids aren’t backing down.

This is just the beginning of the story.

Follow along as the mystery unfolds and the young defenders of the valley work to protect the places that make Hamilton special.

Annie Caster and Dunny Das Visit the Ancaster Wells 💧🧚‍♀️

On a sunny day in Ancaster, Annie Caster and her friend Dunny Das decided to meet for a hike at the Hermitage in the Hamilton Conservation Area. With their water bottles ready and smiles on their faces, they set off through the forest trails toward the historic Ancaster Wells.

When they arrived, they noticed something surprising — a fence around the well. The gate was open, but it was clear the special spring needed protection.

As they stepped closer, tiny fairies appeared inside the gate!

“Welcome,” the fairies whispered gently.

Annie and Dunny asked why the well was fenced and chained.

The fairies explained in soft, magical voices:

“This spring is very old and very special. The water comes from deep underground and has helped people for hundreds of years.

But sometimes big changes in the land can hurt the spring.

Annie and Dunny looked at each other and nodded.

Imagine an Ancaster that proudly celebrates its as living symbols of renewal, history, and shared responsibility. A place where clean water is not hidden behind fences, but honoured through stewardship, education, and respectful access. Where families, students, and visitors learn how groundwater connects the , the , and our daily lives — and where means with the community, not separating people from nature.

By protecting our Greenbelt and celebrating our springs, Ancaster can lead by example: showing that growth and protection are not opposites, and that long-term prosperity comes from valuing what is irreplaceable. 💧 What Doug Ford’s “fast-tracking” of water permits could mean for the Ancaster Well 💧

You may have seen news that the Ontario government is moving to fast-track water-taking permits. That sounds technical, but it has real implications for sensitive groundwater systems like the Ancaster Well.

Here’s the plain-language version:

➡️ Less environmental review
Under the proposed changes, companies renewing or transferring water-taking permits may no longer need full environmental studies or public review — even if local conditions have changed.

➡️ Fewer chances for community input
Municipalities, residents, and Indigenous communities could have less opportunity to comment or raise concerns about groundwater extraction in their own backyards.

➡️ Permits treated more like transferable assets
Water-taking permits could be passed to new owners without fresh scrutiny, making it harder to reassess impacts on already-stressed aquifers.

➡️ Outdated science, long-term risk
Aquifers aren’t static. Climate change, development, and cumulative withdrawals all matter. Fast-tracking renewals risks relying on old assumptions about water availability.

What this proposed amalgamation for Hamilton Conservation Authority really means:

👉 more oversight — and that’s a good thing.

For too long, the Hamilton Conservation Authority has felt more like an authority than a conservation steward.

We’ve watched decisions where:
• wells are chained up instead of remediated
• protection is avoided through declassification
• corporate risk management outweighs ecological responsibility
• community voices are treated as obstacles, not partners

That’s not conservation.
That’s administration.

Amalgamation with a larger regional body could mean:
✔️ broader accountability
✔️ shared decision-making
✔️ less insular, more transparent governance
✔️ a return to conservation in practice, not just in name

Oversight isn’t a threat to conservation —
it’s how conservation stays honest.

If conservation authorities are going to carry that title,
they should act like stewards of land and water —
not gatekeepers managing liability.

More eyes.
More balance.
More conservation.

If the Hamilton Conservation Authority were to amalgamate with Halton Region, this could be a huge win for conservation pass holders.

Think about it:
✔️ Access to Hamilton conservation areas
✔️ Access to Halton conservation areas
✔️ Membership in a larger, better-resourced system

That’s basically a 3-for-1 deal.

It could mean:
• less congestion at Hamilton-only sites
• more parks and trails to explore
• better value for families and pass holders
• smarter, regional conservation planning

Instead of lining up at one authority, we become part of a bigger conservation family — one that reflects how people actually move across the region.

🌱 Cooperation can be good for nature.
🌱 This idea deserves a serious look.
