SPFMS Launches TOT on Delegation of Financial Powers 2026
The Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS) launched a Training of Trainers (ToT) program on 31 March 2026 on the use of the Delegation of Financial Powers 2026, aiming to strengthen public financial management and enhance accountability in government spending.
The program will be conducted in 27 batches, covering relevant officials from various ministries, divisions, and departments. The training will take place from 31 March to 10 May at the SPFMS Training Center, IEB Bhaban, Dhaka.
Speaking at the inaugural session as the Chief Guest, Dr. Ziaul Abedin, Additional Secretary (Budget-1) and National Program Director of SPFMS, Finance Division highlighted the importance of clearly defined financial authority in ensuring efficient budget ex*****on and fiscal discipline.
The event was chaired by Mohammad Azad Chhallal, Additional Secretary (Expenditure Management-1), Finance Division while Sahana, Joint Secretary, Finance Division attended as special guest. Earlier, Kawsar Nasrin, Joint Secretary of the Expenditure Management Wing, delivered the welcome remarks, outlining the objectives of the training.
According to the program schedule , the first day featured four technical sessions covering operational and development aspects of the Delegation of Financial Powers 2026. Sessions also addressed its application in public corporations, autonomous bodies, government-owned or joint ventures, and PPP Technical Assistance Fund expenditures.
The sessions were conducted by senior officials of the Finance Division, including Joint Secretary Kawsar Nasrin and Deputy Secretary Mohammad Shawkat Ullah, who provided detailed guidance on practical implementation challenges and accountability mechanisms.
An interactive discussion and evaluation session was held in the afternoon, allowing participants to share field-level experiences and identify common bottlenecks in financial decision-making.
Officials said the ToT is designed to create a pool of skilled trainers who will subsequently train officers across ministries and divisions, ensuring uniform understanding and application of the updated financial delegation framework.
The initiative is expected to enhance transparency, streamline expenditure processes, and strengthen institutional accountability within the public financial management system, in line with the government’s broader reform agenda.

SPFMS Holds Consultations to Finalize Non-Tax Revenue Policy
Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS) has organized a series of stakeholder consultation workshops to finalize the draft Non-Tax Revenue (NTR) Policy 2026, aiming to strengthen Bangladesh’s domestic revenue system and reduce reliance on tax income.
The consultations were held on 8. 10. 11 and 12 March, 2026 at the conference room of the Finance Division at Bangladesh Secretariat. Officials from different ministries, divisions and government agencies took part in the day-long sessions. The workshops were arranged under the scheme on Strengthening the Capacity of Treasury and Debt Management Wing of Finance Division under SPFMS program.
Addressing the inaugural session of the second day on March 10, Dr. Md. Khairuzzaman Mozumder, Secretary, Finance Division said Bangladesh has achieved notable economic progress over the past decades, but sustaining development requires stronger revenue management.
“One of the biggest challenges we face is the growing demand for revenue to finance development activities,” he said, adding that stronger institutional capacity, effective policies and improved coordination among government agencies are essential to meet that demand.
He stressed that reforms in non-tax revenue collection, administrative efficiency and policy coordination are important for strengthening the country’s fiscal management system.
Chairing the session, Hasan Khaled Foisal, Additional Secretary, Treasury & Debt Management and Macroeconomics Wing, Finance Division, highlighted the strategic importance of non-tax revenue in ensuring fiscal stability.
He noted that Bangladesh’s revenue system is still heavily dependent on tax collection, particularly from the National Board of Revenue (NBR), while non-tax revenue contributes only a small share to the overall revenue structure.
According to him, properly structured service fees, charges and payments for public services could become a stable and reliable source of government income.
Speaking as the special guest, Dr. Ziaul Abedin, Additional Secretary (Budget-1) and National Program Director, SPFMS, underscored the need to simplify and formalize the existing draft NTR policy. He urged the need for finalizing the draft policy by March 2026 for ensuring budget support from IMF.
He said the government has formed two committees to support the reform process: a Rationalization Committee headed by the Finance Secretary and an NTR Revision Committee, which will review existing fees and charges and recommend necessary revisions.
Participants were asked to review the draft policy and submit written feedback to help finalize the policy.
