Today's Working Group meeting at the Ministry of Agriculture and Rural Development focused on advancing food safety modernization efforts through MARD initiatives supported by the World Bank. The team is working on technical specifications for equipment procurement that will strengthen capacities and food safety controls at the Institute of Food Safety and Veterinary (ISUV) and the National Food Authority (AKU). This is an important step in aligning our food safety systems with EU standards and ensuring better protection for consumers.

Takimi i sotëm i Grupit të Punës në Ministrinë e Bujqësisë dhe Zhvillimit Rural u fokusua në përparimin e përpjekjeve për modernizimin e sigurisë ushqimore nëpërmjet iniciativave të MBZHR-së të mbështetura nga Banka Botërore. Ekipi po punon në specifikime teknike për blerjen e pajisjeve që do të forcojnë kapacitetet dhe kontrollin e sigurisë ushqimore në Institutin e Sigurisë Ushqimore dhe Veterinarisë (ISUV) dhe Autoritetin Kombëtar të Ushqimit (AKU). Meeting with consultants for the Olive Oil Cluster in Berat, within the framework of the CRAD project, focused on the closure of Phase I and the planning of next steps for Phase II. In addition, priorities and strategies were identified for the sustainable development of the cluster, including initiatives for promoting olive oil and strengthening cooperation with local and regional stakeholders.

Sot, ekipi i projektit CRAD, së bashku me Misionin e Bankës Botërore dhe Ministrinë e Bujqësisë dhe Zhvillimit Rural, zhvilloi një vizitë pune në Dibër për të vlerësuar progresin e punës në zhvillimin e klasterit të frutave dhe perimeve.
Takimi u zhvillua në ambientet e Bashkisë Dibër, me pjesëmarrjen e Kryetarit të Bashkisë, z. Rahim Spahiu, ku u diskutuan arritjet e deritanishme, sfidat dhe hapat e ardhshëm për mbështetjen e fermerëve me kushte më të mira për prodhim, ruajtje dhe përpunim. U trajtuan gjithashtu mundësitë për një investim potencial, i cili synon forcimin e kapaciteteve lokale dhe rritjen e konkurrueshmërisë së sektorit bujqësor në këtë zonë.
CRAD vijon angazhimin për të mbështetur zhvillimin e qëndrueshëm dhe forcimin e sektorit agro-ushqimor në komunitetet rurale.

Today, the CRAD Project team, together with the World Bank Mission and the Ministry of Agriculture and Rural Development, conducted a working visit to Dibër to review the progress made in developing the fruit and vegetable cluster in the region.
The meeting took place at the premises of the Municipality of Dibër, with the participation of the Mayor, Mr. Rahim Spahiu, where the discussions focused on the achievements to date, existing challenges, and the next steps to support farmers with improved conditions for production, storage, and processing. The team also explored opportunities for a potential investment aimed at strengthening local capacities and enhancing the competitiveness of the agricultural sector in the area.
CRAD remains committed to supporting sustainable development and strengthening the agro-food sector in rural communities.

Ministri i Bujqësisë dhe Zhvillimit Rural zhvilloi një takim konstruktiv me Drejtorin Rajonal të Bankës Botërore, z. Wahba, gjatë të cilit u diskutua progresi i projektit “Qëndrueshmëria ndaj Klimës dhe Zhvillimi i Bujqësisë” (CRAD) dhe hapat e mëtejshëm për forcimin e bashkëpunimit ndërinstitucional.
Gjatë takimit u prezantuan konceptet dhe drejtimet kryesore të zhvillimit që mbështeten nga projekti CRAD, ndër të cilat:
- Kllasteri i vajit të ullirit “Berati 2400 vjet”
- Kllasteri i frutave-perimeve
- Modeli i mikroqendrave ushqimore, si pjesë e qasjes së re për zhvillimin e zinxhirit të vlerës.
U vlerësua roli i Bankës Botërore në avancimin e reformave strukturore dhe modernizimin e sektorit bujqësor, si dhe angazhimi i vazhdueshëm për të thelluar bashkëpunimin në përputhje me prioritetet kombëtare për integrimin europian dhe zhvillimin e qëndrueshëm.
Projekti CRAD mbetet i përkushtuar të mbështesë bujqësinë inteligjente, sigurinë e digave dhe forcimin e sigurisë ushqimore, duke kontribuar në transformimin afatgjatë të sektorit bujqësor.

