Why have we neglected enforcement for all these years? Programs are expanded, penalties are increased, but staffing and resource fail to follow.

In April of 2025, the director of enforcement - Higgs told council that 68% of all bylaw complaints are related to illegal parking and 50% of those calls are NOT responded to, because of a lack of resources.
