The Joint Admissions and Matriculation Board, JAMB, has suspended the use of National Identification Number, NIN, as a requirement for registration in the 2020 Unified Tertiary Matriculation Examination, UTME.

The suspension also affected the JAMB’s Direct Entry Registration for the year.

But the board which announced the suspension of NIN at press conference, held at its head office, at Bwari, Abuja, said NIN would be a necessary requirement in the 2021 UTME and Direct Entry registrations.

JAMB’s Registrar, Prof. Is-haq Oloyede, who broke the news at the press conference, attributed the action to what he called “technical reasons.”

The press conference was attended by top management staff of the National Identification Management Commission, NIMC, led by its Director-General, Aziz Aliyu.

Oloyode, citing ongoing difficulties being faced by candidates in the NIN registration, insisted that the NIN requirement as a precondition for the UTME and Direct Entry registrations had been set aside.

He said: “You would recall that in compliance with statutory provisions, we commenced the registration of making NIN a prerequisite for registration for 2020 UTME.

“This decision was based on law and on directive but more importantly, on the fact that it was the right way to go.”

According to him,”, All nations of the world go that way, we have no option, we cannot be an island on our own.”

Oloyede, who said the exercise “has been very productive”, explained that,” We got to a point yesterday (Friday), that knowing fully well that the registration for 2020, both UTME and Direct Entry will start on Monday, the 13th and will go on till 17th of February which is five weeks.

A policeman on duty attached to one of the new generation bank located in Ekeki suburbs of Yenagoa the Bayelsa State capital on Monday evening allegedly shot dead a bus driver of one of the popular transport companies, a serving Corps member, and one passenger.

The deceased were shot at close range, while the police officer is on the run.

It was gathered that the driver of the fourteen seater bus who was conveying passengers returning from the Yuletide celebrations was allegedly trying to disembark passengers close to the bank premises and a minor disagreement ensued before the policeman who is on the run opened fire on the occupants killing the driver and two other passengers including a serving corp member on the spot.

Following the shootings, pandemonium broke out as angry residents went on rampage destroying the Automated Teller Machine, ATM, stand of the bank sited close to the road.

Meanwhile, three police vans and mobile policemen have been drafted to the scene of the incident located close to the Central Motor Park, in Ekeki, the state capital.

When contacted the spokesman of the Bayelsa State Police Command, ASP Asinim Butswat, said he was trying to get confirmation from the Divisional Police Officer, DPO, of Ekeki Police Division as at the time of filing this report.

ELECTRICITY tariff is going up across the country, and this is official. The 11 electricity distribution companies (DisCos) have the mandate of the Nigerian Electricity Regulatory Commission (NERC) to effect the tariff increase from April. These are: Abuja Electricity Distribution Company, Benin Electricity Distribution Company, Enugu Electricity Distribution Company, Eko Electricity Distribution Company, Ibadan Electricity Distribution Company, Ikeja Electricity Distribution Company, Jos Electricity Distribution Company, Kaduna Electricity Distribution Company, Kano Electricity Distribution Company, Port Harcourt Electricity Distribution Company and Yola Electricity Distribution Company.
Consequent upon the NERC directive, Abuja Electricity Distribution Company (AEDC) residential customers R3 will now pay N47.09 per unit as against the current N27.20, while Ikeja Electricity Distribution Company (IKEDC) customers in R3 category will pay N36.92 per unit instead of N26.50. Commercial customers C3 category will start paying N38.14 per unit instead of N24.63 and industrial customers of the IKEDC D3 category who are currently paying N25.82 per unit will henceforth pay N35.85 per unit.
Enugu Electricity Distribution Company residential (R3) customers who currently pay N27.11 per unit will start paying N48.12 per unit. NERC said the order was pursuant to Section 32 and 76 of the Electric Power Sector Reform Act aimed at providing a cost reflective tariffs that ensures prices charged by licensees are fair to consumers.
The commission also directed the DisCos to complete settlement of market invoices. “All DisCos are obligated to settle their market invoices in full as adjusted and netted off by the applicable tariff shortfall,” NERC said, adding: “In the determination for compliance to the minimum remittance threshold in this Order, the commission shall consider verified receivables from MDAs for the settlement period and DisCos’ historical collection efficiency for MDAs.