The Minister of Agriculture and Rural Development held a constructive meeting with the Regional Director of the World Bank, Mr. Wahba, during which the progress of the “Climate Resilience and Agriculture Development” (CRAD) Project and the next steps for strengthening institutional cooperation were discussed.
During the meeting, the key development concepts and directions supported by the CRAD Project were presented, including:
- The olive oil cluster “Berati 2400 years”
- The fruit and vegetable cluster
- The model of food micro-centers, as part of a new approach to value chain development.
The important role of the World Bank in advancing structural reforms and modernizing the agricultural sector was acknowledged, along with the joint commitment to continue close cooperation in line with national priorities for EU integration and sustainable development.
The CRAD Project remains committed to supporting smart agriculture, dam safety, and strengthened food safety systems, contributing to the long-term transformation of the agricultural sector.

25 fermerët e parë i janë bashkuar klasterit të sapo krijuar të vajit të ullirit në Berat, i cili unifikon proceset e prodhimit, përpunimit, certifikimit dhe marketimin nën një model të vetëm me synimin për të rritur të ardhurat e fermerëve, për të promovuar vajin e ullirit “Made in Albania” dhe për të hapur dyert drejt tregjeve me vlerë të lartë. Kjo nismë është pjesë e Projektit për Klimën e Qendrueshme dhe Zhvillimin Bujqësor të mbështetur nga Banka Botërore, i cili lidh fermerët e vegjël me përpunuesit, universitetet dhe qendrat kërkimore për të prodhuar vaj ulliri me cilësi më të lartë, sipas standardeve të BE-së.

Gjatë vizitës së tij në Berat, Sameh Wahba, Drejtori Rajonal i Praktikës në Grupin e Bankës Botërore së bashku me Menaxherin e Zyrës në Shqipëri, Massimiliano Paolucci, dhe Kryetarin e Bashkisë Berat Ervin Ceca, u takuan me fermerët që po pilotojnë qasjen e klasterit. Ata pane nga afër investimet e projektit të Bankës Botërore për Zhvillimin e Integruar Urban dhe të Turizmit, i cili përmes investimeve ka krijuar vende të reja pune dhe ka rritur mundësitë ekonomike për bizneset vendase.

25 farmers have joined the newly established Olive Oil Cluster in Berat, which integrates production, processing, certification, and marketing under a single model, all aimed at increasing farmers’ incomes, promoting “Made in Albania” olive oil, and opening access to high-value markets. This initiative is part of the World Bank-supported Climate Resilient Agricultural Development Project, which connects smallholders with processors, universities, and research centers to produce higher-quality olive oil in line with EU standards.

During his visit to Berat, Sameh Wahba, World Bank Regional Practice Director, together with World Bank Country Manager for Albania Massimiliano Paolucci and the Mayor of Berat, met with farmers piloting the cluster approach. They visited investments under the Integrated Urban and Tourism Development Project (PIUTD), which have created new jobs and boosted economic opportunities for local businesses in Berat.

Misioni i Ekipit të Bankës Botërore në prill 2025, në bashkëpunim me FAO, u fokusua në avancimin e qasjeve të bujqësisë së qëndrueshme ndaj klimës dhe integrimin e tyre në aktivitetet e projektit CRAD. Diskutimet theksuan rëndësinë e teknologjive inovative, menaxhimit efikas të burimeve dhe forcimit të kapaciteteve institucionale për t’i bërë komunitetet rurale më të rezistente ndaj ndryshimeve klimatike. Ky bashkëpunim shumëpalësh synon krijimin e praktikave bujqësore më të sigurta, më të qëndrueshme dhe të orientuara drejt rezultateve afatgjata.

The team World Bank mission in April 2025, carried out in collaboration with FAO, focused on advancing approaches to climate-resilient agriculture and integrating them into the activities of the CRAD Project. The discussions highlighted the importance of innovative technologies, efficient resource management, and strengthened institutional capacities to make rural communities more resilient to climate change. This multi-stakeholder cooperation aims to promote safer, more sustainable agricultural practices with long-term impact.

