⚖️ 𝗣𝗷𝗲𝘀𝗲̈𝗺𝗮𝗿𝗿𝗷𝗲 𝗲 𝗚𝗷𝘆𝗸𝗮𝘁𝗲̈𝘀 𝗞𝘂𝘀𝗵𝘁𝗲𝘁𝘂𝗲𝘀𝗲 𝗻𝗲̈ 𝗰𝗲𝗿𝗲𝗺𝗼𝗻𝗶𝗻𝗲̈ 𝗽𝗲̈𝗿𝗺𝗯𝘆𝗹𝗹𝗲̈𝘀𝗲 𝘁𝗲̈ 𝗽𝗿𝗼𝗰𝗲𝘀𝗶𝘁 𝘁𝗲̈ 𝗿𝗶𝘃𝗹𝗲𝗿𝗲̈𝘀𝗶𝗺𝗶𝘁 𝗸𝗮𝗹𝗶𝗺𝘁𝗮𝗿 𝘁𝗲̈ 𝗴𝗷𝘆𝗾𝘁𝗮𝗿𝗲̈𝘃𝗲 𝗱𝗵𝗲 𝗽𝗿𝗼𝗸𝘂𝗿𝗼𝗿𝗲̈𝘃𝗲 𝗻𝗲̈ 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗸𝗲̈𝗻 𝗲 𝗦𝗵𝗾𝗶𝗽𝗲̈𝗿𝗶𝘀𝗲̈, 𝟭𝟳 𝗾𝗲𝗿𝘀𝗵𝗼𝗿 𝟮𝟬𝟮𝟲
Trupa e gjyqtarëve të Gjykatës Kushtetuese mori pjesë në ceremoninë përmbyllëse të procesit të rivlerësimit kalimtar të gjyqtarëve dhe prokurorëve në Republikën e Shqipërisë, të organizuar nga Kolegji i Posaçëm i Apelimit. Ceremonia shënoi përmbylljen e një prej proceseve më të rëndësishme të reformës në drejtësi në Shqipëri, duke kontribuar në forcimin e shtetit të së drejtës.
🏛️ Në këtë aktivitet morën pjesë përfaqësues të lartë të institucioneve kushtetuese dhe të sistemit të drejtësisë, përfshirë Kuvendin e Shqipërisë, Këshillin e Ministrave, Gjykatën e Lartë, Prokurorinë e Posaçme, si dhe përfaqësues të misioneve ndërkombëtare dhe partnerëve strategjikë që kanë mbështetur reformën në drejtësi në Shqipëri.
Kryetarja e Gjykatës Kushtetuese, Fiona Papajorgji, gjatë sesionit me titull “Roli dhe rëndësia e institucioneve të tjera kushtetuese në vazhdimësinë e standardeve të procesit”, vlerësoi se procesi i rivlerësimit kalimtar ka ndikuar në forcimin e kulturës institucionale të përgjegjshmërisë dhe integritetit, duke vendosur standarde të reja në ushtrimin e funksioneve publike dhe duke rikthyer besimin e publikut te drejtësia.
Duke theksuar rëndësinë e fazës së re institucionale që pason përfundimin e procesit të vettingut, znj. Papajorgji u shpreh:
“Gjykata Kushtetuese do të vijojë të ushtrojë me përgjegjësi çdo kompetencë që Kushtetuta dhe ligji i kanë ngarkuar. Ajo është e vetëdijshme për rolin dhe përgjegjësitë e saj për të siguruar vazhdimësinë e standardeve të vetting-ut, por sidomos për të garantuar një proces të drejtë, të besueshëm dhe të pakontestueshëm nga palët. Për këtë qëllim, janë të mirëpritura edhe ndërhyrjet e kujdesshme dhe të balancuara ligjore.”
Kryetarja Papajorgji nënvizoi gjithashtu se ruajtja e besimit të publikut kërkon jo vetëm vazhdimësinë formale të kompetencave, por edhe vazhdimësinë substanciale të standardeve që janë ndërtuar gjatë viteve të zbatimit të reformës në drejtësi.
Në këtë kuadër, Gjykata Kushtetuese mbetet e angazhuar për ushtrimin e kompetencave të saj në mënyrë të pavarur dhe të paanshme, në përputhje me Kushtetutën dhe parimet e shtetit të së drejtës, duke vlerësuar se ruajtja dhe konsolidimi i standardeve të reformës në drejtësi përbën një element thelbësor për forcimin e institucioneve demokratike dhe avancimin e procesit të integrimit evropian të Shqipërisë.

📍Constitutional Court attends the Closing Ceremony of the Transitional Re-evaluation Process of Judges and Prosecutors in the Republic of Albania, 17 June 2026.
⚖️ The judges of the Constitutional Court participated in the closing ceremony marking the conclusion of the transitional re-evaluation process of judges and prosecutors in the Republic of Albania, organized by the Special Appeal Chamber near the Constitutional Court. The event marked the completion of one of the most significant pillars of Albania’s justice reform and represented an important milestone in the continued strengthening of the rule of law.
🏛️ The ceremony brought together high representatives of constitutional institutions and the justice system, including the Parliament of Albania, the Council of Ministers, the High Court, the Special Anti-Corruption Structure (SPAK), as well as representatives of international missions and strategic partners whose longstanding support has been instrumental to the implementation of justice reform in Albania.
During the session entitled “The role and importance of other constitutional institutions in maintaining the standards of the process,” the President of the Constitutional Court, Ms. Fiona Papajorgji, noted that the transitional re-evaluation process has made a substantial contribution to strengthening a culture of institutional accountability and integrity, establishing higher standards in the exercise of public office and fostering greater public confidence in the justice system.
💬 Reflecting on the institutional phase that follows the completion of the vetting process, President Papajorgji stated:
“The Constitutional Court will continue to exercise, with responsibility and diligence, every competence entrusted to it by the Constitution and the law. The Court is fully conscious of its role and responsibilities in ensuring the continuity of the standards established through the vetting process, while, above all, safeguarding a process that is fair, credible, and beyond dispute for all parties concerned. In this regard, carefully considered and well-balanced legislative interventions would also be welcome.”
🔹 President Papajorgji further emphasized that preserving public trust requires not only the formal continuation of institutional competences, but also the substantive preservation of the standards that have been developed throughout the implementation of the justice reform.
⚖️ In this context, the Constitutional Court remains firmly committed to exercising its constitutional authority independently and impartially, in full accordance with the Constitution and the principles of the rule of law. The Court considers the further consolidation of the standards established through the justice reform to be essential for strengthening democratic institutions, enhancing public confidence in the administration of justice, and advancing Albania’s path toward European integration.