Power distribution companies have till December 7 to submit their written responses providing reasons why their licences should not be cancelled , the Nigerian Electricity Regulatory Commission declared on Tuesday.
In an updated document on the notice of hearing on the petitions by Discos on the Minor Review and Minimum Remittance Order dated November 5, 2019 , and obtained from the commission in Abuja, the power sector regulator also outlined additional expectations from the Discos.
The commission had issued a cancellation notice to eight power distribution companies in October this year and mandated them to respond within 60 days, otherwise their licences would be cancelled .
It named the eight firms as Abuja, Benin , Enugu , Ikeja , Kaduna , Kano, Port Harcourt and Yola Discos.
The Discos, according to the NERC , breached the terms and conditions of their respective distribution licences based on the provisions of Electric Power Sector Reform Act and the 2016 – 2018 Minor Review of Multi Year Tariff Order and Minimum Remittance Order for the Year .
“ The cancellation notice remains extant and the eight Discos are still required to show cause in writing within 60 days from the date of receipt thereof as to why their licences should not be cancelled in accordance with section 74 of EPSRA,” the commission stated.
It noted that the eight recipients of the cancellation notice who filed petitions against the Minor Review and Minimum Remittance Order had acknowledged that their petitions did not constitute their written response to the cancellation notice .
The regulator added , “The deadline for the submission of written response showing cause against the cancellation notice by the eight Discos is December 7, 2019 . ”
On other demands from the Discos, the commission said it expected the eight power firms to address the issue of “ optimal utilisation of resources” and “efficient operation ” imposed by sections 32 and 76 of EPSRA, respectively , in their written respons

…‘My colleagues said they would only do what Oshiomhole wanted’
Rt. Hon Frank Okiye, the Speaker of the Edo State House of Assembly speaks on the crisis in the state legislature, the threat of take over by the Senate and the role of the All Progressives Congress (APC) National Chairman, Comrade Adams Oshiomhole in the crisis, among others.

You’re the speaker of a house that is the source of controversy now. How did the problem in Edo State Assembly start? Let’s have the details from you.
Before the elections, the 24 APC lawmakers who were candidates as at then were already interacting and some of them even as candidates were already seeing me as their possible speaker because of the way I emerged as candidate. So, the relationship was cordial as candidates then and even when we won the elections.
So, going into the election that took place on March 9, we all did campaigns together and we congratulated ourselves upon our victory. In fact, when all the 24 were declared winners, they started calling me their speaker, even before we got sworn in. About eight of them gathered and met with me, two of them were even negotiating what offices they could hold and what committee they could be assigned. Everything was going on smoothly within our fold until the body, Edo Peoples Movement, emerged and then trouble started.
What did the Edo Peoples Movement do?
I just noticed that these same persons that we were speaking cordially as brothers and soon-to-be colleagues started foot-dragging and some were not even answering my calls any longer, then I knew that there was a problem. At the end of the day, everything snowballed into whether the lawmaker-elects were willing to be inaugurated. They now started saying that they were waiting for the green light from Oshiomhole and his stance on the house leadership; that if he asked them to vote otherwise, they would do so, but if he asked them not to vote otherwise then I could be sure of their votes. That was how the whole problem started with the horsetrading and lobbying.

What was the position of the Edo state chapter of the APC when the horsetrading commenced since all 24 are from the same party?
The party actually stood up to be counted and one must commend the effort of the party in the state. The party made its stance known as to the sharing of offices for the Assembly based on the principle of equity to ensure that no zone or constituency in the state was left out. They carried everyone along including those who refused to come for their inauguration. That was why its irritating and unfair when people said Governor Obaseki was the one who handpicked principal members of the house. In fairness to him, he was not involved in the process. It was the party that devised the framework on the emergence of the leadership of the House based on the principle of equal representation. Go and check it, the constituted leadership in the house is balanced and every constituency has something to show. The party actually came out clearly with its stand as to who are the people that should occupy each of the offices and our names were declared in the presence of stakeholders of the party, all 24 members-elect were present at the meeting.
Why didn’t they align with the decision of the party?
They were saying all sorts of things and it was at that point we started having all the problems that we are now having. They said Comrade Oshiomhole, the National Chairman of our party, must tell them this and tell them that. They said he was the only one that could talk to them and eventually they told me that Comrade had ordered that they should go the other way. Later, they came and said they wanted money. I told them that I had not been inaugurated and they could not be making a demand for money. They said no, that they knew that Governor Obaseki wouldn’t give them money because some of them knew the governor very well and that if he didn’t give them money at that time, he would not give them again. They also said that they figured the governor was in support of my candidacy and they would not agree because they didn’t want anyone who had the support of the governor as the speaker. So, until the party met with us and rolled out the list of the people they wanted in the office, we all thought it would be easy and over.