Zona e Xarës, një nga përfituesit kryesorë të nën-projektit të modernizimit të ujitjes në kuadër të projektit CRAD, ilustron qartë rëndësinë dhe ndikimin pozitiv që sjellin investimet në infrastrukturën bujqësore. Pamjet nga terreni tregojnë jo vetëm nevojat aktuale të zonës, por edhe potencialin e madh që hapet për fermerët, falë modernizimit të sistemit të ujitjes.
Ky proces është thelbësor për rritjen e produktivitetit, menaxhimin më të mirë të burimeve ujore dhe mbështetjen konkrete të komunitetit lokal. Investimet e planifikuara synojnë krijimin e një sistemi më efikas, më të qëndrueshëm dhe të aftë të përballojë sfidat e kushteve klimatike në ndryshim - duke i hapur rrugë një bujqësie më të fortë dhe më të sigurt për të ardhmen.

The Xarë area, one of the main beneficiaries of the irrigation modernization sub-project under the CRAD Project, clearly illustrates the importance and positive impact of investments in agricultural infrastructure. The images from the field reveal not only the current needs of the area but also the significant potential that irrigation system modernization brings for local farmers.
This process is essential for increasing productivity, improving water resource management, and providing concrete support to the local community. The planned investments aim to establish a system that is more efficient, more sustainable, and better adapted to changing climatic conditions - paving the way for a stronger and more resilient agricultural future.

Gjatë inspektimit të Degës Doganore Qafë Thanë, ku do të ndërtohet Pika e re e Inspektimit Kufitar (P*K), u vlerësua gjendja aktuale e infrastrukturës dhe nevojat që lidhen me fazën e projektimit. Qëllimi është ndërtimi i një strukture moderne dhe funksionale, në përputhje me standardet e kontrollit kufitar dhe sigurisë ushqimore. P*K-u i ri pritet të lehtësojë qarkullimin e mallrave, të rrisë efikasitetin e shërbimeve dhe të sigurojë procese më të qëndrueshme dhe të besueshme të kontrollit.

During the inspection of the Qafë Thanë Customs Branch, the designated location for the construction of the new Border Inspection Point (BIP), the current infrastructure and the needs related to the design phase were assessed. The objective is to establish a modern and functional facility, aligned with border control and food safety standards. The new BIP is expected to facilitate the movement of goods, increase service efficiency, and ensure more consistent and reliable inspection processes.

Takimi për bujqësinë inteligjente ndaj klimës (CSA) u zhvillua në ambientet e MBZHR, duke krijuar një hapësirë bashkëpunimi për të diskutuar praktikat dhe ndërhyrjet që fuqizojnë fermerët përballë ndryshimeve klimatike. Gjatë takimit u ndanë qasje moderne për përdorimin më efikas të burimeve, teknologjitë që reduktojnë rreziqet klimatike dhe mënyrat se si CSA mund të integrohet më mirë në aktivitetet e projektit.
Ky proces jo vetëm që forcon kapacitetet institucionale, por edhe ofron mbështetje të drejtpërdrejtë për komunitetet rurale, duke i ndihmuar ato të përshtaten dhe të qëndrojnë më të sigurta përballë sfidave klimatike.

The Climate-Smart Agriculture (CSA) meeting was held at the premises of MARD, creating a collaborative space to discuss practices and interventions that strengthen farmers’ resilience to climate change. During the meeting, modern approaches were shared on how to use resources more efficiently, apply technologies that reduce climate-related risks, and better integrate CSA into project activities.
This process not only strengthens institutional capacities but also provides direct support to rural communities, helping them adapt and remain more secure in the face of climate challenges.

Konsultimi publik dhe prezantimi i Planit të Menaxhimit Social dhe Mjedisor (ESMP) për skemën e ujitjes nën presion në Mursi, Bashkia Konispol, u zhvilluan me pjesëmarrjen e përfaqësuesve lokalë, komunitetit dhe grupit teknik të projektit. Gjatë sesionit u paraqitën masat kryesore për performancën mjedisore dhe sociale të projektit, standardet që do të ndiqen gjatë ndërtimit dhe operimit, si dhe komentet e komunitetit për përmirësime të mëtejshme. Ky proces garanton transparencë, përfshirje dhe zbatim të praktikave më të mira për një infrastrukturë ujitjeje të qëndrueshme dhe të orientuar drejt fermerëve.

The public consultation and presentation of the Environmental and Social Management Plan (ESMP) for the pressurized irrigation scheme in Mursi, Municipality of Konispol, were held with the participation of local representatives, the community, and the project’s technical team. The session outlined the key measures for ensuring environmental and social performance, the standards to be applied during construction and operation, and community feedback for further improvement. This process ensures transparency, inclusion, and the application of best practices for a more sustainable and farmer-oriented irrigation infrastructure.