The proposed policy highlights the growing importance of diversifying Bangladesh’s domestic resource mobilization beyond traditional tax sources. Non-tax revenue, such as service fees, dividends from state-owned enterprises, royalties, rents, tolls, administrative charges and non-NBR tax, has the potential to strengthen the government’s revenue base and improve fiscal sustainability.
Although its current contribution to the national budget remains limited, the draft policy suggests that rationalized fee structures, improved financial management and stronger monitoring systems could significantly enhance NTR collection.
The policy also emphasizes the use of digital systems, integrated databases and data analytics to improve transparency and reduce revenue leakage.
It further proposes environmentally sensitive revenue instruments, including pollution fees and carbon-related charges, alongside stronger dividend policies for state-owned enterprises.
The initiative would help expand fiscal space, reduce dependence on external borrowing and support Bangladesh’s long-term economic resilience.

Finance Division Officials Trained on Project Management Using MRT Case Study
Dhaka, February 3, 2026: A two-day training program on Project Management for officials of the Finance Division concluded on Monday, focusing on practical challenges and lessons drawn from the Dhaka Mass Rapid Transit Development Project.
The training was organized by the Scheme on PFM Reforms Leadership, Coordination and Monitoring under the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS), Finance Division. The program was held at the conference room of the Finance Division in Dhaka.
Additional Secretary (Admin, Planning & TDM) Munshi Abdul Ahad inaugurated the training on 2 February 2025 as the chief guest. Additional Secretary (Admin & Coordination Wing) Ferdous Rowshan Ara and Additional Secretary (Macroeconomics-1) Hasan Khaled Foisal attended the session as special guests, while Additional Secretary (Budget-1) and National Project Director of SPFMS Dr. Ziaul Abedin chaired the opening ceremony.
The technical sessions of the training covered key aspects of project formulation and implementation using MRT Line-6 and MRT Line-1 as case studies. Muhammad Shahjahan, Additional Project Director (Civil) of MRT Line-6, conducted sessions on project background and objectives, feasibility studies, development project proposals (DPP/TAPP), and implementation challenges. Sessions on project appraisal, cost-benefit analysis, financing arrangements, and financial challenges were facilitated by Md Abdul Baten Fakir, Deputy Project Director (Finance & Accounts), MRT Line-6.
On the second day, Mohammad Momenul Islam Mridha, Deputy Project Director (Depot-Civil) of MRT Line-1, discussed project activities, project areas, and contract management. Additional Project Director (Underground) of MRT Line-1, Mohammad Moniruzzaman, led sessions on environmental impact analysis, utility relocation, bill of quantities, procurement processes, interim payment applications, and contract variations.
The program concluded with an interactive session where participants shared reflections and engaged in discussions on applying project management tools within public sector projects. Officials said the training aimed to strengthen practical understanding of large infrastructure project management in support of ongoing public financial management reforms.

SPFMS Concludes Second Batch of Project Management Training
Dhaka, Jan 29: The SPFMS Program on Wednesday concluded the second batch of a five-day training program on Project Management, aimed at strengthening leadership, coordination, and monitoring capacity in support of Bangladesh’s public financial management (PFM) reform agenda.
The training, held from January 25 to 29, 2026 at the SPFMS Program Office in Dhaka, was organized under the Scheme on PFM Reforms Leadership, Coordination and Monitoring of the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS). A total of 30 officials from different SPFMS schemes participated in the second batch.
Earlier, the first batch of the Project Management Training was conducted from January 4 to 8, 2026, with the participation of 30 officials from the Finance Division.
Additional Secretary (Admin, Planning & TDM) Munshi Abdul Ahad attended the closing ceremony of the second batch as the chief guest. Addressing the participants, he said project management training is critical for Finance Division officials, who are involved in various stages of project planning, approval, and implementation across the government. He described the initiative as timely and stressed the need for more such training program, including overseas exposure where possible.
Dr Ziaul Abedin, Additional Secretary and National Program Director of SPFMS, presided over the session. He underscored the importance of contract and project management skills, noting that Finance Division officials increasingly represent the government in boards and committees of ministries and divisions. “A clear understanding of project design and implementation is essential for effective decision-making,” he said.