The truth is that the Edo State Assembly and my office as the speaker are not the real targets of this crisis. In fact, I can’t find myself anywhere in the whole scheme. The plot is actually aimed at Governor Obaseki and stopping him from getting a return ticket as governor next year. Comrade Oshiomhole is actually after Obaseki, the state Assembly was only a smokescreen to his plans. The idea now is to take over the house, destabilize the state and possibly impeach the governor. The Edo Peoples Movement that originated this crisis have boasted that they will ensure that the governor does not come back for a second tenure. But I said to people that that is not the decision for them to make for our state. We don’t know what Oshiomhole wants. Oshiomhole is the one behind Edo Assembly crisis and he is simply after Obaseki. However, the door is open for the remaining lawmaker-elect, they should come to the Assembly, complete and regularize their documentation and they will be sworn in.
What is the way out of the crisis?
I guess a political solution to the matter is getting foreclosed by the day and the courts may have to be the solution provider now. The National Assembly should know that the lawmakers that they are purportedly fighting for are already in the court of law. The senate cannot be seen to be going against its own rule of interfering in any matter that is already before the court. They should not allow themselves to be tossed around.
We are a law-abiding people and we are waiting for the verdict of the court on this issue. The National Assembly must take note that they are to act as agents of peace and not merchants of crisis. Edo State has always been peaceful and any attempt for them to carry out this order will certainly disrupt the peace that is currently being enjoyed in the state. The section of the constitution which empowered National Assembly to take over the functions of a State House of Assembly is clearly and unambiguously stated in sections 11(4) and 11(5) of the Constitution.
These conditions do not apply here in Edo Assembly as the House has been performing legislative businesses in a peaceful atmosphere with me presiding as the Speaker. Since inauguration, the House has adopted the business calendar, constituted statutory committees, cleared commissioners and passed several resolutions. This is why I advised my colleagues who have refused to be inaugurated to present themselves for documentation and inauguration in other for them to give quality representation to the people who elected them.

The Peoples Democratic Party in Edo State is set to intervene in the disagreement between the state governor , Godwin Obaseki and his godfather, Adams Oshiomhole, the national chairman of the All Progressives Congress .
Sunday PUNCH exclusively gathered from the Publicity Secretary of the PDP in the state , Mr. Chris Nehiare , that the party could no longer regard the issue as a family affair. He said the PDP was willing to set aside its opposition role and serve as an arbiter in the crisis ‘ to save Edo people from further disgrace. ’
“ It has passed beyond a family affair . I think I can use this opportunity to say that Edo PDP is prepared to act as arbiter to resolve this issue between Adams Oshiomhole and the governor . We will give them a time and a place where three or four members of our party with four or five members from either camp will sit down and resolve this crisis. There is no need to go into any private discussion. We need to do this because of our children. We are prepared to act as arbitrator in this matter so that the imminent danger of not resolving the House of Assembly crisis will be aborted. We are prepared as a political party and citizens of Edo State to sit down and talk to these people or their representatives ; we will give them the road map to peace for the benefit of Edo State, ” he said.
He said the PDP was convinced that peace was possible if everybody was sincere , adding that sincerity would open the way for a truthful resolution of the crisis .
Nehiare said, “ There is no need for us to say we don ’t know what is right in this crisis. We are going to ask them to do what is right and what is right in this crisis is that they put Edo people above their personal interest. I think Edo people should be uppermost in their thinking. When all parties think along that line , everything will be fine .”
He further said even though the PDP as an opposition party was disappointed about the matter , it was also being careful not to be seen as ‘taking sides with the children of same father and mother .’

