Deaf Canadian Alvin Witcher Wins Prestigious International Award

Deaf Wireless Canada Consultative Committee (DWCC) applauds Alvin Witcher, owner of PAH Media, for winning the Best Feature Documentary award for “A Deaf Legacy in Ontario: Gary Malkowski” at the Clin d’Oeil Festival, the world’s largest international festival dedicated to sign language arts, celebrating Deaf culture and creativity. Ashley Kendall and Camilla Arnold of LumoTV presented the award to filmmaker Alvin Witcher, who was joined by Gary Malkowski on July 4, 2026, during the festival, held in Reims, France which attracted more than 25,000 attendees.
Jeffrey Beatty, chairperson of DWCC, stated, “Alvin’s success demonstrates the creative excellence, cultural leadership, and international potential of Deaf-led Canadian productions.” DWCC highlighted the importance of ensuring greater recognition for Deaf-led productions and sustained support for ASL and LSQ in Canada through its participation in BNC CRTC 2024-288 and BNC CRTC 2025-2 proceedings last year. This regulatory work reflects a path forward to building a more accessible and inclusive Canadian broadcasting system for Deaf, DeafBlind, and Hard of Hearing Canadians, aligning with the principles of the Accessible Canada Act.
International recognition needs to be a reflection of opportunity and access, not the result of individual creators having to overcome systemic barriers that an inclusive broadcasting system should address. Countries such as the United Kingdom, through LumoTV, and Norway, through Døves Media, have demonstrated how sustained investment in Deaf-led and sign language media strengthens accessibility, representation, and cultural expression. Canada needs to build on these models by advancing DWCC’s four recommendations for an accessible Canadian broadcasting system, summarized in the accompanying infographic.
DWCC is proud to see Alvin’s work and Canadian Deaf stories recognized on the world stage. Alvin’s film will have its Canadian premiere on September 19, 2026, at 6:30 p.m. at the University of Toronto’s Innis Town Hall in Toronto, Ontario. Audiences are invited to attend the Canadian premiere and celebrate a milestone for Deaf-led Canadian storytelling and representation.