Joint Secretary (Budget-2) Md. Nazrul Islam and Joint Secretary (Budget-1) Muhammad Faruq-Uz-Zaman attended the event as special guests. Md Nazrul Islam said project activities are a key driver of national development and are inherently output-based. He expressed hope that the training would translate into improved performance in participants’ professional responsibilities. Muhammad Faruq-Uz-Zaman highlighted that sound project design is a prerequisite for successful implementation and that efficient project management can help reduce fiscal pressure.
The five-day training was designed to build participants’ practical and analytical skills across the entire project lifecycle, from identification and design to implementation, monitoring, completion, and post-project evaluation. The curriculum combined core public investment management concepts with hands-on learning drawn from real-world infrastructure projects, particularly the Matarbari 2×600 MW Ultra Super Critical Power Plant.
Sessions covered project identification, stakeholder consultation, feasibility analysis, cost–benefit assessment, preparation and revision of Development Project Proposals (DPPs) and Technical Assistance Project Proposals (TAPPs), project financing, procurement, and inter-agency coordination. The training also addressed fiscal risk management, progress tracking, and post-project evaluation, reinforcing the importance of timely delivery and value for money in public investment.
The program concluded with participant reflections and expert reviews, linking enhanced project management competencies with the broader objectives of PFM reforms under SPFMS.

SPFMS Holds 10-Day Office Management Training for Finance Division Officials
Dhaka, January 11, 2026: A 10-day training program on Office Management for Finance Division officials concluded on Sunday, aiming to enhance administrative efficiency, ensure compliance with government regulations, and strengthen digital competence among public servants.
The training, which began on December 28, 2025, was organized under the scheme on Improvement of Fiscal Forecasting Through Development of Macroeconometric Model of the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS), under the Finance Division.
The closing ceremony was attended by Munshi Abdul Ahad, Additional Secretary (Admin, Planning & TDM), as the chief guest. Anarul Kabir, Joint Secretary of the Fiscal Policy Branch, attended as the special guest, while Hasan Khaled Foisal, Additional Secretary (Macroeconomics-1), presided over the session. Dr Md Rashedur Rahman Sardar, Deputy Secretary of the Macroeconomics Policy Analysis and Forecasting Branch delivered the welcome address. Certificates were distributed among the participants at the event.
A total of 42 officials from the Finance Division took part in the program, which covered a wide range of topics related to office administration, regulatory compliance, and digital operations.
Key areas of the training included the Secretariat Instructions 2024, record management, official correspondence, digital file management, and public service regulations. On the opening day, participants were introduced to core provisions of the Secretariat Instructions, focusing on record keeping, letter receipt and issuance, diary maintenance, and acknowledgment procedures.
Subsequent sessions emphasized digital file structuring, indexing, and file code analysis, highlighting the importance of systematic documentation in modern public offices.
The program also featured in-depth discussions on the Government Service Act 2018, Government Servants (Discipline and Appeal) Rules 2018, Conduct Rules 1979, Bangladesh Service Rules, and Regular Attendance Rules 2019. These sessions aimed to strengthen participants’ understanding of ethical conduct, discipline, and professional responsibilities.
In addition, the training placed strong emphasis on digital skills development. Dedicated sessions on MS Word, MS Excel, and MS PowerPoint were conducted to improve participants’ capacity to prepare official documents, reports, data sheets, and professional presentations. Modules included letter drafting, formatting, templates, mail merge, document protection, data analysis, chart preparation, and basic financial modelling.
Other components of the program included training on D-Nothi, meeting preparation, minute writing, office etiquette, dress code, and introductory macroeconomic concepts. Senior officials of the Finance Division facilitated the sessions.
Officials said the initiative reflects the government’s commitment to building a skilled, disciplined, and digitally empowered civil service, which is expected to contribute to improved service delivery and greater transparency in public financial management.

Dhaka, January 10, 2026: The scheme on Strengthening the Capacity of the Treasury and Debt Management Wing of the Finance Division under the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS) has launched a specialized training on Oracle Database Performance Management for the National Savings Directorate (NSD) system, aiming to enhance the technical capacity of government IT professionals and ensure smoother, faster, and more secure digital public services.