The organisers of the # RevolutionNow protest has said it will not be deterred by the arrest of its leader and presidential candidate of the African Action Congress, Mr Omoyele Sowore.
One of the organisers , who is the General Secretary , United Action for Democracy and member of the Socialist Workers and Youth League , Mr Kunle Ajayi , vowed to go on with the mass action .
“ : They think they can stop an idea whose time has come . You have plenty to arrest . We will show you all that our generation cannot continue with your state madness. We will hand over a better world to our children. The time to act is now!!!” Ajayi said via his Twitter handle , @ AjayiWizeman on Saturday.
Ajayi’ s post was accompanied with a picture showing five members of the protest group holding a banner with the inscription , “ # RevolutionNow. Time to act is now!”
“ This arrest is not surprising to us. We know that the Presidency has tried everything in their powers to discredit and dampen our struggle ,” he said.
Ajayi earlier in a statement on Saturday spoke on behalf of the Lagos chapter of the AAC , calling for more mobilisation in defiance to the government.
He said, “The Lagos branch of the African Action Congress condemns Sowore’ s arrest and (President Muhammadu ) Buhari ’ s stubborn and cruel antidemocratic credentials.
“ We believe that the # RevolutionNow will outlive all forces of repression , particularly the Buhari Presidency .
“ We call on the Coalition for Revolution and other organisers to continue with the mobilisation . A failed government cannot use force to make the mass of people to accept its failure .”
Another group, the Coalition in Defence of Nigerian Democracy and Constitution, vowed that the mass action planned to commence on Monday would go on as planned despite Sowore’ s arrest .
In a report by Sahara Reporters, the group’ s convener , Mr Ariyo- Dare Atoye , described the protests as civil advocacy and democratic action convened to challenge “ the ravenous revolution of the ruling elite that have for decades put our nation and the common man in bo***ge. ”
Atoye said, “ We make bold to say that since General Buhari in opposition fully exercised his rights to criticise previous governments and lead a protest in the country , his government cannot under any pretension stop us from holding his administration to account for bad governance . This is just the beginning. ”
How Sahara Reporters ’ publisher was arrested at 1am
Sowore, who is the leader of the # RevolutionNow movement, had declared August 5 as the commencement of a revolutionary protest tagged , “Days of Rage ,” across the country to demand a better Nigeria.
He said the protest would be sustained until the country was put on the right path, saying the government’ s action in the 2019 general elections propelled the protest.
He complained there was no level playing field in the elections and said for the country to have free and fair elections in the future , there must be a showdown and people must define who should be their electoral officers.
“ The revolution has, therefore, become inevitable. We didn ’t choose to go for revolution , they chose it by ensuring that there was no level playing field in the last elections.
“ As you know , they did it in Sudan and it was started by some women . They were making fun of them, but they did not stop until doctors joined them , the labour union joined them and what started with five people became 5, 000 and 500 ,000 and became five million and the regime fell ,” he said.
However , two days to the planned protest, early on Saturday morning , Sowore was arrested by operatives of the Department of State Services.
According to Sahara Reporters, its publisher’ s residence was invaded between 1 .15 am and 1.25 am .
An associate of the activist said the knocks on Sowore ’s apartment door woke them up and alerted them to the presence of “heavily armed” DSS men.
The operatives, numbering eight, were said to have cordoned off the building and arrested the activist after a slight altercation in the gym .
He was then reportedly driven towards the CMD Road at Shangisha , Ketu , Lagos which was his last known location .
He has since been kept incommunicado .
Pressure groups, Amnesty , CSOs demand release
Meanwhile , Sowore’ s arrest has sparked widespread condemnation across the country as various pressure groups have demand his release .

