স্বাধীনতার পূর্বে বাংলাদেশ তদানীন্তন পূর্ব পাকিস্তানের খেলাধুলা পরিচালনা হত ইপিএসএফ (ইস্ট পাকিস্থান স্পোর্টস ফেডারেশন), ডিএসসি (ঢাকা স্টেডিয়াম কমিটি) এবং এনএসটিসিসি (ন্যাশনাল স্পোর্টস ট্রেনিং এন্ড কোচিং সেন্টার) এই তিন সংস্থার মাধ্যমে। স্বাধীনতার পর ১৯৭২ সালের ০৭ ফেব্রুয়ারী শিক্ষা ও সংস্কৃতি মন্ত্রণালয় এক সার্কুলার জারির মাধ্যমে গঠন করে বিকেএনএস (বাংলাদেশ ক্রীড়া নিয়ন্ত্রণ সংস্থা)। তৎকালীন শিক্ষা ও সংস্কৃতি মন্ত্রী অধ্যাপক মোঃ ইউসুফ আলীকে চেয়ারম্যান করে ১৬ সদস্যের একটি কমিটি এই বিকেএনএস পরিচালনা করে। ঐ কমিটি পরে এনএসটিসিসি, ইপিএসএফ ও ডিসিসি-এই তিনটি প্রতিষ্ঠান একত্রিত করণের লক্ষ্যে একটি এডহক কমিটি গঠন করে। যুদ্ধ বিধ্বস্ত বাংলাদেশের খেলাধুলায় প্রাণ ফিরিয়ে আনা, বিভিন্ন ডিসিপ্লিনে ফেডারেশন গঠন, আন্তর্জস্বকৃতি আদায়সহ খেলাধুলার সুযোগ সৃষ্টিই ছিল তিনটি প্রতিষ্ঠানকে একত্রিত করণের উদ্দেশ্য। ৩০ জুলাই, ১৯৭৪ সালে তিন প্রতিষ্ঠান একত্রিত করণ বিল জাতীয় সংসদে পাস হয়, যার নাম বাংলাদেশ স্পোর্টস কাউন্সিল অ্যাক্ট’১৯৭৪ এবং গঠন করা হয় বিএসসি (বাংলাদেশ স্পোর্টস কাউন্সিল) অর্থাৎ বিকেএনএস-এর পরিবর্তিত নাম বিএসসি। ১৯৭৬ সালে বাংলাদেশ ক্রীড়া পরিষদ অ্যাক্ট সংশোধন করে গঠন করা হয় এনএসসিবি (ন্যাশনাল স্পোর্টস কন্ট্রোল বোর্ড)। ১৯৮৯ সালে পুনরায় অ্যাক্ট সংশোধনীর জন্য জাতীয় সংসদে বিল উত্থাপন করা হয়। ১৯৯১ সালে গেজেটের মাধ্যমে সরকার এনএসসিবি নাম পরিবর্তন করে এনএসসি (ন্যাশনাল স্পোর্টসকাউন্সিল) করে।