The inaugural session of the training was held on January 10 at the SPFMS Conference Room, IEB Bhaban, Ramna. Dr. Ziaul Abedin, Additional Secretary (Budget-1) and National Program Director of SPFMS, attended the event as the Chief Guest. The session was chaired by Mohd Rashedul Amin, Joint Secretary, Wing Chief (TDM). Md Firoz Khan, Program Executive and Coordinator, SPFMS moderated the program.
The training focuses on improving database efficiency, system stability, and performance optimization for critical financial systems used by the government.
According to the training schedule, the three-day program is designed with a strong hands-on approach. On the first day, participants are introduced to Oracle performance tuning methodologies, wait event analysis, and diagnostic tools such as AWR, ASH, and ADDM. Practical lab sessions guide them through analyzing system bottlenecks, identifying resource-intensive SQL, and interpreting performance reports
The second day emphasizes SQL and memory tuning, covering ex*****on plans, indexing strategies, SQL Tuning Advisor, SQL Plan Baselines, and SGA and PGA optimization techniques. Participants also work on real-life scenarios to improve query ex*****on and memory utilization
On the final day, the focus shifts to I/O optimization, advanced indexing, table partitioning, segment shrink operations, and instance-level tuning. The course concludes with a comprehensive final exercise combining all learned techniques, followed by a wrap-up session
The training will play a crucial role in strengthening the government’s digital infrastructure and ensuring reliable performance of mission-critical financial systems, aligning with SPFMS’s broader goal of improving transparency, efficiency, and service delivery.

The training, scheduled from January 4 to January 8, 2026, is being held at the Finance Division and targets officers of the Finance Division and program officials of SPFMS. The initiative seeks to build practical skills in project design, planning, implementation, monitoring, and evaluation to improve efficiency, accountability, and results-based delivery of development projects.
The inaugural session was attended by Md. Hasanul Matin, Additional Secretary (Budget & Macroeconomics), Finance Division, as the Chief Guest. He underscored that effective project management is central to achieving the objectives of public financial management reforms and ensuring prudent use of public funds.
The session was chaired by Dr. Ziaul Abedin, Additional Secretary (Budget-1) and National Program Director (NPD) of SPFMS, who highlighted SPFMS’s role in strengthening institutional leadership and coordination across reform initiatives.
On the opening day, participants attended sessions on development project concepts, project cycles, result-based management strategies, and modern project management methodologies. Finance Division unveils PFM Strategy 2025–2030, marking shift from systems to outcomes
Dhaka, December 17, 2025: The Finance Division on Wednesday unveiled the 3rd Public Financial Management (PFM) Reform Strategy 2025–2030, signaling a decisive shift in Bangladesh’s fiscal governance by widening the focus toward building institutional strength, clearer outcomes, accountability, and improved service delivery.
Finance Adviser Dr Salehuddin Ahmed formally launched the strategy at a high-profile ceremony attended by secretaries, senior government officials, heads of constitutional bodies, and key development partners. The new framework provides a comprehensive roadmap to strengthen fiscal discipline, manage rising public risks, and ensure better value for money at a time when Bangladesh faces mounting pressure from climate change, global economic volatility, and expanding public expenditure needs.
While launching the PFM Reform Strategy 2025–2030, Finance Adviser Dr Salehuddin Ahmed said, “We are accountable to the general public, and this long-awaited PFM Strategy is about ensuring transparency, accountability, and better quality of public services.”
He called upon officials of the Finance Division, the National Board of Revenue (NBR), the Office of the Comptroller and Auditor General (OCAG), and other relevant actors to accelerate implementation of the strategy, stressing that coordinated action is essential to establish a stronger system of governance and a more transparent public financial system that delivers real benefits to citizens.
The launch was organized under the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS) and held at the multipurpose hall of the Finance Division. Finance Secretary Dr Md Khairuzzaman Mozumder presided over the event, while Comptroller and Auditor General of Bangladesh Md Nurul Islam and World Bank Division Director for Bangladesh and Bhutan Jean Pesme attended as special guests. Dr Ziaul Abedin, Additional Secretary (Budget-1) and National Program Director of SPFMS, delivered the welcome address, and Suraiya Zannath, Lead Governance Specialist at the World Bank, also spoke on the occasion.