Among those who condemned the DSS ’ arrest of the activist were the Peoples Democratic Party , Middle Belt Forum and the Trade Union Congress.
According to them , protests are an integral part of democracy.
The PDP said it would be wrong for the Federal Government and the security agencies to silence actions considered unfavourable to its policies .
The main opposition party said the government should allow Nigerians to express their grievances through protests , adding that doing so would help deepen the country ’s democracy.
The National Chairman of the PDP, Prince Uche Secondus , said, “ Protests everywhere in the world is normal. In fact , a protest is party of democracy. You cannot shut out the opposition from embarking on a peaceful protest and they also do not need any police permit to do that .
“ Recall that President Muhammadu Buhari once led some key members of this government to protest in Abuja. They went from street to street to register their grievances and nothing happened. The then government even gave them police protection. ’’
Rather than tagging the planned protests as “ treasonable felony” , Secondus said the police should give the organisers protection and make sure the agitation “ is not hijacked by hoodlums” .
Condemning Sowore’s arrest , the South - West chapter of the party described it as evidence of the alleged tyrannical tendency of the Buhari administration.
A statement by its Publicity Secretary , Ayo Fadaka, alleged that the arrest was the first in a series of arrests the government planned to carry out in the days to come .
A legitimate govt should not fear peaceful protests – MBF, others
Like the PDP, the Middle Belt Forum knocked the Federal Government for opposing the planned protests , saying a legitimate government would not consider peaceful protests as terrorism or treason.
MBF President , Dr Bitrus Pogu , stated , “ When a government starts opposing protests , it means the government is unstable , it feels threatened and that its legitimacy is in question . A legitimate government would not consider peaceful protests as terrorism .”
Similarly, the National Secretary , Pan- Niger Delta Forum , Dr Alfred Mulade , pointed out that the intimidation of the organisers of protests was unnecessary, describing the theme of the protests as “ a matter of semantics” .
“ I don ’t think anybody has the capacity to carry out a revolution , ” he said.
The Third Force Movement of Nigeria under the umbrella of the Nigeria Intervention Movement also described a peaceful protest as a constitutional right of all citizens .
The group said this in a statement on Saturday by its National Publicity Secretary , Olusegun Obe .
It said it was illegal to criminalise or victimise any citizen for openly opposing government’ s policies .
Also , the President , National Council of Tiv Youths , Dr John Akperashi, said, “ We are in a civil Republic with guaranteed human rights . Nigerian citizens have a right to stage a solidarity march for what they are in support of. ”
The African Democratic Congress also said there was nothing wrong with peaceful protests , adding that the situation of Nigeria was not palatable.
Spokesperson for the ADC , Mrs Yemi Kolapo , however added that embarking on a protest of ‘revolution ’ would not be acceptable by the government.
Executive Director , The Cece Yara Foundation, Grace Ketefe , said, “ Nigerians have the right to protest, it is a constitutional right , it is called right to peaceful assembly under the 1999 Constitution. The police cannot outlaw it .
The Chairman , Committee for the Defence of Human Rights , Lagos State Branch , Mr Alex Omotohinse , said in a statement on Saturday that Sowore was arrested at his Lagos residence at about 1 .25 am by the DSS and taken to an unknown destination .
Omotohinse called for the immediate and unconditional release of Sowore, who is also the founder of Sahara Reporters , an online media platform .
Amnesty International also asked the Federal Government to immediately charge the publisher of Sahara Reporters, Omoyele Sowore, or release him.
The rights group made its opinion known in a series of tweets on Saturday .
The tweet read, “ AI is concerned about the arrest of Omoyele Sowore by the DSS operatives . We urge the authorities to respect his rights and follow due process. If not charged for any offence , he should be released immediately . ”
The Transition Monitoring Group also faulted the ban on protests by the police.
The Chairperson of TMG , Dr . Abiola Afolabi , said the Inspector - General of Police should be ready for more protests .
Human rights lawyer, Mr. Femi Falana (SAN) , on Saturday , condemned the ban of the protests planned by some Nigerians to take place on Monday.
Falana said the announcement by the Force Headquarters dubbing the planned protest as an act that could constitute treasonable felony gave the impression that the President Muhammadu Buhari administration was bent on crushing every critic of the government as terrorists .
He said the government had done this by designating the Indigenous People of Biafra , and recently the Islamic People of Nigeria (Shiites), as terrorist organisations .
He maintained that no law in Nigeria gives room to charge “placard - carrying protesters ” with treasonable felony as threatened by the police .
IGP calls revolution treasonable felony
The police had warned against the planned nationwide protests , which they described as treasonable.
The force stated that the protests were meant to incite Nigerians against the Federal Government “ with the sole aim of forcing a regime change in the country ” .
Force spokesman , Frank Mba, in a statement on Saturday , cited a video circulating on social media asking Nigerians to join the planned protests .
It said, “ The force wishes to state unequivocally that the call amounts to a treasonable felony and act of terrorism and will therefore not stand idly by and watch any individual or a group in society cause anarchy in the land. ”
