Updates from last night’s Council meeting by Deputy Mayor Bayliss 👇

Last night, Council held its second meeting for June, commencing with a presentation from INPEX management, who provided an update on their progress and outlined their proposed Carbon Capture and Storage (CCS) plans.

Council then reviewed, discussed and noted a range of important reports and initiatives, including:

• Community Plan Health Check Panel Report

• Zuccoli Community Hub Stage 3 Concept and Design Community Consultation Outcomes

• Council Community Engagement Strategy

• Adoption of the 2026–27 Municipal Plan and Budget

• Adoption of the 2027–2036 Long-Term Financial Plan

• 2025–26 Budget Roll Over

• Council Policy Review – Elected Members’ Allowances and Expenses

• Major Capital Projects Update

• Finance Report for May 2026

• Marlow Lagoon Recreational Facility Master Plan Workshop

Council also considered and approved community funding requests from:

• Palmerston Cricket Club
• AMBER NT
• Grassroots Action Palmerston Aboriginal Corporation

Of particular interest may be the Major Capital Projects Update, which highlighted the continued progress of:

• Zuccoli Community Hub (Stage 3)
• Enterprise Resource Planning Project
• Woodroffe Park Upgrades
• Library Café
• Swell Solar and Battery Project
• Road Reseal Program
• Animal Management Facility

Finally, don’t forget that the Palmerston Youth Festival 2026 kicks off on 4 July!

There will be a fantastic range of fun, interactive activities and events throughout the week for young people, families and the wider community.

Updates from last night’s City of Palmerston meeting:
👉 A report will be prepared on the naming of a Palmerston park or open space in honour of former mayor Annette Burke. Instrumental in activating Palmerston during her terms, Annette developed the ‘adopt-a-park initiative and was passionate about the city.
👉 Representatives were selected for Council committees, and I’m pleased I’ll still be chairing the Palmerston Community Safety and Wellbeing Advisory Committee. I enjoyed my time on the Vibrant Economy Advisory Committee however, have passed the opportunity to other passionate members.
👉 Have you seen the Council’s Palmerston Local Economic Plan? Launched in 2021, the PLEP contains actions to be delivered over ten years. Council has improved business communication and visibility of opportunities through the Invest Palmerston website and the Palmerston Business Newsletter. Business capability and support have also seen improvements, with free workshops.
👉 Thanks to everyone who gave feedback regarding the waste services. Council will go out for the Domestic Waste Collection and Recycling tender.
👉 Over the last financial year, the following projects have been delivered or are in progress:
• Joan Fejo playground and exercise equipment renewals - $313,000
• President Park new equipment (all abilities swing) - $112,000
• President Park exercise equipment upgrade - $80,000
• Hobart Park exceloo, seating and shade structure, and tree installation - $360,000
• Playground maintenance - $39,000.
👉 Council accepted an invitation to Join the Australian Local Government Women’s Association of the Northern Territory.
👉 Council reviewed a number of policies, including “Light up Palmerston” and the “rating policy”. In 2019, Council’s Community Reference Group on Rates Strategy said the rating system and methodology utilised should follow the principles of administrative simplicity, economic efficiency and equity. This has not changed.
👉 Council noted the feedback received on the 2026-27 Municipal Plan and Budget.
👉 Council was provided information on the local government legislation amendments introduced this year. You can see the changes on our website

The “Live at Lunch” program returns to Goyder Square, running every Thursday throughout June and July from 12:00–2:00pm.

Each week, City of Palmerston will be activating the CBD with a rotating lineup of food vendors and live musicians, creating a vibrant lunchtime experience for the community.

Looking for something to do tonight? FlicNics is BACK for 2026!

Kick off the dry season with City of Palmerston’s free outdoor movie night under the stars.

The movie to be shown is The Bad Guys 2 (PG) at Sanctuary Lakes, Gunn, from 5:30 pm. The movie will be screened at sunset.

Dinner is sorted with Poffertjes NT and The Potato Man and Fairy Jill's Enchanted Entertainment will also be in attendance!

Highlights from last night’s City of Palmerston council meeting:
👉 Council has agreed to an allocation of $228,000 at the end of the financial year process, if available in surplus, to enable the construction of a fence around the Gray Community Hall, additional lighting, installation of CCTV and a controlled vehicle access gate.
👉 I provided an update of the Business Information Session which I attended Monday as part of the Vibrant Economy Advisory Committee. It was fantastic to see so many local business people attend to hear about the options and opportunities available to help them succeed.
👉 Council has awarded two construction contracts at Woodroffe Park. This includes refurbishment and installation of play equipment, and installation of shade structures. The procurement of upgrading the bike track and water supply for the shelter and irrigation refurbishment is underway. All works are expected to be completed by August. This project is funded by NTG.
👉 The minutes were accepted from the Vibrant Economy Advisory Committee meeting which was held last month. I chaired that meeting and it was heard loud and clear that more communication from Council was required to assist our local businesses. If you haven’t already signed up for our business newsletter and checked out the InvestPalmerston website, make sure you do!
👉 Council will apply to the Minister of Planning to rezone Council-owned public open spaces in Gunn from Specific Use Zone SP3 to Zone PS (Public Open Space), including Sanctuary Lakes and parts of the Palmerston Escarpment. Rezoning will make it easier to manage and develop these open space parcels in accordance with their intended use.
👉 The road reseal program continues with Bellamack, Driver, Gray and Rosebery all earmarked for work to happen before June.
👉 Total payments to creditors in April came to $1.37 million, of which $1.14 million was paid to local suppliers.
👉 The Animal Management Plan was brought back to council with community consultation to begin soon.
👉 The Recognition of Service to the Community Policy was amended to clean up duplication and improve efficiency. Did you know that the mayor can award a Mayoral Commendation on behalf of the City of Palmerston?

The first Live at the Lake of the season kicks off tomorrow!

The event will be held at Marlow Lagoon Recreation Area from 5 pm–7:30 pm.

Live music will be played by Yvette Young & Dein Cantrill while food vans from Soft Serve Fantasy & Rigney’s Kitchen will be there.

There will be plenty of fun and activities for the kids too!