In his remarks, Finance Secretary Dr Khairuzzaman Mozumder said, “The PFM Reform Strategy 2025–2030 is the result of sustained and collaborative efforts by many dedicated stakeholders over a long period. I sincerely acknowledge the contributions of officials of the Finance Division, line ministries, constitutional bodies, development partners, and technical experts who worked relentlessly to shape this comprehensive and forward-looking strategy.”
Highlighting the role of accountability, Comptroller and Auditor General Md Nurul Islam said, “the PFM reform journey is fundamentally about attaining fiscal discipline, modernizing financial processes, and strengthening financial governance to deliver more efficient, transparent, and citizen-focused public financial services. I firmly believe that a strong PFM system, supported by a strong and independent audit mechanism, is essential to ensuring the success of the reform agenda.”
World Bank Division Director Jean Pesme said Bangladesh has made notable progress through reforms such as iBAS++ and the digitalization of pension systems, which have strengthened credibility, oversight, and transparency in the use of public resources.
While important gains have been achieved, Bangladesh continues to face challenges related to institutional capacity, fiscal management, and public debt. Addressing these issues alongside strengthening regulatory quality, governance, and corruption control will be essential to sustaining credible projects, effective oversight, and long-term fiscal stability.
The 2025–2030 framework is structured around 15 reform pillars covering fiscal sustainability, revenue mobilization, public investment management, treasury and debt management, procurement, internal and external oversight, digital transformation, and capacity building. For the first time, the strategy fully mainstreams climate-smart PFM, gender-responsive budgeting, and sector-specific financial management reforms for health, education, and social protection.
Resilience is a central theme of the strategy. With Bangladesh’s tax-to-GDP ratio among the lowest in the region and fiscal exposure increasing through SOE liabilities and contingent risks, the document places strong emphasis on improved macro-fiscal forecasting, integrated debt management, and transparent reporting of fiscal risks.
The strategy also emphasizes institutionalization and implementation, noting that the success of the next reform phase will depend on sustained political commitment, stronger coordination across agencies, and continued investment in public sector capacity.
As Bangladesh moves toward upper-middle-income status, the new PFM Reform Strategy positions public finance not merely as a technical function, but as a cornerstone of economic governance, equity, and public trust.

Dhaka, 6 December 2025: A day-long workshop on the Draft Compendium of Public Financial Management (PFM) Reforms in Bangladesh was held today at Lakeshore Heights, Gulshan, Dhaka, bringing together senior officials, reform practitioners, and consultants engaged in shaping the country’s financial governance systems over the past three decades. The workshop was organized under the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS), Finance Division, Ministry of Finance.
Dr. Md. Khairuzzaman Mozumder, Secretary, Finance Division, attended the workshop as the Chief Guest, while Md. Hasanul Matin, Additional Secretary, Budget and Macroeconomics Wing, Finance Division, attended as Special Guest. The workshop was chaired by Dr. Ziaul Abedin, Additional Secretary (Budget-1) and National Program Director of SPFMS. The welcome speech was delivered by Tanima Tasmin, Program Executive and Coordinator, SPFMS.
Dr. Md. Khairuzzaman Mozumder in his speech said, a compendium of this nature offers several important advantages, primarily by providing verified and official data in a consolidated and accessible format. The milestones of different reform initiatives should be included as case studies, ideally presented in boxed to improve clarity and visibility.
He said, although the draft is promising, there remains scope to improve it further. All related initiatives and complementary reform programs should be reflected to ensure the compendium presents a complete picture of public financial reforms. Institutionalization also remains a critical priority; for example, sustaining and mainstreaming iBAS++ is vital for long-term reform outcomes.
Speaking as Special Guest, Md. Hasanul Matin noted that the draft compendium marks an important step in documenting Bangladesh’s Public Financial Management reform history. He emphasized the importance of presenting verified information clearly while capturing the major reform milestones. Appreciating contributors, he expressed confidence that with further refinement, the compendium would become a comprehensive and user-friendly reference for policymakers, researchers, and development partners.
Following the inaugural segment, a technical presentation and review session was conducted by presenters and designated reviewers. The session began with Historical Background of PFM Reforms presented by Mohammad Moniruzzaman, Senior Functional Consultant, iBAS++ Scheme, Finance Division, and reviewed by Muhammad Faruq-Uz-Zaman, Joint Secretary, Budget-1, Finance Division. The presentation on Committee on Reform in Budgeting and Expenditure Control (CORBEC) was delivered by Md. Ariful Islam, ISC, SPFMS, and reviewed by Ms. Rownak Jahan, Joint Secretary, Budget-2, Finance Division. The Reform in Budgeting and Expenditure Control (RIBEC) segment was presented by Md. Dalim Sarker, ISC, SPFMS, and reviewed by Md. Nazrul Islam, Joint Secretary, Budget-2, Finance Division. The Bank Reform Committee Report 1999 (Khan Committee) was presented by A.K.M. Rahmat Ali Howlader, Consultant, Coordination Scheme, SPFMS, and reviewed by Shihab Uddin Ahmed, Deputy Secretary, Budget-3, Finance Division.
A presentation on the Financial Management Reform Programme (FMRP) was delivered by Md. Rashedul Islam, Consultant, BACS and iBAS++, SPFMS, and reviewed by Urmi Tamanna, Joint Secretary, Budget-5, Finance Division. The subsequent presentation on the Public Money and Budget Management Act 2009 was led by Nasrin Akther, Senior Functional Consultant, BACS and iBAS++, SPFMS, and reviewed by Md. Tarikul Islam Khan, Joint Secretary, Budget-4, Finance Division. The 1st PFM Reform Strategy (2007–12) and Action Plan was presented by Dr. Sheikh Touhidul Haque, Senior Consultant, Macro Scheme, SPFMS, and reviewed by Dr. Abdur Rahim, PEC, SPFMS.
Further discussions on the Strengthening Public Expenditure Management Program (SPEMP) included presentations on SPEMP-A by Md. Abdul Kader, ISC, SPFMS, reviewed by Muhammad Anisuzzaman, PEC, SPFMS; SPEMP-B by Md. Tajul Islam, PEC, SPFMS, reviewed by Md. Safiul Alam, Deputy Secretary, Budget-16, Finance Division; and SPEMP-C by Samsuddin Munna, ISC, SPFMS, reviewed by Rafiqul Islam, PEC, SPFMS.
After the lunch break, the session resumed with a presentation on the Public Expenditure Management Strengthening Program (PEMSP 2014–2020) by Md. Rashedur Rahman, ISC, SPFMS, reviewed by Abul Basher Md. Amir Uddin, Joint Secretary, Budget-3, Finance Division. The 2nd PFM Reform Strategy and Action Plan (2016–21) was presented by Ashek Md. Joglul Abedin, ISC, SPFMS, and reviewed by Dr. Md. Fardous Alom, Joint Secretary, Regulation Wing, Finance Division. The presentation on SPFMS (2019–2026) was delivered by Iftekhar Hassan, ISC, SPFMS, and reviewed by Nahid Sultana, Deputy Secretary, Finance Division.
A lively open discussion followed, where participants provided feedback, identified information gaps, and recommended refinements to improve completeness and usability.
The workshop concluded with remarks from the Chairperson, Dr. Ziaul Abedin, who pointed out that two approaches were suggested for structuring the compendium: a positive summary that presents facts as they are, and a normative summary that analyses the content and draws conclusions. He opined that a normative approach is considered more meaningful for this purpose.
Dr. Abedin proposed to add a concluding chapter that outlines reform targets over the years, assesses progress, identifies gaps, and explains reasons for unmet outcomes. This requires inputs from relevant stakeholders and will help make the document forward-looking rather than just descriptive.
He pointed out that a clear link between reform stages, action plans, and results is very important. The compendium should therefore map planned actions to achievements, demonstrating outputs, results, successes, and lessons learned. He also suggested that the document must remain simple, readable, and accessible so any reader can understand the PFM reform journey.
